. >> ivan watson has been monitoring the dramatic developments in russia and he joins me from hong kong with more. ivan, bring us up to date on the latest that we know. what is going on in rostov and how significant is that city? >> right, well this is a southern russians did he not far from ukraine. we have seen images on social media of troops deploying in the center of the city not far from the headquarters of the russian military and its command in the south of the country. apparently don hours. now i am watching videos that have emerged in the last hour that show prigozhin, the leader of the wagner mercenary group announcing that he is in rostov. i can independently confirm this , but in one of these videos he is saying it 7:30 in the morning which is about 20 minutes ago in rostov. he claims to be at the headquarters of the russian military in the south of the country that he has taken it over. he is not impeding military operations. he also claims to have taken over the airbase in rostov. he said the planes are still flying but he wants them to attack ukrainians, not his forces.

ivan watson is here with me now. talk a bit about what we heard from ukraine over the last 24 hours. >> well, the ukrainians were celebrating as they were watching this unfold on saturday. i'm going to quote our colleague ben wieldman who said it was like christmas in june in ukraine on saturday. the memes out there of ukrainians eating popcorn and watching this unfold as it looked like russia's most powerful mercenary organization was going to go toe to toe with russian security forces. that was great news for ukrainians. there are serious issues here. ukrainian president volodymyr zelenskyy he came out with a statement today saying today the world saw the bosses of russia do not control anything, nothing at all. complete chaos, complete absence of any predictability. he went onto claim that perhaps putin himself was no longer in moscow. so clearly kyiv taking advantage of this crisis and trying to hurt russia's reputation further than it already hurt itself. >> it's so interesting to see that statement from zelensk

ivan watson has more. >> reporter: this is what happens when a passenger train moving at 80 miles per hour, around 128 kilometers per hour, slams into an immovable object. you get trains overturned as if they were children's toys. days ago, this was the scene of one of the deadliest train disasters in history. the railroad has been reopened. and we can see a brand-new modern train moving down the tracks here. that's as scores of people are looking for loved ones. the accident was caused by a switching malfunction. a passenger train was moved on to a track on a track that had a train car, where there was an approaching passenger train coming from the other side. that mistake led to catastrophic results. as you see, the alrrailroad has been reopened. another train is moving right now. the railroad system is essential to this country. 13 million people around around on trains in india. that's part of why authorities have worked so hard to reopen the rails after the train crash. this is an example of a railroad station in the indian countryside. it happens to be just within sight. you can

for more on all of this let's go to ivan watson in hong kong.ng, but we've not heard from him since he left rostov-on-don, have we? >> no, not since he essentially declared victory and said his troops were turning around after getting, he claimed, within 200 kilometers of moscow and saying he didn't want to spill blood. so that's left basically russia and the world trying to digest what actually just happened here. and i don't think even people close to the kremlin really have a firm answer because it was just saturday morning that vladimir putin was making a televised address to the nation saying that this was a dire threat to the country, that he was comparing this to the 1917 revolution and raising the specter of a possible civil war. so one of the propagandists on state television on his program saturday night you could see him almost physically wrestling with the discomfort of wagner mercenaries who he had broadcast alongside including prigozhin himself who he had called heroes who had brought russia to the brink as he put it of a civil war

so ivan watson has been listening in to this speech. ivan, vladimir putin not mincing words there. what stood out for you? >> reporter: a couple of things, kim. first of all -- and i missed the very top of his address there, which came an hour later than had been expected actually. i did not hear him mention the name of yevgeny progozhin at any time. so i thought that was significant given that progozhin was once a kremlin insider, who now seems to have turned on the state. he has described this as treason, as a mutiny, as a crime against russia. he invoked history. he said that in 1917, there was an armed rebellion during world war i that led to civil war, where russians ended up killing russians, brothers ended up killing brothers. and he said that tragedy must not be repeated. there were a couple of details towards the end of this that i thought were very important. he said that the armed forces and the security services had been issued additional orders for anti-terrorist actions. we know that has been announced in moscow right now, and he added in other regions. he said that t

cnn's ivan watson is at the site of the crash, and he joins us now live with more. n, i understand you just arrived. share with us your first impressions. >> reporter: yeah, sure. this is a massive disaster zone. because by the government's count there were at least 21 railway cars from three different trains that were knocked off the track. so i'm going to zoom in and show you kind of one stretch of the tracks where the recovery effort is under way. you've got heavy machinery there dicing. you also have hundreds of workers who are doing heavy manual labor in ferocious heat and humidity right now. i cannot stress enough how difficult that is. in an effort to, as government officials say, try to get the trains back running through this area by as soon as wednesday morning. now, at least one slight bit of positive news is that the authorities revised the casualty figures for what some officials have described as one of the worst train accidents india has seen in 100 years, down to at least 275 people killed and more than 1,000 wounded. some 100 people who require criti

cnn's ivan watson is in hong kong for us. ivan, what more can you tell us about this meeting? >> reporter: it was a rocky road to get to this meeting. it was supposed to take place in february. but then that chinese surveillance balloon appeared over the u.s. well, after some preliminary talks, this did finally take place. it was actually more than seven hours where the officials were face to face. judging by the statement coming out of the chinese foreign ministry, it sounds like there seems to be a common interest at stabilizing relations, historically bad relations, between the world's two largest economies. the chinese foreign ministry is saying we want to get back on track to that kind of spirit of cooperation that was established when president biden and chinese leader xi jinping met in bali back in november. they were talking about a need to be able to handle unexpected and sporadic events in a calm, professional, and rational manner. that is the kind of rhetoric we were hearing from the state department going into this, saying the number one goal that secretary blinken
