that's when the chp got involved. we have some video from the chopper that we were shooting earlier today, pretty amazing sight. the chp was out here with the marine mammal center, trying to corral what they estimate to be about a 500 pound elephant seal. who was very determined, as they say, to try to cross highway 37, for what reason, we don't know. and, the experts don't know. it's easy to say she was clearly lost, because elephant seals don't generally come in this close. they like to stay out on the ocean the side of the bay. they believe it is a female, possibly a pregnant female, that might be why she is so determined to get somewhere. we talked with the chp and marine mammal center earlier tonight. >> she is very strong. if she is about to give birth, that means she is in her prime. so she's got a lot of weight and strength under her. she could actually tear the board from your hands if you don't hold the board the proper way. very strong, very feisty animal. which is wonderful, that's what we want. >> hold th

we are getting word from the chp that all lanes are open.an-up has just been completed again fresh information from the chp all five lanes of westbound 80 now open for commuters coming off of the bay bridge towards san francisco. as we go to live pictures from chopper 5, it's been giving us these views of the terrible traffic situation for westbound 80 which will be -- even though all lanes are open it's going to be backed up for a few hours still for the drive out of oakland. in fact, our sensors are picking up two-hour and 20- minute drive times for west 80 between university avenue in berkeley and fremont street in san francisco. so just gives you an idea of how bad the traffic scene is for this westbound commute. a fender-bender now at the bay bridge toll plaza, as well. the san mateo bridge as a result as folks avoid the bay bridge is now very crowded. westbound traffic is now jammed up from end to end and we are now looking at delays for southbound 880 between oakland and hayward. so certainly the mess at the bay bridge is affecting ot

according to chp's findings, the company is unsatisfactory. of the six vehicles that were inspected, they have pulled four of those vehicles out of service. and the results of this inspection report include violations that extend to the bus drivers as well. chp found more than 60% of the city sightseeing tour buss get looked at had violations. >> they were potentially unsatisfactory across the board. that doesn't mean it's something that can't be fixed. >> he inspected six tour buss others than the bus that crashed in union square. he says the most significant violations were mechanical including nonworking brake lights, nonworking emergency exits and a loose steering component. >> other violations included city sightseeing not inspecting its own vehicles every 45 days. the report also detailed some drivers not being drug tested or background checked. the most significant paperwork violation since august of 2014, none of the companies drivers have been enrolled in what's called the poll noes system. it enables the dmv to notify a dmv. >> chp f

this is video of a similar chp helicopter. authorities say the near-miss happened last night as the pilot was tracking a stolen vehicle over highway 4. the pilot was flying at an altitude of 700 to 800 feet when he says he had to suddenly veer to avoid that drone. the pilot then followed the drone to where it landed and radioed martinez police. officers found a man carrying a drone in that area, but so far, that man has not been arrested. >>> the highway patrol is looking for a hit and run driver involved with the death of a man on interstate 80 in richmond. the accident happened on the eastbound side near carlson boulevard just after 4:00 this morning. it's not clear what the man was doing on the highway. police believe a red honda sedan hit the man and the driver fled the scene. the man was found in the far right lane and died later at the hospital. authorities have not yet released the identity of the victim. >>> the chp says a man struck and killed early yesterday morning on interstate 880 in hayward was walking on the fre
