in the lower haight, we worked with valley and the lower haight association and northern station to try and have stay away orders enforced. stay away order is a condition that a judge sets when someone is convicted of a crime. part of their sentence and part of their condition of probation is they have to stay away from a certain area and there's a designated area from the intersection of you know blank and blank. it may be thousand feet or the entire district. may be the entire city. we haven't been that lucky so far but we try. and if that person is seen within that area, they violated a condition of their probation and they are supposed to go back to court and judge is supposed to say, you violated our probation you have to serve out the sentence whatever that was. it wasn't happening. people would be picked up for violations of stay away orders and the judges were not enforcing their own stay a an order. we worked out a plan with the neighborhood groups where when someone is picked up on a violation of a stay away order the neighborhood group would get together and write letters to

the president of our merchant's association of the lower haight. ron, a beat officer and antoine another beat officer. the city attorney was at our morning session this morning and had to leave. regina and i work with the city attorneys office and will talk about that today in the lower haight or modo is to build a safe and caring neighborhood and foster that. we believe to build a safe neighborhood you have to build a caring neighborhood. it goes hand and hand. one of the things that when we started our neighborhood group which was a couple of years ago. we got together, we did small neighborhood building events like community clean up. started a neighborhood google group and started to out reach to the community in the neighborhood that nay not participate in the events or have a computer. we went to the senior centers. we hand fly erred public housing in our neighborhood. also we went to our surrounding neighborhood organizations like hayes valley association that has been around for many years and a strong neighborhood association. and collabor

last year we started a lower haight street fair. this was a major effort with the community and city service. once we got the fair going were it was coming off the heals of a violent summer we had. a lot were afraid that this would cause problems but it went off without a hitch. now everybody wants us to do the fare again this year. when you saw the banner of the fare you saw every merchant logo on there because every merchant stepped up and said, we want to be a part of this . there were so many in the neighborhood and helped out. to wrap it up i will say to make the community work out reach is the most important things you can do. it only takes one person to do that or start the ball rolling. it's like a viral effect if you start it going. sometimes you get thousands of people involved if you start with an idea and the ideas takes off. if you get others involved their ideas mixed with your ideas will make an incredible situation and clean up the neighborhood quite a bit. [reading names] >> commissioners, i am a longtime neighborhood resident in the haight. i am an open space advocate. i served as a member of the golden gate park master plan advisory committee. in the 1980's, i was on the community garden task force, at which point the final recommendation was that we should have 200 community gardens in san francisco. we are a long way from that. i support the proposal for this reason. i think the one agreement we can all make in this room is that new open space is very hard to come by. rarely is a huge need for community gardens. -- clearly, there is a huge need for community gardens and other types of open space. i urge the department and commission to think about the larger space, the triangle, to even add to this idea, to have a larger urban garden and farm at the site, and even think about the parking lot. the suspect drove west on haight and then northwest on the visitor. the suspect drove northbound in the southbound lanes of the visitor. of azeri live broadcast a license plate as the suspect turned west on hayes. the suspect drove north on broadway and fired one shot at officer eleiff. , -- stearns, and kane. those shots can be heard of the recording of the night. the suspect headed north and again leaned out the window to fire at the pursuing officers. the suspect then turned eastbound on to turkey into oncoming one way traffic. officers paine and o'malley saw the vehicle traveling up a high rate of speed on to oncoming traffic. officer pain is a specialist. they are more heavily trained in these types of situations. knowing the information, he attempted to halt the suspect by firing at the suspect. the round, but officers hearing the shot at the suspect had fired at them. officers o'malley and paine, knowing that officer eleiff was a single unit, decided to pursue the suspect. the suspect continued into oncoming traffic until he turned north on web

i wanted to add in terms of this stay away order project or what hayes valand he lower haight worked on is they had the da's office at their meetings as they have been work on the issue to help deal with the particular situations. so if your da representative is not there ethyl can tell you. okay. so, i would talk to the da because they were instrumental. one other thing about the stay away orders, when they are cest up they can be as specific or general as needs be. if somebody lives very close to where the stay away order is and the stay away order is where he or she was doing business, there can be exceptions and conditions in this that say that this person can go to and from their house. from the bus stop to their house they can't be on the corner of 16th and mission and loitering for the purpose of selling drugs or committing what their crime was but can walk through it to go home. they can take a bus from there if they can't find a place to take a bus. it can be spelled out that specifically so as not to restrict somebody from going to and from their home. >> any other question
