mike memoli, let me bring you in. peter, i want to go back to you as well. mike, this is when things start to get going. we expected this to be roughly five hours. it was a little less than that. it was within the range. at this point, we will see president biden get into his vehicle. he goes to the press conference that he will do after president putin does his. >> that's right. there's an area where most of the press have their filing center. there's an area for the staff. we presume the president has an area he can reflect, take in -- i'm sure he is going to be interested to watch president putin's press conference and huddle with his advisors about just the kind of message they want to send afterwards. it's interesting in terms of the expectations game. we saw both the presidents arrive just after 7:00 a.m. eastern time. now it's just after 11:00 a.m. with a small break in between, that smaller two on two session and the larger meeting. that suggests this was on the under of that. moving into -- we have seen members of the russian press corps at a differe

i want to bring back mike memoli at white house, dr. badelia back with us. e, we heard them lay out who is going to get the doses first. a million doses headed to south korea, it would seem, tonight. sounds like those are going to be on a plane tonight. the timing here, mike memoli, i think it probably should be noted that this comes ahead of the president's foreign trip, the g7 next week. vice president harris heading to south america as well. what do we make of the timing? >> reporter: that's spot on. this is -- you heard the president talk often over the course of his first five months in office about this battle between democracies and autocracies. one area in which we see that play out is in the distribution of vaccines from those countries that have a sufficient supply to share them with other countries. while we just heard from some of the president's top advisers in this front, his national security advisor, his covid czar, we have gotten a statement from the president himself in which he speaks to what is guiding the u.s. approach here. i will read a

mike memoli is outside the white house for us and singh kapur is outside the white house. t's talk about the biden administration to use the bully pulpit to talk about crime. it is a nuanced story because the overall crime rate is down. it's the specific in violent crime and mass shootings that is up. so, clearly, he's trying to help his party out here. what is the goal? >> reporter: well, chuck, with all thatis swirling today and around the white house today and this week on a number of fronts, it's a time that i'm reminded for all of the talk a few months ago of president biden being the most progressive since lbj or fdr he was not the most progressive in the democratic primaries. if you ask those in powerful positions in the white house the reason he became the nominee and is the president of the united states is because he understood that progressives were a very important part of the party. and you see that in the crime strategy that the president will be laying out this afternoon. it is focused not on defunding the police but on funding the police. in fact, tying the

we cross over now to brussels where nbc news correspondent mike memoli joins us, as well as andra mitchell, affairs correspondent and host of "andrea mitchell returns" here on msnbc. mike, it's 90 minutes past when this press conference was supposed to get underway. do we have any sense of why the delay is happening, and more importantly, what can we expect out of this news conference? >> reporter: well, eamon, i can't help but think as we've been covering this trip, the first foreign trip the president has taken since assuming office. this is the first time he's really had an opportunity to meet one on one, face to face with a smaller group in cornwall, the g7, now a larger group, 30 heads of government from nato countries plus other related officials in the eu summit tomorrow. while we're trying to explain what has indeed been a very long delay, one of the surest explanations is the president is taking every opportunity he can to have some meetings on the sidelines. looking back at what has already been a fairly full day for this president, this has been a trip the president wanted to ma

joining us from brussels where president biden has approved following the summit is nbc news' mike memolike, thank you, i know you had a busy weekend. what was standing out to you, and what do you expect to come out today? >> reporter: well, kasie in terms of the g7 summit as we saw it wrap yesterday, both on the surface and in the substance, it really surpassed white house officials are telling me their expectations. you saw emmanuel macron probably speaking for the rest of the g7 and saying welcome back to the club, mr. president. asked if he had been reassured by the u.s. president being back and he said definitely. we saw it with the final statement of the g7 issue that the u.s. did get a lot, not all, in terms of what it wanted in terms of china, talking about the billion doses of the covid vaccine they agreed to share. theed by back better world borrowing the president's campaign slogan. turning here to brussels it's somewhat of a pivot point where conversations get a little tougher for president biden. he's going to be pressed by our nato allies about what exactly is the future of

joining me now is mike memoli. have been following president biden's career for a decade decade. now we can all agree this horrible era of zoom summits is over, what is your take on his first in-person g7? >> you know i spent a lot of time with president biden on the campaign trail. it was just about a year ago at this time that the president then candidate biden began getting back out on the road after those covid lockdowns, but it was so different. he talked about how he lacked that personal connection with voters to get a sense of what was on their minds. it was harder for him. the same applies in the foreign relations context. i remember ten years ago when he met with chinese vice president xi jinping at the time. he said given how complex the u.s./china relationship was, it was important for him to develop that personal relationship with president xi to make sure there were no hiccups, no misunderstandings going forward in this relationship. it's been very clear to me as we've seen the president, i was part of

