h.r. 4167 known as kari's law seeks to remedy this problem. the legislation requires multiline telephone systems to be configured so that dialing 9-1-1 directly connects to public safety. in addition, the law requires a central point of contact for each system be notified when someone calls for emergency assistance. provision intended to help emergency responders access buildings and actually locate the emergency caller. these fixes are simple changes to the system in most cases, costing little if any money, and taking very little time. but apparently without a legal requirement there is no way to guarantee that every mlts will be configured for dialing 9-1-1 directly. some businesses, including many hotels, have taken steps to fix this problem already, and i applaud them for doing so voluntarily. but there needs to be consistency across our great land, mr. chairman. if you're a traveler, staying in a hotel, you shunts have to wonder during emergency whether you're in one of the states or counties that have adopted kari's law when the time com

i know meteorologist kari hall, you have equipment that will measure lightning. >> yes, we are looking at the lightning strikes, as we've been tracking this system, moving through the bay area, and looking at that storm, as it continues to produce some spotty showers, especially around the oakley area. as we get a look at the radar now, we see that there is some lightning that is moving out of the delta and moving toward fairfield, but you can see right around oakley now, that storm has cleared. and also, not seeing as much in the way of lightning strikes, as the storm moves into vacaville, as well as fairfield, but it continues to move off towards the north and east and will be moving towards napa and vacaville within the next several minutes. this is the activity we will see as we go throughout the day. some cloud-to-ground lightning and the potential for some small hail, as we see some scattered activity throughout this afternoon, into the evening. elsewhere, it's all dry, and you're just seeing the cloudy skies. this is the kind of activity that also continues into tomorrow. so i'l

it's fascinating. >> kari, you see a lot of things coming. >> yeah. looking for some showers, too, this weekend. and that may mean snow in the sierra this late in the season. as we look at the microclimate forecast, you outside of sunol, clear blue skies and brown hills once again. a beautiful day, though, nonetheless and much more comfortable temperatures coming down from the 80s and 90s yesterday. ocean beach, a nice spot but definitely a lot cooler. it's 62 degrees in the east bay and in san francisco and 67 now in the north bay as we drop in to get a view of our weather underground and it's 65 in novato and santa rosa, 71 degrees. vallejo, 64 degrees. as we go hour by hour in berkeley, we'll see the sun for several more hours and temperatures warming up to right around 70 degrees. but then by this evening at 7:00, the temperature drops quickly and we'll have more clouds moving in by tonight with lows into the mid-50s. san jose, up to 75 degrees and in burlingame, 69 degrees. and the temperature trend over the next few days brings it below average.

ryan with us to share his testimony and he's going to talk about how assault impacted his life. >> karyt with permanent injuries to his right arm and head. >> the first time i talked, i couldn't sit in the chair. i was just shaky and nervous, but it's very rewarding. about 8 years ago, i got off work at night and i was going home to have dinner with my family. parked across the street from my folk's house and was walking across the street and a car stopped at the stop sign and the passenger got out. and came up to me asking for directions. as soon as he got up to me, he hit me. kind of stepped back, reached for my wallet, gave him my wallet and then the driver of the car got out and threw me on the ground and started stabbing me. i got my throat slit, i got my lung punctured, i got stabbed 40 times. the first knife wound that i remember was the knife actually went up and it went through my tongue and so for months after the assault, i couldn't even really talk. i was able to get up and get into my parents' house and the last thing i was able to do with my right hand is lock the door. i
