. >> david jolly is a former republican congressman from the state of florida. eft the party, and he joins me now. david, you were there from earlier iterations of the same dynamic. sort of different challenges against leadership. remember, meadows, boehner, the base, a lot of folks hated boehner, boehner retired rather than keep going. paul ryan, something, got out of the job. what is your reaction today? >> i like that framing, chris. in many ways, republicans have always had -- some internal squabbles as have democrats. you can go back to the launch of the tea party and the real movement of moving from less government to no government to no under trump, the government is the enemy. you saw this faction begin to emerge. honestly, even the mainstream republicans tried to curry favor with that faction so that they would not get tossed out. in many ways, the fact -- the fight that you saw today was a fight that all republicans agreed to. have they knew nobody could when it, nobody would accept responsibility for it. i think the one thing that is probably most disa

david jolly is a former republican congressman of florida. both join me now. let me start with you. as a person who's been in the conference meetings. it does seem -- the person winds, gaetz and durban say we're with state. then we go to the floor and vote. it's like, no. and 24 hours, they move further from consensus. i don't even know what the roadmap is here anymore. >> a little bit of internal dynamics here, chris. historically, any candidate for speaker, they got more than 50% of the vote, went to the floor with presumably all the votes of the conference. that ended in 2015 when kevin mccarthy got 80% of the votes but didn't succeed john boehner, and we know how that ended up going. yesterday, bill -- scalise wanted to try to get over the 50% threshold. didn't want to do it all behind closed doors because he couldn't. and he thought the pressure of going in the public eye would work. it didn't. there is a bright light for what happens now. it is that in the collapse of the republicans ability to govern, it shines a lot on the democrats ability to govern. r

and former republican congressman david jolly of florida, an msnbc political analyst.olks who haven't been following it, where does the ethics investigation into gaetz stand. >> reporter: it's a little bit murky, the house ethics committee does not comment on investigations. they declined to comment when asked about the status of the gaetz investigation, but here's what we do know. this goes all the way back to at least april of 2021, when we reported that the ethics committee had been investigating matt gaetz for sexual misconduct and improper use of funds. gaetz was subject to a lengthy investigation that included those matters, as well as possible connections, and allegations to a trafficking scheme. gaetz for his part has denied all wrong doing and in february of this year, nbc news reported that he was told by the justice department he wouldn't be charged. but in recent days and weeks, this has come back up because mccarthy himself as well as mccarthy's allies, this is all personal for gaetz, that gaetz in their argument wanted mccarthy to step in and make this et

david jolly, your thoughts on these two? >> yeah. in the days after kevin mccarthy, which are scalise and jordan really the two strong front-runners for the speakership but still face that threshold there's a question whether anybody can meet. the 218 votes to become speaker of the house. so look, a little entry here on the two. scalise has been mccarthy's number two for about ten years. one place in leadership right behind mccarthy but they began to separate and mccarthy had some suspicions of disloyalty by scalise a year or so ago. a question whether scalise would challenge mccarthy in january to become speaker. alternatively, jim jordan, who for the last ten years led the house freedom caucus or at least was the ted tuler leader of the talk es made a strategic decision in january not to lead forces oppose mccarthy but fold in under mccarthy. mccarthy gave him chammanship and go impeach joe biden. and despite being a freedom caucus guy has fallen in line behind mccarthy's leadership putting momentum behind jim jordan. clearly two f