. >> nbc's mike memoli is traveling there with the president there in the united kingdom. , i want to bring you into the conversation. the first full day of the g7. we've gotten a little taste of how president biden mixing the personal with policy in that first meeting with boris johnson there, the prime minister of the uk. take us through the big issues, mike, the big issues driving today's meeting and how president biden is looking to really reassert america's rule in tackling those issues. >> well, craig, these leaders have a very full agenda as they're now meeting behind closed doors. dealing with the pandemic, economy, climate, as well as cyber, at the tom of that agenda. let's not discount gayle's point, those public pictures that we saw as the leaders arrived here in cornwall this afternoon. i's a very striking picture because we haven't seen this in two years. these leaders many of them have not been together in this setting since 2019, 2020, of course, the year of the pandemic, when the u.s. should have hosted the g7 but was unable to do so. and it's significant in

let's go to nbc correspondent mike memoli, joining me from brussels. resident sees this summit as a pretty big one? >> reporter: alex, as we've been watching those pictures from windsor castle, so much of this g7 summit was also about the optics. think about the smiles we saw on the faces of so many of those allies that president biden was meeting with from the perspective of one white house official i was speaking with. they said they were spectacular expecting a warm welcome but these world leaders were grateful to have president biden attending rather than president trump. from a substantive perspective, there are pretty significant wins. there's one word alone that tells you the white house thought it got what they wanted. that word is xinjiang, the province in western china. there was some debate over just how tough the language in the statement of principles at the end of the summit should be with regard to china. the fact that china was in the communique was a big win from the white house's perspective. take a listen to the president at the news

. >> also with us now is my colleague msnbc news correspondent mike memoli there in geneva. overed, just to let folks know, joe biden for 13 years as a private citizen, as a candidate and now as president. everything he just said, how did that resonate with you? >> reporter: you're absolutely right, geoff, i heard -- the joke about the term the biden whisperer that's been said over the years, and i would snicker when he said that. he gave a pretty good articulation to his approach to politics, his approach to policymaking. he was challenging the reporters on their negative frame of it. he said there is great value of being realistic and optimistic. if you're constantly negative about how you're approaching these topics, you'll never get anything done. i have to say, geoff, after being asked by reporters this entire trip about the putin meeting, he's now being asked, as he's about to fly home, about the very difficult domestic policy challenges he has waiting for him at home, i think he wasn't ready to go there just yet. i think he's really been reveling in the foreign policy

biden to negotiate on behalf of foreign counterparts we turn to mike memoli in brussels mike >> reporterwell, in the 2020 campaign, joe biden warned repeatedly that if president trump was elected nato alliance would end as we know it. as the president arrived it was a different scene. then trump was scolding ou allies for not spending enough money. putting into commitment the core of the treaty that is an attack on all 30 of the nato countries. president biden and white house officials say it's a two-fold mission here one is to reaffirm the u.s. commitment to nato but also to call for expanding its mission yes, to continue to focus on russian russia, especially its encouragence, but to focus on china, and cyberwar fare, increasing front in the 21st century and to focus on climate change as well the president likely to get some tough questions from our allies about our plans going forward with afghanistan nato has been a key part of the efforts there over the last 20 years. this does come after warm greetings at the g7 summit in the uk, president emmanuel macron of france welcoming the u.

i think i see mike memoli outside the white house and trying to get back up secretary buttigieg. ke, i'll apologize for interrupting you but your thoughts on what we just heard? >> reporter: i'll dever to the cabinet secretary if needed. what's interesting is you see a president as the campaign did not engaging in the game we often play, economists in terms of expectations. did it hit them? fall short? talking about the much longer view here and trying to make the argument that the new strategy with an economic approach growing the economy from the bottom up and middle out is described as what's working and nood more of. this is a president linking the issues of the pandemic and the economy as well saying because of the success of the mrks in beating back the virus, getting vaccinations out that they're able to talk about an economy recovering. i talked about at the top of the hour the idea there's a potential for future growth because of what we have seen here and relevant what we heard in terms of the u.s. standing out from other economic nations and powers and meeting with next

