so coming back to elizabeth again for a moment. you have been thinking about policymakers. you tracking from the era of johnson to the present. your track the war on drugs sort of over its long arc. where would you like to see policymakers in particular taking this conversation right now? >> so i think the first step, and in many ways this gets at points that both khalil and tommie raised in their work, we need to address and tackle the ways in which sets of assumptions about african-americans in particular low income americans, people of color have deeply shaped our domestic policies, and recognize the racism that really structure so much of our social political and economic relations and that has deeply inform policies in the last 50 years. i began this work in part asking the question of how the federal government responded to the civil rights movement and why was it that when i begin this work the early 2000 states like california and my home state of michigan were spending more money on incarcerating young people than educating them. that is something that to me seems
