cnn's melissa bell joining me now. ukraine has more than 44 million citizens, 2 million have already fled, at least. what has the crisis response been like where you are? >> reporter: well, essentially, it's been organized by the civilian population, by the local mayor, really it happened so quickly and it was such a large amount of people coming over the brorder. through that door, as the refugees arrive up that staircase and, again, 90% of him women and children, they can go in there and find out what help is available, get taken to local shelters before being moved on. but there's a bewildering array of people helping out. there are soup kitchens set up. there are people standing with signs offering to take people to other parts of germany and this is one of the things that the women arriving here have been warned against. be careful of people who might be wanting to profit from the chaos of the situation. it is chaotic in order not to help you, but harm you. for the people arriving, it's a great deal of uncertainty

cnn's melissa bell is in paris this morning.elissa, take us through the sanctions. >> reporter: thank you, this is the latest round of european sanctions. they were announced yesterday. they come into force today. what happens, very similar to what the united states has announced. of course, so many of these sanctions have been coordinated these last few weeks that's why leaders in united kingdom and united states believe they're likely to be effective. the latest one announced that the european union like the united states and other g7 members will be removing the preferred nations status of russia. they are also looking at -- they've also banned cryptocurrencies to try and prevent those being used to get around the previous rounds of sanctions. and also, revoking any rights that russia had within the world trade organization. essentially what this allows, it means that europe cannot target specific industries and trade. for instance, announcing it is banning the exports from the european youth of luxury goods. banning the impo
