i got to ask you this, senator cassidy told my colleague chuck todd yesterday that one reason he's againstaising the debt ceiling is because it includes the trillions of dollars of infrastructure and chuck said -- and i would -- i've always thought that you're paying past debts, not future legislation, which is it? >> well, i like bill cassidy. he was a great partner on the infrastructure bill, the bipartisan infrastructure bill, but on this one senator cassidy is not right. all we're doing with raising the debt ceiling, is we're simply saying the united states government is going to go ahead and honor the payments we've already made. we put all this on the credit card, the $5 trillion under president trump, a lot of that i voted for because it was covid relief, but that is all retroactive, retrospective looking. the infrastructure bill that we're talking about, any prospective legislation, that will have to be dealt with at a future debt ceiling. as a matter of fact, andrea, what we should have done and mcconnell even suggested this, leader mcconnell during trump, is we should get rid of

yeah, it looks good for the governor right now. >> and i did, you know, have to ask chuck todd about , but, you know, looking at the polls, how do we account for the strengthening of newsom's support this you late in the campaign? >> yeah. you know, chuck mentioned larry elder factor in how he's put larry elder and trump together, newsom has, and that's become a good foil and i think he's right. there are a few other things to consider as well. we saw in earlier polls as matter as a quarter of the democrats defecting, deciding to vote yes on the recall. they've come home, at least a lot, and we're looking at perhaps 10% defecting. that big difference helps newsom. also the enthusiasm factor which had been really different for democrats versus republicans a month ago, democrats are kind of like lackluster. that's also diminished. it was about 30 points difference. now about 14 points difference. again more help for newsom. and then there's this whole link age issue between newsom and covid. go back to january, february, march when the state was in big trouble. newsom was too. now the s

our colleague chuck todd pressed him on that, and that is the overall price tag that manchin has long said he has a problem with. the other thing this triggers, though, when he says this will not be done by the september 27th deadline, this is sort of the worth-case scenario for the overall infrastructure package. democrats and progressives have long said they don't want to take up the piece that's already passed the senate. they don't want to take it up in the house until the senate has moved on req siltuation. manchin is saying they're not going to do that. the september 27th deadline is something that they extracted as a promise what could happen next is progressives could make good our threat, that they're not going to back that bipartisan bill unless they see movement on the reconciliation bill. it's a quagmire, one we're going to see democrats try to negotiate their way out of in real time. it's going to be a busy time. >> okay. so we have that going on we also have preparations in place for september 18th, next weekend, this rally put together by a former major talking head whe

i am chuck todd. if it is tuesday, someone is voting somewhere. today that somewhere is a big one. it is california. gavin newsom faces a recall election that's got 22 mail in ballots and hundreds of millions in the making. governor newsom is expected to survive, perhaps not by a wide margin. that's not the only story in the race, it is the sadly predictable republican efforts in the final hours to create a mythology of doubt on the legitimacy of the vote before they've been counted. there's zero evidence of any election impropriety in this race, yet larry elder, leading republican candidate if newsom is recalled the democrats were going to cheat, he had no proof, his campaign is claiming they have proof that the racist results are fraudulent. it is impossible, there are no results yet. this made up nonstop bunk if you will. but the leader of this wing of the party, donald trump, said again today, told republicans without evidence that the state's use of mail-in ballots was part of the same scam that cost him the 2020 election and that the race was rigged. he complained people were
