kron 4's charles clifford spoke with bart officials about what the plan will mean for commuters.rain.... starting tuesday evening, bart will begin ramping up it's efforts to improve the seismic safety of the transbay tube. they've been working on the systems around the tube since 2005, but now they need to move inside the tube itself. so, from 10pm to about 4am every tuesday, wednesday and thursday evening for the next 14 months, bart will be limiting train travel through the tube to just one track. that means that evening riders are going to experience a delay of somewhere between 15 and 20 minutes starting around 10pm on those three nights for the next 14 months. during that time work crews will move in with this specialized truck and begin installing 4 ton steel plates inside the tube. the plates are designed to make the tube stronger. and when we're done, the work that we are doing on these evenings will make that tube capable of surviving the very rare and strong earthquakes that are headed our way. the price tag for bart's entire seismic retro fit project, including the tub

in the newsroom, charles clifford kron 4 news. tonight. four people are recovering after being rescued from their sinking tugboat yesterday. this is video of the the bay area coast guard saving the four people after their tug boat sank while towing a barge off the coast of big sur. coast guard crews received the distress call at about three p-m and deployed a 47-foot motor life boat. a rescue helicopter from the monterey station was also called to the scene. the rescue helicopter found the survivors on a raft and hoisted them aboard. all four were taken to a local hospital , but no injuries were reported. >> we can see the strong wind speeds. in oakland but strongest have been about 15-20 m.p.h. and increasing as the system whirls out. the wind will really crank up by the afternoon. strongest along the coast and near the safe. 35 m.p.h. with a wind advisory 50s and 60s. cold air and place with 40's by the bay and possibly near freezing for the inland locations. here is futurecast. midnight, notice the showers are light and isolated. notice

kron 4's charles clifford shows us the damage. >> reporter: in san francisco, howling winds piled sand up along the great highway. closing it down between skyline and lincoln boulevard. across the city, more than 75 trees were blown over... this big eucalyptus came down along geary boulevard. this tree fell onto oak street. falling branches also smashed out this car window near san francisco state, the wind damaged this fence near ocean beach and gusts tore apart this baseball field backstop in parkside square park. crews also cut down this tree in golden gate park monday because the wind had started to push it over. in the east bay, gusts knocked over a lot of smaller trees and damaged numerous cars. this big tree came down in pleasant hill, blocking ridge view drive and damaging this pickup truck. the owner seemed to take it all in stride... in the south bay, the wind shook the palms and knocked over several trees. crews in cupertino cleared this big tree out of a roadway and finally pg&e crews through out the bay area were also kept very busy monday as the wind knocked out power in

and new tonight at 8-- kron 4's charles clifford has an update on the progress. the extension of bart from fremont to north san jose is 10 miles long and there are 11 places where the new railway crosses existing roads and crews will need to build new intersections. that means a lot of traffic delays over the months to come. in the very near future, there are two projects that will affect traffic. first, warren avenue in fremont will be close down this weekend between kato road and warm springs boulevard. that same stretch of road will be closed again the weekend of april 29th. now, starting next monday hostetter road in san jose between lundy avenue and flickinger avenue will be reduced from three to two lanes in both directions so that crews can start building a new overpass for the new bart rails. that work is expected to continue for 7 to 9 months. the entire bart extension project is scheduled to be completed in 2018 with a price tag of 3.2 billion dollars. in the newsroom, charles clifford kron 4 news. ahead at eight. bay area real estate is back. what that

kron 4' charles clifford has a closer look. this is a google earth look at the new eastern span of were looking at it from above treasure island. you can see the old bridge there in the background. two parts.. the skyway suspension tower section which is here. this part of the deck actually hangs from the tower. the bolts that we're talking about are located here. this tower is what's called pier e-2. it's located right where the skyway portion of the bridge meets the suspension tower section. now, if we move in a little closer you can see that there's actually a gap between the deck of the thank bridge and the top of the the support towers. in between are these devices, which are bearings and what are called shear keys. these devices are designed these are bolted to the towers by rods that run between 9 and 24 feet deep into the concrete. these are the bolts that are breaking. and another problem is that they are breaking inside the tower. and because the deck is in place, it's impossible to remove the bolts or to repair them.

kron four's charles clifford has a closer look. >> reporter: it's believed that north korea has six longes, that may or may not be able to deliver a nuclear weapon. 4 of those missiles are operational and the other two are still in development. let's use google earth to look at how far each one can travel. this is north korea.. here's the capital of pyongyang. it's not clear exactly where each missle is being kept and some of the weapons are mobile, so the distances i mention here... are estimates at best. now, the north has several short range missiles. one can fly about 186 miles and another a little 300 miles. these two weapons can reach nearly all of south korea. the north also has an operational missle with a range of about 800 miles, that means it could reach most of japan. beyond that the north has tested a ballistic missle that is believed to have a range of 1500 miles and they have another operational missle with a range of 1800 miles. both of these weapons, in theory, could reach guam, which is a u.s. territory. that leaves one long range ballistic missle in the north's arsenal

in the east bay, charles clifford kron 4 news.'s central subway project is getting ready for its next big step. drilling tunnels more than a mile and a half long, and deep below downtown. kron 4's maureen kelly takes us underground for a look. what you are looking at is where eventually the two tunnels one for each direction of the t linewill be dug. if you look closely you can have wall which shows where drills will start boring holes that will go as deep as 90 feet below downtown san francisco. right now we are 40 feet belowwith 4th street running above us over here is the hole where the machines that will do the digging are going to be lowered down they drills so big they've being shipped here in pieces.here are just two pieces of one drill here on this flat bed trucksthis big red crane is going to lower the pieces below ground one at a times where they will be assembled. of the 12 drills below ground.where here's a picture of what one of the 300 foot long drills will look like when it's all put together. size as a 4 story buil

kron 4's charles clifford shows us the plans. explains why the project has some neighbors concerned. >> reporter: safeway is calling this proposed development the orchards at walnut creek. the grocery store chain wants to put in more than 200,000 square feet of commercial and residential space on this 24 acre site... which sits along ygnacio valley road at oak grove road. this is a google earth view looking north across the site as it is now. the anchor store of the development would be a new 55,000 square foot safeway grocery store located here. but that's just the beginning...there would also be a junior anchor store next door as well as 7 other commercial buildings around the site. to the north of the safeway there would be a new residential development and there are also plans to put in a fitness center here. in additional, large parking lots would be built through out the site. the remaining space around these buildings would be landscaped with parks, trees, and trails. now, one of the biggest concerns for neighbors in the a

kron 4's charles clifford has more. >> reporter: caltrans is saying that they suspect that an excessive amount of hydrogen may have seeped into a batch of anchor rods, making the steel brittle and eventually causing the rods to break. but the question is how did the hydrogen get into the steel? on friday caltrans released very detailed information describing the fabrication, galvanization, testing and installation of all 288 anchor rods. but there is no apparent explanation of how an excess amount of hydrogen may have gotten into the metal. the devil it seems, is in the details. there are a couple possibilities... during fabrication of the bolts the metal is heat treated or baked to make the rod's stronger. this process may have strengthen the steel, but left it vulnerable to hydrogen. also the rods are galvanized, or coated with zinc, to keep water away from the metal. poor quality galvanization may have left the steel exposed. and finally, the bolts that were broken were installed years ago, but only recently tightened down. during that time, rainwater may have seeped into the metal,
