"today in the bay's" christie smith live with us. five minutes doesn't sound like a lot, but if you're in trouble it is. >> that's exactly right. one of the most tart ling finds in this study is that the loss of sworn officers in the contra costa county sheriff's department means many times they can't meet the standard operating procedure for meeting that five-minute response time for some top priority calls. instead, the time they are looking at now is more like eight minutes and 39 seconds. now, this due to the loss of about 50 sworn officers over the past three years. this the first countywide look we've had at police departments throughout the county at sheriff's departments. it shows them struggling to keep officers on the street when money is tight and retirement and benefit costs are going way up across the board. the study was ordered by the local agency commission which oversees boundaries and efficient public services. the study also found that to preserve patrol some agencies are cutting specialized crime fighting units. o
