there we look at economic growth. we look at that with growth in personal income. we look at growth in personal income instead of employment growth. there could be this objection states could be creating lots of jobs so income growth is a way of looking at that. so how good are these jobs. when you look at economic growth from the states there some pitfalls that you might find in lower quality studies. and means that people share. per capita income is a bad measure of economic health and estate. why? people can move across states. so if a state has high per capita income, it's a state that's attractive to rich people. it doesn't mean it's attractive to everybody or state that's more productive. there many states with high productive income that people are moving out of because they can afford to live there. massachusetts is one. we can't look at that to compare states. when a state improves its economic policies, the reward is not a big increase in per capita income but mostly what you get his new residence in new workers, new jobs in the state. we have to use tota
