would you imagine line forsman is looking to do at this hour? >> first, i am grateful, even in this tragic incident, that this was not a protracted search for a body, as we've already discussed. it could've been a problem. >> can we get george soliz back? >> i'm sorry, are you hearing me? >> frank, go ahead. >> yeah, so, now we turn to the investigative leg of this investigation. where they are going to be looking at motives, warning signs, and indicators, who knew what when? whether this could've been fixed presented, whether there's new legislation that needs to be addressed. although a couple things. one, we heard in the afternoon press conference today, from the public safety commissioner that he had rescinded the shelter in place order for the entire area. and i wonder then maybe we'll find out later tonight's press conference, whether there was some indication, even this evening, that perhaps the subject was deceased. whether or not that played into a decision to rescind the shelter in place order, or whether it was just a pragmatic thing.

brings up to speed. >> in the last hour we heard from numerous long forsman officials that robert card was found dead from a self-inflicted gunshot wound. sheriff's office up there is now officially confirming it, that my colleague, dave posted it and made the official announcement, and we also obtain the bulletin, shared among law enforcement, that reads main state police just found cards body at the recycling center he used to work at. so we are trying to determine the specific location of that facility, but it appears to be in or near lisbon, near where his car was abandoned and we were told that a gun was found next to the body and it appears to be a self inflicted gunshot wound. this ends a 48-hour man hunt for a man who was believed to be behind the massacre of 18 people at a bar and a bowling alley in lewiston, maine and the search was from air, on water, on ground, they had dogs, they had hundreds of officers and agents. the fbi atf state police fanning out across the region looking for him and somehow, we don't know how the break came tonight, but we are told that main state p

he was training in upstate new york over the summer, card reported hearing voices -- a gwendolen forsmane national guard saying he was, quote, behaving erratically, and he was transported to a hospital of the u.s. military academy for medical evaluation, his family telling cnn that he did not have a long history of mental health issues, quote, a q this is something that was an acute episode. this is not who he is, his sister and law says, quote, this is a good family. on his twitter page, card liked right wing posts including by tucker carlson, don trump jr., members of congo and multiple posts criticizing biden. his social media also shows photos of him fishing. the coast guard is also part of the search. card's vehicle was left in a boat ramp near the shooting scene. a public record showed he owned a boat. according to another former soldier who served with card, he had extensive training, including land navigation, quote, so he would be very comfortable in the woods. the shooting was in lewiston, card's most recent address is in a rule address in a close town called bowdoin, according

john it might allude to, we with all of the different long forsman present. whether it's local state or federal. i had on the military aspect. how does that rank in terms of who leads the investigation now? >> so it is an interesting question. first and foremost we have a mass multiple homicide investigation. going on in lewiston. it used to police, the assistance first and the county officials. they will investigate. that their focus now is processing the crime scene. lacking the evidence and returning victims to their loved ones. at the same time, we have a man hunt point on this person of interest. he's already likely, well we know he is dropped a vehicle in lisbon. that is out of, lewistown lives in bowden. so he's probably heading out of the county. reinstate police will oversee the effort. if, pianist federal and state and local police. all of the towns this guy might be on? >> close to canada, should the canadians be alerted right now? are they anticipating that would be expected? >> he's dumped a car, chances are he has stolen another one. somebody mi

that time, where we are, the media is at this position on a driveway overlooking this place, log forsman came up to us and said you guys need to shut your lights off. your camera lights of. so he filmed that in the darkness. the reason for that was they said our lights were creating a danger for law enforcement. so at that point we shut our lights off, of course, and film them in darkness, but we observed a pretty dramatic scene. they had a law enforcement officer on a bullhorn as they put a spotlight on the front of the house doing a kind of one-way dialogue. at that point we thought there maybe someone in the house. a dialogue kind of went like this. come out with your hands up, come out with nothing showing in your hands. almost speaking to the person who may have been inside on a personal level saying we know this could be intimidating for you. we can guarantee your safety. we don't want anyone else to get hurt. and then at various times they which again say, we really want to talk to you, please come out, please follow our instructions. come out, come to the front of the driveway wh

