"today in the bay's" christie smith live with us. five minutes doesn't sound like a lot, but if you're in trouble it is. >> that's exactly right. one of the most tart ling finds in this study is that the loss of sworn officers in the contra costa county sheriff's department means many times they can't meet the standard operating procedure for meeting that five-minute response time for some top priority calls. instead, the time they are looking at now is more like eight minutes and 39 seconds. now, this due to the loss of about 50 sworn officers over the past three years. this the first countywide look we've had at police departments throughout the county at sheriff's departments. it shows them struggling to keep officers on the street when money is tight and retirement and benefit costs are going way up across the board. the study was ordered by the local agency commission which oversees boundaries and efficient public services. the study also found that to preserve patrol some agencies are cutting specialized crime fighting units. o

reporting live in bay point, christie smith, "today in the bay." >> thank you very much, christie. a convicted north bay sex offender is back in jail accused of forcing his way into a hotel room and raping a woman. 33-year-old williams is facing rape and assault charges as well as burglary and violating parole. police say he attacked a woman at the villa inn on lincoln avenue in san rafael. the woman says she accidentally theft door open a krak. she says her attacker forced his way in around 4:30 and raped her. she told the clerk who called police. when officers arrived they found williams in the room. williams had previously pled guilty to assault and unlawful sex with a minor. >> a father of three presumed dead after drowning in the rushing river. 30-year-old juan leone could not stay above the water when he tried to help his girlfriend. that's when a current pulled them out further. a kayaker is credited with rescuing 24-year-old patricia but after a lengthy search for leon, investigators called in divers to begin a recovery. the couple not the only one to get caught in the curr

christie smith is live in yorba buena island with an update. what are the conditions out like right now? >> reporter: well, it's actually quite nice now, that's the good news. i can tell you that this woman's husband says she is really experienced, she had all of the right gear with her. she was due home last night around 5:30 but never showed up. since then the coast guard has been out there looking for her. they are still out there at this hour and plan to add more units at daybreak to try and find her. i talked with a spokesperson who tells me at this hour they are using a helicopter with search lights and a 41-foot boat to look for the 62-year-old woman from foster city. she was wind surfing yesterday. told her husband she would be gone about 30 minutes. she never came back. the coast guard was notified after about 7:00 p.m. last night that she was missing. crews from alameda county, foster city and redwood city assisted in the search. by nightfall the coast guard t crew that kept up the search, we were told she had a hand held radio a blue

christie smith, today in the bay. >> 6:05 a. bay area mother is suing the police department claiming she was a victim while pushing her baby in a stroller. she was walking down the street when police approached her. she had been drinking, admitted she was drunk, then placed under agres. this cell phone video shows. police are trying to put her in the car, then her falling on the ground face first. >> grabbed me by the throat and slammed me face first into the cement. >> it looked like he was gaining his balance. either she went down or he went down. she was the one that initiated it. >> former please chief doesn't believe the offers used excessive force. bright says her mother-in-law is the one that called police. >> an fran's city attorney is stepping into the fray. the ban would be patently unconstitutional if a court exempts medical professionals from it. the brief builds on an earlier suit that says that only the states, not a city, can regulate the actions of medical professionals. the proposed allot measure would -- >> tax

reporting live, christie smith, "today in the bay". >> good news there. san jose firefighters will be keeping an eye out for hot spots on communication hill after a grass fire there. it happened last night about 9:30. crews managed to contain it about a half hour later. 20 firefighters and six engines had to respond to that one. they don't know the cause but so far looks like no homes or buildings were damaged and no one hurt. firefighters have not named a cause for the fires as i mentioned. they have been warning how dangerous illegal fireworks can be. we have some video to prove it. >> isn't that frightening. someone sent us this video of illegal fireworks in san jose last night. you can see it didn't go as planned. quite frightening. luckily no one was hurt. and illegal fireworks is anything that explodes or leaves the ground. many counties don't allow them. >> 6:04. a santa rosa father of three is presumed dead after drowning in the russian river. 30-year-old juan leone could not stay above the water when he tried to help his girlfriend. a strong curr

that's where today in the day's christie smith joins us live with the latest on the chase. good morning. >> good morning to you, laura. the chp is still here taking measurements, taking photographs, making sure they do a very thorough investigation. now, when you look over at the car, the damage itself actually doesn't look that bad, if steve can pan over to it. chp tells us the driver was speeding. he wasn't wearing his seat belt and thrown from the car when it crashed. also alcohol was a factor they say. this started 1:30 this morning on international and 47th. oakland police dealing with a shooting there. we're still trying to get details on that. minutes later same neighborhood the chp on patrol says they saw a driver weaving. they try to pull him over, blew through stoplights speeding 880 northbound, 80 miles an hour. he tried to get off at 29th avenue, lost control and crashed the car. he was taken to highland hospital and pronounced dead. all of this, the chp says, very avoidable. >> we did find signs of intoxication including open containers of alcoholic beverages i

