tonya brown dickinson told "nbc 10 news today" in center city her son's rights were violated when he was shot. she says she's suing to bring about reform in the police department. police shot and killed brendan tate-brown last december after pulling him over during a traffic stop. according to the mother and her lawyer surveillance video from the scene shows tate-brown running from his car when he was shot. philadelphia police department has not released the video to the public, which the lawsuit is demanding. but district attorney seth williams shows tate-brown did not follow officers' orders. williams says the man was reaching for a gun inside the car when police shot him. tate-brown's mother is suing for wrongful death. >> because i do believe my son got unnecessarily and while driving while black. >> the philadelphia police department tells us it cannot comment on pending litigation. >>> and what a great day to take a walk with your best friend in center city, philadelphia. a little breezy but otherwise, i don't know, should i say this renee? >> go for it. >> doggone perfect. >>