presumably law enforcement would have as well, we've seen cases in the past where flaunt forsman hasdress of a potential fugitive they will set up surveillance on the location whether it's physical surveillance, electronic surveillance, just in case someone surfaces or they come back. it was curious that we heard the activity earlier today, we didn't see a flurry of law enforcement activity but now is brian has reported, they're going so far as have media kill the lights in order to not illuminate, not put a spotlight on police officers and back light as they're attempting to resolve whatever is taking place here. it shows up we don't know if they got a new piece of intelligence that the suspect maybe there, or i should note, this could be precautionary. we've seen in this era where the fbi s.w.a.t. teams have shifted somewhat, we're used to these past dynamic injury is where they go in, they knock down a door if they have a warrant, that shifted in the last couple of years. or an fbi squad to doing more with a call, call outs, which we're seeing right now. if they're not an urgent t

on forsman right now, just make sure that any ties this individual has to other areas are actively being. >> tom, one more question for you, what are you watching for as this man hunt persists? >> i'm watching in part for my phone in the -- just to see if we have any sort of update -- but at this point, it appears that we're still very much looking for this individual. we have, as we've been reporting, 15 to 20 dead at this hour. that's our latest reporting from nbc news. fooling into this report from my colleague jonathan beats, and i think what you would see as either a sudden flurry of activity or information from law enforcement that they detected this individual, either move to a different area or has found a way to get out of this area through a different mode of transportation. at that,ld g additional information and obviously focus and turn our attention elsewhere. so i think the next thing for us to keep an eye on, jonathan, your question, is any sort of law enforcement activity that occurs outside or within the areas that they are currently searching. >> nbc news correspondent

occurred in name tonight, but we have to keep in mind that terrorism, as it is defined in law and forsmanis somebody acting out, committing a specific act of violence to further a cause. there is no indication that that is the motive here, at least at this stage of the investigation. in plain english, with the i mean by that, effectively here, we are not getting any sort of sense that this individual has been motivated by any sort of hate or specific ideology to any sort of specific group of people, but i do caution, and we have seen this happen in numerous other investigations in the past, that it is early. well enforcement has not made contact with the individual, they have any sort of writing on their person, will he tell police anything when hopefully taken into custody? that remains to be seen as well, so it's early in the investigation, still trying to gather more information? the numbers are obviously significant, and this individual that you look at on screen is the individual believed to have obviously done this. he is holding the assault style rifle, and there will be questions

it does not sound yeah as if law forsman has apprehended him will probably know more about that shortly, but can you talk to me a little bit about the scope of what a town like this, what kind of response they can mount in an hour like this. >> here is what we know about lewiston, maine, a small community there are, second largest city in maine, a population of about 30,000 with -- it is a relatively small american city, but a significant sized city when you compare all the cities across the country you have a community in that city, where you will find, i can only imagine, a police force that probably is meeting the requirements of the number of officers of that size and community. i think the one thing that we had to keep in mind, as the shooter has proved, we don't know if he moved around the city limits. he's been outside the city limits into the county area. we still don't know quite frankly any other people who may have been injured or killed, that is still yet to be determined. so tonight, it will be a collaboration of all local state and federal law enforcement that will be move

. >> how is log forsman communicating with local residents. how are people finding out what they should do? they have gotten the message that they should shelter in place, but i'm just thinking, you've got 50,000 people hunkered down, many of them heavily armed in -- maine is a state where a lot of people have hunting weapons in their homes, and our hunch hunkered down and justifiably. and they are terrified. how are people getting information? >> these alerts, as you probably know, these alerts have gone out on our phones. if you live in androscoggin county, you have probably received multiple alerts on your phone tonight, telling you to shelter in place, lock your doors, don't go out on the streets, if you can help. it is a, people have received those. at first it was first the city of lewistown. then it was expanded to androscoggin county. and now, most recently, ethan news conference, we were told that the vehicle, or a vehicle of interest, which is located in lisbon, which is about 15 miles away. so, a shelter in place has also been issue