christie smith joins us live with more. >> reporter: good morning. this is still a very active crime scene with police going back and forth behind the building gathering evidence. we've seen them taking pictures all morning from an all too familiar scene. a shooting. someone opened fire on two young men standing outside on the far side of the building there. in the parking lot around 10:30 last night the victims just 18 and 19 years old. one died at the scene on east bayshore road that is still closed. the other taken to a hospital and expected to be okay. police releasing no suspect information yet. this is the latest in a jump in violence in east palo alto. the sixth homicide this year, the third one this month. police have announced a sum are violence reduction plan targeting crime hot spots, gangs and drugs, what's behind this latest shooting, police have suspicions but can't say for sure. >> at this point in the very gags we're still trying to determine that. we're trying to determine what the motive is. we don't know that it's gang related but

"today in the bay's" christie smith spoke with police. she joins us live from police headquarters with an update. good morning. >> reporter: good morning. it seems like this is happening all too often. yet another shooting on the streets in richmond. as you said i got an update from the spokeswoman. this time two people shot and killed. a man and woman. a third person, a woman, is in critical condition. this follows another shooting days ago that left three people dead in a shoot-out in a richmond home. this latest shooting happened about 10:15 on bissel avenue. a man and a woman shot dead in front of an apartment complex. that one happened right after another shooting at 9:45. a 23-year-old man wounded on gertrude avenue. he's expected to survive. investigators want to know if these two are linked. at this point they just don't know. they don't know if these are rug related or gang related. tension on the streets is building. >> we have some kind of feud going on between north richmond and our central richmond area. we don't know exactly

i'm going to sends it out to christie smith. i hear you're hitting the catwalk. are you doing modeling? >> i'm sorry, i couldn't hear you. we are talking about the catwalk. if you're talking about my modeling career that's on hold right now. but basically, we drove by these catwalks for workers with nerves of steal. they are hanging at a 35-degree angle off of the tower on the west side. if you had driven it you may have noticed two of them off, there is another one hanging off of the east side. the oakland side. this is a big part of the construction because essentially the workers walk up these very steep ramps, they are about 12 feet wide and what they are doing is they are using a mile of suspension cable, that's the ultimate plan, that will wrap around the tower 500 feet above sea level and workers are tethered to these as they work for obvious reasons. this is 137 bundles of cables each held in by smaller cables. once this is installed crews will remove these catwalks. this is how they get it done. the eastern span expected to open in late 2013. that's the

christie smith, today in the bay. >> tragic his kids had to see it too. a woman accused of busting into a san jose home and trying to grab a girl from her mother will be in court. 26-year-old myra flores will be arraigned. police say the girl was playing with her sister in the front of their home on july 18, when flores walked by and tried to coach the child away with candy. the two ran in and flores allegedly followed trying to pull the girl from her mother. the mother called 911. >> two people face charges after police put on riot dear. l.a. police had to shut down the streets after several hundred people began throwing bottles and vandalizing cars, upset because the premier was cancelled. one man said he drove from san francisco to see the movie. >> it was really sad. we came out and he even tweeted like everybody go home, i get all of the fans were disappointed. i came a long way today. yeah. it was disappointing. >> the film was about a party last june called the electric daisy carnival raid. it was controversy because a girl die fd a drug overdose.

christie smith, "today in the bay." >> thank you. police also working the scene at the civic center b.a.r.t. station in san francisco after a b.a.r.t. police officer shot a man to death. the b.a.r.t. officers responding to reports of a drunk man near the train platform, just before 10:00 last night. witnesses say the man was carrying a knife but at this point it's not clear what happened in the minutes leading up to the shooting. the man was killed at the scene. san francisco police are performing the criminal investigation trying to determine if b.a.r.t. policies and procedures were followed. the civic center station is expected to be reopened sometime this morning. b.a.r.t. and muni passengers must use the powell street station until then. >> now, the shooting of course hitting a raw nerve in the bay area because of the 2009 shooting of oscar grant on an oakland b.a.r.t. platform. former b.a.r.t. officer mehserle served 11 months in jail for killing grant who was unarmed and face down on the floor on new year's day. it was captured

christie smith, "today in the bay." >> thank you very much.morning anti-drug agents are raiding marijuana grows in six northern california counties, part of a major operation to get rid of illegal marijuana farms in the mendocino national forest. the raids started last week and officers arrested 77. >> football is back. 49ers and raiders players getting busy following the nfl lockout that officially ended yesterday. marla tellez is live at the training facility at santa clara. players are expected to start trickling in. i guess it's their choice the they want to sleep in. >> reporter: that's right, laura. who doesn't want extra sleep. we're less than 90 minutes away until the doors here at the training facility in santa clara will open for the 49ers, this started -- expected to start at 7:00 this morning. it is voluntary training. some conditioning and even classroom instruction. because it's voluntary it's not certain who will show up. but those who do, for many it will be their first chance to say hello to their new head coach, jim harbaugh.

