-- for example, hud requires that our co-ops maintain at a certain level and when those maintenance needs are not met then hud find them in default, we run into some difficulties and the city gets involved to try to resolve those particular issues, but eventually it costs the city money. i know that's part of the mayor's portfolio, but as well build null it is important that we make sure that there is some clear maintenance component that's a part of maintaining these properties so we build them and because we know we're going to -- just like a house or places where we are building other properties they're maintained. there's usually an hoa and money invested in maintenance so we're not experiencing some of the situations that we are experiencing now with some of our dilapidated units and some of our public housing developments. i think it's important as we build new and as we look at ways to be creative that we think about long term maintenance because that will save us more money in the long run. secondly, it is important to think outside the box, which it looks like we're doing.

to allow the flexibility of the rad program to make it work in a high cost city like san francisco hud programs are national address don't take a look at the region minimum wage and the cost of construction the prices we are bringing on the rehab for the portfolio they've never seen before so we kind of do a lot of work and it kind of gets just to get to the starting line we have 8 panama canal's in the city we have 4 dedicated instead of over the last year to work on those see projects we have the capacity and the been working closely with the management staff not you yet but holy to work to in a take things our describing back to the issue of owners who own property and also organize residents and properties that is an issue bigger than this is a philosophical issue and kind of a portfolios come up for residents and the more we educate the residents about what their redress rights are once the units are convert they have a voice but they will have a voice and hopefully under clearer guidelines with our department and other departments that will get releases for quickly. >> commission

shows the $70 million the severity of updating and the edition of what was needed out there because huds unable to provide the financing needed to keep those unite in good repair they have not surprisingly gone to disrepair as a result of that and other issues declared the san francisco housing authority troubled in december of 2012 this designation promoted the city to undertake an effort to become part of the solution i know for the first time since the formation of the housing authority the mayor took the leadership role and convened hundreds of people almost two dozen meetings in working with coming up with a new violation for the housing authority how to fix the problems and how to prevent this as a troubled agency the housing authority stood at risk to take over the management and it's not the end of the feasibility we knew that something needed to change now because of varies technical and local restricts on the public housing site there's really no way for the sites to borrow money to make repairs except to the financing program that just don't allow for the stent of the repairs

for the past 20 weers operation dream has had a toy drive benefits kids in low income housing and hud housing and low income neighborhoods and provided more than 20,000 toys to kids in san francisco and i want to thank chief suhr and everybody from the police department for partnering with us. operation dream was front and center at our holiday tree lighting on december 4, and kids received the fruits of people's good will and good spirit at hertz playground this past weekend. this morning i had the great pleasure of joining the mayor and pc general manager hard an kelly at ocean beach with our secretary and in town on a quick trip interested in the affects on climate change in ocean beach and we are a partner in ocean beach master planning process that spur has been convening with numerous stakeholders and it really is fascinating what has happened to that coast line. in fact usgs was there with us and said the southern part of the beach which is south of sloat to pacifica has lost more coast line than anywhere in the united states. >> wow. >> and you can really see -- we were up at

this is a requirement of hud to receive funding for homeless services and programs and helps the federal government better understand the scope of the issue here in san francisco. it captures information around our homeless population. i thought i would list a few of them out to include basic demographic information including age, gender, race, ethnicity, homelessness. problems that causes homelessness. employment and income and criminal justice system. data around chronicle and subhelp population and all the data points i mentioned above in my opinion are vital information marcus for us as policy makers and better for us in the san francisco. i think in my opinion this account is going to serve as a report card as how we are doing in san francisco and also a road map going forward. we are going to be able to see whether our numbers have decreased or increased over the past 2 years. obviously there is though one size fits all solution to this issue as we continue to examine this over the years. i will be going out myself in the homeless count on thursday evening and look forward to that
