president mazzucco, commissioners, chief, sir. my name is sergeant john kuto and i am with the (inaudible) division, the officer-involved shooting team and i am here to present the fourth quarter 2012, officer-involved shooting investigations and the fdrb. >> fire discharge review board, the fdrb, the fourth quarter was convened on december 20th, 2012 at which time one case was presented and an officer-involved shooting 11-002. it consisted of the voting members deputy chief tom yoko was the member of the administration, and deputily chief dudly, scmit, and stint and other voting members. commissioner loftus represented the police commission and captain mcekern at the time the captain was present as was sergeant chan. >> the case reviewed was the oif that occurred at 65 beuna, vista east just to summarize quickly, in that instance plain clothes officers that had conducted prior surveillance of a vehicle associated with a couple of bank robberis in southern california, returned to the area after conducting some other investigations

good evening, president mazzucco, chief sur, and members of the audience. you have before you a report from the occ dated today that sets forth the occ's budget reduction target for 2013-14 and 2014-15 budget cycles. in spite of these reduction targets, we have three goals in our budget, and that is to maintain current staffing, to obtain a $40,000 augmentation for vehicle replacement, and to obtain funding for two new positions. the occ's budget reduction targets are 39,308 for two years running. our baseline budget is $4.6 million, but it includes $4.1 million in personnel costs which, like the police department, comprise 89% of our budget. the personnel cost fund 34.75 positions. the remainder of our budget is for operations. but of that $4 88,000 for operations, 63% of it goes to rent our space at 25 van ness avenue. to meet the 1.5 budget -- 1.5% budget reduction two years running, it would be a total of $78,000. and since we do not have discretionary money anywhere else, we would need to eliminate an investigator position that would reduce our journey

. >> good evening president mazzucco and commissioners and i'm going to hit on points, staffing, our governing policies, the over sight, our compliance, and the mou. at the beginning of 2012 we had officers assigned to the task force. in june 1 inspector was retired and wasn't replaced leaving us with two full time inspectors assigned. members of the san francisco police department assigned to the jttf are to require with the requirements of the order and administrative code section two 8. 74. these policies are explicit and unequivocal. san francisco members and jttf supervisors are aware and familiar with these policies. with respect to oversight members of the san francisco police department assigned to the jttf work on a team managed by a special agent of the fbi. however they remain within the chain of command of the sfpd. the investigators report directly to the officer in charge of the special investigation division, lieutenant theresa gracie, and case review is conducted quarterly by a command level officer with the proper security clearance. the first quarterly review was in

thank you. >> president mazzucco, commissioners, director hicks good to see you. i have been in front of these commissions just over the past several years for different reasons, mostly, that was a ois director that sergeant crudo now has. >> the first picture that i am showing you here is of our shooting victims' list, dating back to 2008. and upwards to 2012. and we have this steady decrease from 2008 of shooting victims. as you can see in the top chart there, out of the 147 victims, of 2012 that were shot in san francisco, we had 46 that died with the total of 193, however, there has been a slight decrease over the years since 2008 of shootings, that can be associated to whether sometimes people will point to sfgh or medical care that is provided directly upon the shootings, some of these victims walk in and are provided medical attention and a lot of them are surviving. some people say bad shots, whatever you might want to think, but that is our stats now for shooting victims for 2012, all wait from 2008. >> the next thing that i want to talk about is the trac

and now, commissioner mazzucco they have changed the laws and the numbers are different. so what used to be like 12025, and 12031 is now a new series. but any way, the most common guns are carrying concealed with firearm and carrying a loaded firearm, someone that is prohibited from carrying a gun is caught carrying a gun and then carrying a stolen gun and that is what the 496 charge is. and california has like angela was saying, has some of the most restrictive gun laws in the state that makes it and it is difficult to buy a gun, where people have to in california, the firearms dealer has to be licensed and there is background checks and ten-day waits. that has been standard for many years. and there are limits on how many guns can be purchased and it goes on about the record keeping and particularly it talks about our gun laws penalize access for children due to negligent storage. so there was mention of the new york law, i believe was modeled on the california law. and there are two like, you can own a gun in california. but there are two, there are people that cannot