christie smith is live from treasure island with more. good morning. >> reporter: good morning to you. that's right, if you've driven the bay bridge recently on the upper deck, you probably noticed these, kind of hard to see at this hour but they are basically bright orange cat walks hanging off of the new tower which reaches more than 500 feet above sea level. they are on the west side, the san francisco side, now this morning at least one is on the east side. and again, these cat walks have nothing to do with modeling. they are basically 12 feet wide and workers walk on them to eventually will install a mile-long suspension cable that will wrap around the tower. the workers have to, basically, hang this steel and walk up there very carefully because these things hang down at a 35-degree angle, the cat walks. workers are tethered as they do their work. the cat walks sit about four feet below where the cable will go. they are expected to be installed sometime in 2012. the bridge opens still in the year 2013. christie smith, "today in the

"today in the bay's" christie smith live in oakland with more on the story. good morning. >> good morning to you. well, you know, on the one hand you have dog lovers who are trying to push the city of oakland forward. it's a large city and it only has five dog parks. on the other hand, you have some neighbors here who say one of these locations being looked at is completely wrong because it would put dogs front and center near an entrance to popular lake merritt. both locations being considered are near the lake. the newer alternative would be near children's fairy land tucked away in a grove of trees at a cost of $40,000 according to the chronicle. the original plan, which has preliminary approval already is near mcarthur and lakeshore, grand lake theater area. the problem there is the neighbors complain it's valuable space used for sports and lounging, very rare open space. i mentioned oakland has five dog parks. san francisco, by comparison, has 17. oakland also has a strict no dog rule in city parks. oakland dog lovers say they really don't want to go wit

reporting live, christie smith, "today in the bay." >>a good thing they got those flames out.ou. while the nfl lockout continues the santa clara stadium authority still has its eyes on the prize, a new stadium for the 49ers. today that plan could move closer to the end zone. marla tellez live near the proposed site in santa clara with the latest. good morning. >> reporter: good morning, laura. we're at the practice facility of the san francisco 49ers, of course no practice going on behind us this morning. but just directly across the street allen is going to pan over, this is the proposed stadium site so it makes sense to put it next to the practice facility. right now nothing but an empty lot housing a couple dozen school buses. according to tonight's council agenda, the stadium authority will address several items but it's more of the fun stuff they are going to talk about such as the luxury boxes, food and beverage, officials are going to talk about selling suites as in seating. the the "mercury news" is reporting that the stadium authority sold $138 million of luxury boxes

christie smith, today in the bay. >> the parolee wrongly accused of attacking bryan stow is asking toleased prom prison. his attorneys filed documents seeking immediate release of their client. they say the parole card caved in when it ordered ramirez to return to jail on a parole violation. police found a gun while searching for evidence connected to the stow beating. the lapd publicly exonerated ramirez by announcing two others had been arrested and charged in that attack. 5:36 now. time to check the forecast with rob rob. >> it is for inland later on we'll see more conditions especially around the east bay and morgan hill. depending where you are you'll run into thick fog and mist. the sea breeze is out there but not as strong. this will lead to inland temperatures reaching 90s. no worries about monsoon moisture out of the desert southwest heading to the bay area. that might change as we head to the weekend as the desert high builds. some of that may drift up from southern california. as high pressure builds, we have the item to watch for the weekend hoping to see if we have thunde

christie smith is live where the b.a.r.t. board will meet and give a report on the july 3 shooting at the civic center station. >> reporter: good morning. i checked the b.a.r.t. website and i can tell you this general manager's report on the shooting is at the very top of the agenda coming out 11 days after that fating officer-involved shooting. there are now four separate entities looking into whether those b.a.r.t. police officers acted appropriately on that day when they shot 45-year-old charles hill on july 3rd according to b.a.r.t.'s police chief hill a transient attacked two b.a.r.t. officers with a pair of knives and a glass bottle. one officer shot him to death. that sparks protest on monday t same station where nearly 100 ro testers delayed service during the evening commute. at that point b.a.r.t. police made no arrests but this group was formed in response to the shooting death of oscar grant in 2009 by then officer mehserle. they say they want b.a.r.t. police disbanded. they say they have zero tolerance for disrup

christie smith is live with more on how two bay teams could possibly call the same stadium home. good morning. >> reporter: good morning to you, laura. welcome back. the niners and the raiders play in two of the oldest stadiums in the entire nfl, so if you are a bay area football fan talk of a new stadium probably sounds like a good thing. the raiders and the niners sharing a stadium? that's what we're talking about. the niners and the raiders fans. a wine crowd beer crowd scenario here a. new collective bargaining agreement with the nfl players and owners which needs ink means that funding may be available for a stadium. but it also increases pressure for the teams to share a facility. both teams confirm they continue to talk about a joint stadium, the 49ers, they remain committed on a facility in santa clara so that certainly is a possibility. maybe not to raiders fans, though. but the city of oakland also revealed plans to look into a new stadium near o.co coliseum. details need to be worked out. the way the schedule worked out they wouldn't actually be there at the same time
