mr. hill. good to see you. >> good morning, supervisors, cohen, katie tang and david campos. great to be here and appreciate the opportunity to be here this morning. i chair the bicycle committee as well as the current one. looking at this finding ahead i will review them quickly. finding no. 1, i won't repeat it again, but the bicycle safety committee grease with the finding on paragraph two and say that we have met with sfmta and sfpd and the representative of the bicycle coalition members and members of the superior court from 2011-2013. at this time there is little prospect for the same reasons the commander said that we have two particular problems with the citation diversion. the first of all is the amount of fines are defined by the state and i had asked at that time if we can look for relief through our representative to perhaps move for modification in the law that actually deals and the reason for this is when we first started, every county in the state has their own system for bicycle citation diversion. this is only in a few states and counties had it. these days

pedestrian task force, the sfmta, department of public health, to bring them together and as mr. hill indicated, it's not so much about fault, butts it's moving forward with this greater percentage of individuals on bicycles to have a cohesive policy around safety and fairness. so i don't know if specifically a task force around this issue would be appropriate, but we appreciate the efforts of all the departments, but some of it still appears to be done in a rather piece meal basis. perhaps the task force inviting all of these stake holders to come down and come up with a policy similar to the one implemented in portland would be a good idea. the other item is in developing your resolution today, we would just urge that in particular with respect to 4.1 and 4.2 that there is an effort to set some sort of timeline for folks getting together and meeting. this would be i believe the mayor's office spoke to this point. it's the pedestrian safety steering committee and their response was that they should consider reconconvening within 6 months, it's language in our opinion is a little bit

ambassador to iraq christopher hill. mr. ambassador, you were on for quite some time during the breaking news when the assumption was the president was about to announce air strikes any minute now. he's decided to send it to congress with eight days before they will take it up officially. what is your reaction? >> well, i think the president was feeling increasingly lonely over the last few weeks. you could see that there was british parliament decision but then it was pretty clear the countries in the middle east suddenly went quiet and then within the u.s. you saw that a kind of peace movement got going and before he knew it, the president was rather isolated and so i think he decided to take a breath and try to see if the congress is prepared to share this with them and early signs are that it's not. this is going to be remember painful in the next week or two and i would like to point out that i think the president really does have it right that somebody has used chemical weapons and has failed to pay a price for it. >>

mr. speaker, and 13 of those times was when a democrat was in that chair. >> more now on the political punches from libby casey on capitol hill. >> reporter: the house of representatives passed a spending bill largely along party lines that would keep the federal government funded and operating through mid-december. however, it has some very big strings attached. first of all, it would delay implementation of the federal health care law known as obamacare by one year. it would also repeal a medical device sales tax. while that tax is controversial, some say it's necessary to help pay for the health care law. another bill passed unanimously, and this would ensure that members of the military get their paychecks even if the federal government shuts down. the action now goes back to the senate in this game of legislative ping-pong. the senate is unlikely to pass or express any interest in the bill to fund the government because of the strings attached related to the federal health care law. the senate may have more of an interest in the legislation that would ensure members of military get their pay, but even if they do, that do
