the action comes six months after a mass shooting in the chicago suburb of highland park during the town's fourth of july parade. we get more from cbs' charlie de mar. >> reporter: how has your life changed in the last six months? >> the trauma is very deep and very real. >> reporter: lauren bennett was at the highland park independence day parade with her family, like she is every year. >> we're going to go. >> reporter: when the celebration was shattered by a particularly american problem. >> i jumped up to run. as i did that, i was hit in the back. i looked down. my whole left side was bleeding. >> reporter: she was shot twice, one of four dozen hit when prosecutors say a 21-year-old armed with an ar-15 style rifle fired down on the crowd from a rooftop. >> and i was lucky because i got out of there alive, but one centimeter any direction, and i wouldn't be here talking to you. >> reporter: 63-year-old jackie sundheim was one of the seven who did not survive. >> for me it's just -- there's just a massive hole, and a hole in my heart, a hole in my life. >> it's just that sheer impact of

the law was passed in the wake of another mass shooting, on july 4th in highland park. it caps the sale of high capacity ammunition magazines. we saw those used in monterey park. and they allow them to fire rounds automatically and extends the possibility to prevent dangerous individuals from possessing a gun through firearm restraining orders. joining me to you discuss, illinois state representative bob morgan. he represents highland park, io you on this morning. >> it is good to see you again, jim. >> so in the wake of this we saw three shootings in three days in california. which like illinois has some strict gun laws. what is your response to the claim, well, hey, they passed a laws and it didn't make a difference there. what data, if i could ask por pointedly, backed up illinois's decision to pass the legislation it did in the wake of highland park, in terms of what state laws do, if anything, to reduce gun violence? >> well, and it is unfortunately good to be with you and it was about six months ago, you and i spoke the day after the shooting in highland park. so t

. >> reporter: one of these extreme cases is now playing out in highland park, illinois.ii, age 21, allegedly opened fire on an independence day parade, killing seven people, injuring more than 30. soon after, he was charged with 21 counts of murder, three for each of the deceased victims. but robert creamo iii pleading not guilty is not the only one facing criminal charges. prosecutors are holding his father accountable, robert creamo jr., alleging he should have seen the red flags in his son's behavior before sponsoring his application to have a gun license in 2019. >> you tell people to be responsible with their decisions when it comes to operating their cars, we tell people to be responsible with the decisions they make in all facets of life. and if you are signing an application that says that "my son or daughter can have to weapons" then you will be held responsible if that decision is reckless. >> reporter: creamo jr.'s defense attorney put out a statement describing the charges as baseless and unprecedented, writing, "the decision should alarm every single parent

and then of course the highland park shooting where there was an ar-style rifle used.t that we had a very successful november election for democrats who are in favor of gun safety legislation, and so we were able to bring all that together here in early january. it's something very important we got it done. >> when you talk about the nra, they have already said that -- while the state gun law lobby has said that -- when the state revolution has said that the challenges accepted, the illinois state rifle sensation will see the state of illinois in courts. are you concerned at all that the law could be overturned? >> look, of course they are going to try to take this to court. they do this every time something passes that keeps people safe in the state. but the fact is that it is now law in the state of illinois. we have an outlaw upset assault weapons, we have outlawed the switches that turn normal weapon into an automatic weapon. the success that we have achieved is keeping families safe now. we believe that the court challenge that they will bring will be unsuccessful

there were individual bans even in highland park, but, you know, the shooter in highland park simply county in illinois and purchased one. so, you know, we need an assault weapons ban nationally and i have spoken with the president about this and with members of congress. we obviously need to elect gun safety advocates at the federal level like we did here at the state level. >> i just wonder if that's a realistic option because you did have until a couple weeks ago, right, democrats controlling not just the white house but both chambers of congress and they couldn't move an assault weapons ban, they didn't have the votes, particularly without 60 votes in the senate. is it a realistic prospect support a national ban given those numbers? >> well, let me remind you that we, too, here in illinois had democratic house and senate, democratic governor and we had trouble moving an assault weapons ban for many years. we were able to do it this time for a variety of reasons, the biggest one is that the survivors and the families of victims came together to, first of all, get everybody engaged