mike memoli is there. we are joined by emlynn farkus and we are joined by rick stengle. he was part of the biden transition team. jim messina joins us as well, former white house deputy of chief under former president obama and ceo of the messina group. what a power panel. mike, set the scene. turkey is a nato ally. our relationship has been strained. how significant is this one-on-one meeting? what are you listening for? >> reporter: chris, i have been calling this the sleeper meeting of this entire trip. for all the focus on wednesday's meeting with vladimir putin, for the focus on the pictures we have been seeing of the western leaders welcoming, as french president macron said, back into the group president biden, as he is making his first trip as president and for all the justified focus and attention yesterday on that meeting at windsor palace with queen elizabeth ii, in terms of the scheme of relationships that biden has with so many world leaders going back, this is really one of the longest and deepest that he has. it's very much a strained relationship at this

let me bring in mike memoli, of course, traveling with the president. mike, i'm curious, i know you've been doing some reporting as putin's press conference was going on. what's your sense of the balance they're going to strike with trying to sort of -- how much they respond directly to some of the outrageous things that putin said? and how much that they plan to sort of embrace that small sort of olive branch that putin offered which is to say, hey, we're starting a predictable relationship? >> well, you used the word "predictable." that was certainly president biden's goal and what the house repeatedly talked about their goal, to bring stability and predictability to this relationship. certainly, listening to your panel there, there's certainly things that they feel president biden needs to respond to. but on the whole it is certainly what putin did, let's say on the acceptable range of predictable. it was not meant to distort the substance of the meeting here but it's the same rhetoric that we're hearing from president putin about what to do, what abo

and joining us now to talk about all of this are the nbc news white house correspondents mike memoli and garrett headache and catherine stoddard. and garrett, we are going to start with you, because the group of centrists said that this is going to be the day, and the day they unveil the framework, and it is 2:02 eastern time, and where is the agreement? >> that is a great question, geoff, and i ran into one of the aides who said he does not believe it is coming today, and this is one of the challenges of writing the legislation through the informal committee process, and we are not the legislative phase of it and how the pay for it, and that has been the case since the beginning of the infrastructure bit, and the last bit that is the most complicated piece. the white house is continuing to cross out the suggestions made by these more moderate senators from the two parties and preferring to see the taxes going up on corporations, and instead, it is not something of particular interest of the senators, and so back and forth we go. so much riding on the possibility of this compromise t

mike memoli is outside the white house. garrett haake is in morgantown, west virginia. me start with mike. it's pretty clear where this is headed. joe biden can't say, he still has to get joe manchin on board. it's easy for bernie sanders to say enough is enough. how are they going to walk this line? >> reporter: how many times have you heard president biden describe himself as the eternal optimism? i think this week we have seen i think two occasions of his own frustration bubbling to the surface. there was a moment in tulsa when i was traveling with him tuesday where he reacted a bit to some of the cable coverage, let's say, to say he can't wave a magic wand. there are two senators in his own party who are an impediment to doing things along party lines. i thought in his jobs remarks today there was, let's call it a bit more urgency as he laid out what he believes has been a very successful strategy so far in terms of the american rescue plan, arguing it's worked, the strategy of growing from the bottom up and middle out as he put it is what is needed putting us in con

biden to negotiate on the country's part with foreign diplomats we turn to mike memoli in brussels mike, good morning >> reporter: good morning, frances. president biden has traded the g7 in britain for meetings with our 29 nato allies here in belgium. the president temperatures down in brussels last night for the first of two days, his second stop on his first foreign tour you'll remember what happened four years ago when president trump arrived here for a meeting with nato leaders, and he stunned our partners by scolding them for not spending enough on their mutual defense for refusing to even commit to article 5. that's the core of the nato alliance, the agreement to defend one country if any nato partner is attacked now. white house officials are saying president biden coming with a very different message he is going to reaffirm u.s. support for the nato alliance, but also call for updating its mission statement. yes, it will continue to focus on russian activities, particularly in eastern europe but he wants to add china to the mix to focus on the rise of china. also focus on cyber

let's bring in nbc news white house correspondent, mike memoli. let's start right there with that statement. mike? >> mika, as carol lee and i write this morning and you guys know so well, joe biden has been engaged in foreign policy for a half century, but as a senator, you're mainly reacting to what the president is deciding across town, across pennsylvania avenue. and even as vice president, he was very much a part of the policy-making discussion, had a voice, but it was president obama's foreign policy agenda that he was carrying out, not his own. so this trip overseas, which starts tomorrow is really our first chance to see what the joe biden foreign policy is on the world stage. and in talking with advisers and officials, it's really clear there are two sort of broad themes here that are guiding the president's approach. first is this idea which aides say he's really been obsessed with. he brings it up in meetings all the time. the idea that we're at a defining moment in this battle between whether democracies or autocracies like china, like

