incident near dupont circle in which 24-year-old kiela ryan of columbia, maryland, out celebrating her birthday, was struck and killed as she was gettinout of the car. a witness, a man on a bicycle pursued the vehicle, a lexus suv. he was able to see the license plate and gave it to officers who respond. that vehicle, according to court documents, was traced to an apartment building in chevy chase, maryland. and jorida davidson was located in the driver's seat of the car. court documents incate when she was found, she was incapacitated and under the influence of an alcoholic beverage. the keys to the vehicle were in her hand but the engine was not running. the documents go on to say, the bicyclist was brought to the scene and positively identified davidson as the driver of the vehicle that struck miss ryan. the witness told officers, quote, that is definitely r. davidson is currently in a holding cellhear at d.c. superior court. her husband has to go to their home, get her passport, bring it here and turn it overo the court before she can be released.
