and so that's what we've done in ohio. certainly couldn't talk about building capabilities and disaster response and all this great stuff if i didn't talk a little bit about funding. and that's the challenge in all of the capability building that we do. that's the challenge in response to any disaster. because the reality is, most of the united states has what i would call recovery disasters. and they're not easy to get. they shouldn't be easy to get. in ohio, our population is 11.5r m for states and locals providing a om mechanism for state and locals to recover from disasters that the rest of us have. stat not willing to say is the state's responsibility because quite frankly the states don't have the funding to do that and we do have expectation from our citizens that when a disaster large enough to warrant it, there will be funding available. but i do believe we need to create a mechanism to relieve the burden from fema of having to respond to some of those smaller disasters and create the rapability at the state level

i do it the way i do it in ohio because i think it's the way it should be done in ohio. n't want to suggest that another state may not do it correctly. i think that -- i hate to go gak to clear and consistent guidance. i don't care if it's ohio, nebraska or omaha, nebraska. you are simply not going to get the declaration. the challenge with this soft criteria is that it is so subjective and at risk of political pressure because the guyed answer isn't clear. that addresses some of the differences and declaration numbers, perhaps. if i look at the actual data and the challenge of ohio paying for sdas tur that's occur in another state. if we look at something like a cooperative agreement or block grant, that may be away to address that, perhaps. i don't know, matt. i'm not sure how to get it way. they don't have the tax base to pay for all of their own disasters whether ohio and illinois. second question was cooperative agreements. this is a new idea. here are our five projects. they measured whether we could do these projects. cooperative agreements work really well. that i

gregg: experts think she will end up in ohio. i disagree. i think the court can and will take jurisdiction and they can announcer as and emancipated minor, thus an adult. but is the decision expected today? >> it is not certain. by no means do we think this judge will absolutely get a ruling today. they could take a narrow focus and say that this is a jurisdictional hearing on a missing persons case originating in franklin county, ohio. the judge could say, look, i will not even deal with her claim. there is no evidence to support it other than her own contention her father is going to kill her if she returns back to his household, because she left islam. the secretary and his legal team, handling foster children on hand at this hearing are going to make arguments. this could be a brief hearing, or it could go longer. we do not know. gregg: it always comes down to what is in the best interest of the child, and given her concerns, i do not see her being handed over. what happens to convince her to run away? >> that is mysterious. the father s