we've also got our mike memoli standing by. ig meeting next hour there where mike is at the white house. talk to us about what you're hearing on this thing that's coming together, this framework on infrastructure. >> hey, hallie, that's right. big meeting. right behind me, big buses to take the lawmakers to the white house in the next hour or so to meet with president biden. and that comes after days of negotiations with white house officials on what this framework on infrastructure entails. we don't have the details yet. they've been very tight lipped. we know it's traditional infrastructure, roads, bridges and broad band. the biggest sticking point is how to pay for it. after a late-night meeting last night, negotiators felt very good about what they came up with, on ways to pay for it. we are waiting to hear what exactly those are. but speaker pelosi and leader schumer had a separate meeting with white house officials, and they emerged from that meeting, understanding the dynamics within their caucuses. it's going to be very

joining us now, nbc correspondent mike memoli, political reporter sahil kippur on capitol hill. mike, the president still keeping his focus on vaccination efforts in this country in the fight against covid. a pretty important milestone that the president had set out for himself and this country that they wanted to see 70% of people vaccinated by july 4th. as we've seen, vaccination rates have fallen in recent weeks. what does the administration plan to do in the next 16 days to reach that goal? >> reporter: well, eamon, you heard the president talk about this being a summer of freedom, a summer of joy, starting by touting a real milestone with 300 million vaccinations administered as he approaches his 150th day in office. the district of columbia have already passed that goal of 67% of americans, of adults getting that first dose, at least. my sources keep telling me there are 50 states in this country, so the white house is very much going to be sweating out that the last 17 days, 18 days here as we head into the fourth of july, doing everything they can to make sure this great

congressman you were pretty fired up at this rally and we could hear those people chanting behind mike memolihat you had to say but they were pretty strong fighting words saying things like the new package didn't help communities like yours. do you think right now with this deal that president biden sold out your communities and others on the streets right now? there was a bipartisan bill that would be coupled with a reconciliation aspect. so the negotiations are fine but we cannot forget our racial equities, and districts like min that i represent them, like the bronx. disinvestment has been going on for deckaids where children are living with led paint, and districts like mine were hit so hard by covid because of the pre-existing conditions and the core morbidities that were invested. so this is the moment to go big care. it was the time to go big on housing infrastructure. african-american communities were redlined and did not benefit from much of the housing investment that took place during the new deal and this is the time to go big on climate. we're going to see famine and mass migrati

mike memoli and matt bradley are joining us. mike, first to you, as we have the president winding down a very busy day. what more are we hearing about his meeting with president macron? >> reporter: we've been talking all day about the very busy agenda, tackling the pandemic, trying to jump-start the economies, encounters the rise of china. a lot of the discussions is president biden trying to reestablish and to improve the u.s. relationship with some of our closest allies after four years of the trump administration. one of the most interesting relationships was with the french president. we remember when trump hosted him at the white house, some of the strong, even aggressive handshakes and back slaps. we had an interesting sight of these two men, as they try to focus on the areas of mutual concerns. >> the u.s. is back, we feel strongly about the cohesion of nato. i, for one, think that the european union is an incredibly strong and vibrant community, and has the able to handle issues, but provide the backbone and support for

i want to bring in mike memoli. on track to hit that goal, fair? >> yes, the focus now can return to the domestic agenda and especially that domestic goal he set. the july 6th goal of 7% of adults getting that dose. they would need at 14 million americans to be vaccinated by then. the seven-day average is a bit over that right now. they will be sweating this out. the president called for june to be a month of action. we expect to hear from the president today and it will be a message, something under the radar, something that the fact that the united kingdom, that the g 7 summit was hosted, the prime minister had to quietly announce some of the variants there. the cdc director today saying it may become the dominant strain here in about two months. we just saw a tweet underscoring this point. yes, it's good news to see the number that's have been vaccinated in this country, but in those pockets, in the deep south, in particular where we don't see nearly as high vaccination rates as other parts of the country there i

mike memoli is outside of the white house. we talks about senator joe manchin. he is now out with a couple interviews reiterating that he is not down to negotiate if republicans are not on board on a couple key issues, right? so how does chuck schumer figure this out? it is a huge list of priorities, not just voting rights but the january 6th commission, police reform, tougher gun laws, all of them effectively on hold. joe manchin is making clear that he is not intending to budge. >> it is a huge to-do list that chuck schumer said they were going to tackle in the next three weeks in the month of june alone. so this does create a huge problem for senator schumer. senator joe manchin has said in the last few days that he did you want want to get rid of the filibuster. that is what he has maintained for the last few months since democrats took control of the majority of the senate. he knows he is getting a lot of pressure from progressives and some of his members. this is him once again saying please stop pressuring me, this is where i stand. he thinks the senate n
