chuck, as always, thank you for joining us. i want to go to you first in terms of this news that the president will be making a statement at 2:00 p.m. what that is about? is the white house concerned some talking points from the right that the white house refuses to negotiate is hurting the white house in their argument? >> they would claim no. clearly you heard a little shift in tone from the president yesterday. each day of the shutdown, if you've noticed, there's been a way the white house has tried to have an opportunity for the president to speak on camera. some of it has been impromptu, like when he walked to lunch but took questions, something he doesn't normally do. that was the way they decided to do it. yesterday was fema. today it's a news conference. so i think this is more of the president getting his perspective out today in front of cameras, so the form they have chosen is this news conference. they keep sending this message. they did it pretty subtly yesterday. i'm guessing not so subtle today, which is simply t

chuck talked about path one, two and three. with the government still in shut join, no one really wants to see that. here's where we are right now, with failed negotiations between house republicans and president obama, over the weekend, the senate took over. s there a small group of senators, six republicans and six democrats trying to hammer something out, as chuck ted, the least on a temporary basis to buy some time to negotiate. but avoid this debt ceiling deadline on thursday. those involved think that it is likely they'll come up with something, but there's still a lot of skepticism. >> if we had engaged in this negotiation, the budget conference and there was an impasse, i'd say, well, there's fault on both sides. republicans and the senate would not allow us to go to even a budget conference to debate the issues for six months. >> the greatest act of bipartisanship over the last few decades have been democrats and republicans alike overhomes wering overspending and yes, there's fault on both sides. >> and the senate rec

chuck, good evening. >> reporter: good evening, brian. the government shutdown, it doesn't appear an end is in sight but the ominous deadline has to do with the debt ceiling. without action by congress it would mean the government couldn't borrow money to pay bills like social security or even interest on the debt. defense secretary chuck hagel ordered most of the civilian pentagon staff back to work today. the catch? no actual paycheck until the government is re-opened. when that happens, it's anybody's guess with neither side budging today. >> there is not a subject that i am not willing to engage in, work on, negotiate, and come up with common sense compromises on. we are not going to negotiate under the threat of a prolonged shutdown. >> now, the american people expect when their leaders have differences and we are in a time of crisis that we'll sit down and at least have a conversation. really, mr. president. it's time to have that conversation. >> reporter: but the government shutdown showdown is nothing compared to the potential ec

chuck, let's talk accountability. a lot of folks in the business world say if this happened in a private company in the real world, it could be curtains for the company, curtains for the ceo. in this case, the ceo people are asking about pointing to would be health and human services. the cabinet secretary kathleen sebelius. >> reporter: everything i hear in the administration, her job is safe. nobody in the west wing feels this is an administrative error, that this is a competency issue. that at the end of the day, this was a problem if anything, of overpromising perhaps by the contractors that were used to build the website. the other thing i'm hearing is there's such an all hands on deck mentality, brian. they know they have only weeks to get this right, because it's these young people that use the web that they want to get on. and if the website is thought of as unusable, they'll never get the young and healthy people to sign up for health care which blows the entire system and would raise the cost for everybody.

chuck is right. there's a significant portion of the republican party who feel heritage acis the enemy. they are taking down the party, by forcing purity tests and challenging incumbents. there's a school of thought as to the new dance partners that the republican house has learned a valuable lesson. in fact, this was ultimately a good thing because there were so many republicans, many newcomers who felt the fight was everything, fight, fight, fight. they had this sort of brave heart delusion going if they just fight, that's winning. i've had some conversations today that suggest there's been a conversation. there's still a few dissenters, a few that will go down no matter what. many have said, gee, i guess speaker boehner was right about that after all. maybe there are new dance partners. >> mark, i want to ask a question about immigration reform. adding that into the mix before a deal was gone. the suggestion the white house we're going to go for immigration next seems incredibly shrewd, also take

chuck, good evening. >> reporter: good evening, brian. well, the president met with house republican leaders for an hour tonight. while there's still no deal to raise the debt ceiling, the two sides hinted they could agree to something soon. at least in time to make sure the country doesn't flirt with default on its bill next week. any temporary debt ceiling fix would last no more than six or eight weeks. and speaker john boehner acknowledged it is designed simply to buy time. >> clearly you could end up back in the same place and we don't want to be there. >> while the deal will not reopen the government, the white house signalled potential support for the debt ceiling proposal. >> the president is happy that cooler heads at least seem to be prevailing. in the house. there at least seems to be a recognition that default is not an option. >> reporter: but harry reid was a bit more skeptical. >> the house has a unique form of legislating. it's hour by hour. >> reporter: which brings us back to the government shutdown. something that has ra
