take a look at shares in tesla. that stock jumped 11% after he tweeted he might take company private. the way he did it raises a lot of questions this morning. first of all he speculated on the idea. second, he named the price he offered $420 a share. tell tg realtor hey, a million dollars, heck, i would pay twice that. the third is he did it in a tweet and assured one investor it was not a joke. it's not how you're supposed to communicate. you're supposed to do it all at once so everybody has a chance to make a financial decision at the same time. china is responding to president trump's latest rounds of tariffs against that country. mr. trump says china does not treat america fairly. he hopes by adding he will convince the chinese to come to the table. the chinese are adding prices to our products. the downside is it hurts everybody. when we put tariffs on chinese goods we pay the tariff on that stuff. when we put -- they put tariffs on our stuff it hurts our manufacturing and our american farmers as well. the hop

and looking at land-use analysis so looking at senior centers and looking at parks and looking at health clinics and looking at locations where people are frequenting on a regular basis and that we should connect between home and, you know, some of these places where people are going. and we also want to look at this through a lens of equity. so with our traditional traffic calming program this is something where people reach out to us and they say we see speeding on our street but we are likewise interested in working with the neighborhoods that haven't traditionally reached out to our agency to say that there's a traffic problem. so for us to go into these neighborhoods and say, well, this is what we see with the data, what do you see and to have that dialogue and to have that conversation. and we also want to see what we can do to leverage the xa capitl projects already underway in san francisco and to easily add on to the programs that we can move forward with progress on safety improvements efficiently and not need to necessarily hold this up year-over-year. so the planning process

how's the morning commute looking? >> well it looks like a long wait.maybe not as long as a dmv wait. but we are seeing delays for drivers headed along northbound 680. we have an updefinite to this accident and car fire. it at one point had all lanes blocked just past anddrade. now 1 an has been reopened. drivers are able to get through that stretch, but still at a very slow pace. give yourself time. this is looking like a 25- minute ride up to 84. we will take it to 880. this is south of asparuan. your commute starting to get a little crowded. we're still in the green as far as our drive times go. southbound directions lighting up with some break lights there. here is a live look at your ride along the east shore freeway. this is in hushingless right at highway 4 there, westbound direction. looking pretty good. not dealing with any accidents or stalls. looks like all lanes have reopened from overnight. no major back up over at the bay bridge toll plaza. speeds in the green as you make your way toward those metering lights. mass transit, that is running

look at that. the nasdaq in the green, that is thanks in large part to apple because of the earnings beat there. taking a look at what is happening in terms of the bond complex. you can see the move rising above the psychological 3%. take a look down at the japanese 10 year. 0.1 3, 7 basis points. you can see a big move out of the bonds. yvonne: right. it really seems to the boj that is driving bond markets. not so much the fed. as you mentioned, the mild pullback in the u.s. session could play into the asia session. confirmation that u.s. is looking to possibly double chinese tariffs at 25% on 200 billion in goods. futures down for 10th of 1%. nikkei futures also pointing negative and down 1/10 of 1%. we are still seeing levels of 111 64 slight strength coming through. the odds -- the aussie and qe3 pretty much flat. we saw initial declines on reports about these tariffs. we have stabilized a bit at 682. no formal decision on the remaining $16 billion. perhaps it was not as bad as we thought. to o

i'm looking for the real story. i'm looking for the story that seemed juicier and more important. but i began to think about it even more, and this question about the master narrative, thinking about how it can impact even the way that we read and understand our sources when we're doing research, i was also at the time reading an article bill a historian named darlene clark heim called the age of madam c.j. walker. as many of you know, madam c.j. walker was a black beauty pioneer from the early 20th century. she creates this beauty company and this beauty industry that literally, you know, employs thousands and thousands of women. she has a factory, she's selling products all over the african area. she pioneers what we think of as the beauty industry. and she poses a very interesting question and she says, why is it that we think of the early 20th century as the age of booker t. washington? we studied washington, him as an educational leader, sort of was considered the top black leader of his day. and one of the things that heim says is, what would happen -- this is almost a quest

we have and any forward looking forecasts, we can look at. and a variety of sources where possible. for inflation we'll look at break-even inflation and i'll go through that. there's a survey of the economic forecasters and we look at investment consultants and the federal reserve policy has an impact. looking at historical, there was a period that many of you are aware of in the 1970s and 1980s with very high inflation but pretty much since that time inflation has been much lower levels and persistently lower levels. and this has 180 large public plans across the country and the bars represent the distribution between the fifth percentile assumption in that database. and the indictments represent what our assumptions have been historically. and you can see that there's been an obvious movement downward in those price inflation assumptions. and right now, actually, as of 2016, 3% was the median assumption nationally. i think that drops to 2.75% with the latest data. if we look at california systems, they've followed a similar pattern but are
