here's derek valcourt with more. >> reporter: the city says its top transportation priority is to build a redline. anne arundel said it needs to widen 175 near fort meade. add up the costs and the state would need an extra $12 billion. governor o'malley points out that's money the trust fund doesn't have. >> you get what you pay for. there's no way to build a $100 million bridge for $10 million. that's why the funding recommends raising the gas tax by 15 cents per gallon over three years. the idea is being discussed in annapolis and on the road. >> i would sacrifice 15 cents for improving the roads. >> reporter: many drivers say the price of gas is already too high, that's in part due to the cost of crude oil. another 10% goes into refining that oil, 5% for distribution, but the last 10% are taxes. for every gallon, 1.4 cents go to the -- 18.4 cents did to the government. maryland's gas rate is the sixth highest in the country, behind these five states, which all charge more than 40 cents. lawmakers have not introduced any legislation to increase the gas tax. derek valcourt. >> analysts

tonight, derek valcourt has more on how a fast-acting employee in frederick may have saved lives. >> reporter: temperatures were well below freezing on tuesday, when a wal-mart employee spotted a toddler and a baby alone in a car in this parking lot. >> reporter: the wal-mart employee called 911 and waited in the car. they found a 5-month-old baby and a 4-year-old boy alone. their father, 41-year-old sim anosur rockman was placed under arrest. >> you cannot leave a child, under the age of 8, whether it be a home or vehicle alone. his children were much younger than that. >> reporter: deputies were able to determine that the father had been inside the store shopping for more than 20 minutes. >> reporter: on that tuesday, it was 24 degrees here in frederick, with a wind chill of just 11. >> reporter: the children were found to be okay and were released to their mother while rockman was charged with two misdemeanor child abuse charges of confining an unattended child. he's out of jail now. he was in but he refused to answer the door. at his point of rocks home. >> i think he should be p

derek valcourt has more on the charges he's facing. >> mark bullock is charged with indecent exposure at an adult book store. bullock, a priest at the church of the immaculate church in townsend was found partially nude at the book store. bullock will no longer function as a priest. the archdiocese is launching its own investigation into the incident. bullock faces a misdemeanor charge that carries a fine. $1,000 and three years in prison. >> bullock's next court date is march 6th. >>> more on the foreclosure crisis. the frederick news reports that 15 to 20 people braved below- freezing temperatures. they set up tents next to carol creek, and a few people spent the night. the group hopes to spread word about their foreclosure event next week. they said that members can stay, as long as they follow the law. >>> well, at least a dozen people need a place to stay tonight, after fire damaged six apartments in perry hall. it happened at the perry hall apartment complex last night. six apartments were damaged by smoke and the flames. the two-alarm fire brought 70 firefighters to the scene.

derek valcourt explains, there is a grass roots effort under way to stop it. >> they're going to try rallies, petitions. and it appears some of those folks are going to have support. that's because one poll shows a majority of marylanders do not support a gas tax increase. >>> ask most drivers about raising the gas tax, and the answers come quick. >> reporter: terrible idea. >> reporter: but this year, the governor may consider raising that tax as much as 15 cents to pay for state infrastructure projects. >> we have to figure out whether we're willing to pay another penny in order to bring those things about. or another nickel. or another dime. >> reporter: this is a recession. >> nick is with americans for prosperity. they're planning what they call "occupy the gas tax" rallies, at several major intersections this weekend. >> it's a double tax. once it's pumped. and whenever you do something or have to pay for something that is dependent on gasoline, that cost is going to be passed onto you. >> those who support a gas tax hike say it's time. it's been about 20 years. back in 1992, w

derek valcourt reports. >> police say right now, they have no suspects in the shooting death of a 62-year-old man. officers responded to edgewood road in the park heights road just before 10:00. they found a man slumped over the driver's seat of the vehicle. he was identified as bruce royceterof baker street. he died a short time later at sinai hospital. kai? >> thank you. in 2011, the city had the lowest homicide rate in almost 20 years. >>> due to be arraigned in court today. lee cowan reports for wjz on how police put two and two together, when they realized federal agents had arrested the suspect's mother. >> reporter: the day before some 53 arson fires, the man police say is their prime suspect, 24-year-old harry burkhart, went on a tirade in this federal courthouse. sources say he was upset that his motor, dorothy burkhart, had been arrested by u.s. officials on a warrant out of germany. >> he made disturbing comments, there were a lot of curse words in english, words i won't repeat here. >> they will be extradited out. united states. if burkhart's motive was retaliation for his

derek valcourt has more on this growing trend of fuel fests. >> it's an elaborate gas station ripoff, to car tanks, draining gas is increasing. and you can blame it on the price at the pump. >> reporter: more than 900 gallons of gas stolen after thieves tampered with gas pumps, literally prying them open. this video shows the coordinated heist, with car after car, then fueling up at the broken pump, without paying a dime. >> these gas prices, you never can tell what people are doing. >> reporter: several other gas stations report similar large- scale ripoffs. police there, aware of the gas theft problem and say they have made arrests in similar cases before. >> reporter: and it's not just the gas station thieves are targeting, some of them will steal the gas right out of your car's tank. and you won't believe how. yep. thieves are literally drilling holes directly into gas tanks. >> it made me feel really bad about people. >> reporter: it happened to betty thompson, her hyundai sonata, left empty. >> i don'ti can't believe that. it seems like a lot of trouble to get gas. >> she isn't
