let's discuss what we just heard from the president and more with newt gingrich.e's one of the hosts of cnn's "crossfire." mr. speaker, very much for coming in. let's talk a little bit about this year of action. what do you make of the president's new proposals that he just outlined to create jobs, create new businesses, to make sure the united states remains at the top, the cutting edge of new technology? >> well, look, i think the general idea is right. the rhetoric is right. the particular hubs he is setting up may actually have a positive impact. but the fact is that the amount of red tape, the amount of regulations, the amount of taxation that are hitting small businesses has really dramatically changed the rate at which we're creating new jobs. and i think until we have a small business liberation act and people understand how much all of this bureaucracy is crippling small business, obamacare is a piece of it. but there are a layer upon layer from the environmental protection agency to the department of labor. on a list. and i just talked to an expert this

i worked for the budget committee, because of him, after that and then i worked for newt gingrich while he was speaker of the house for the last year or so of his speakership. >> what's the one thing you'd take away from the newt gingrich experience? >> you know, working in congress in general is an extraordinary thing for a young person who's interested in politics. i'd recommend it to absolutely everybody. it's -- washington is an incredibly open place, much more so than you would imagine. and i would say the more that i the more time i've spent in washington, the less cynical i've become about it in a certain respect. you can't believe conspiracy theories when you actually work in washington, because what happens is really people -- human beings, all the way down, trying their best to advance the good of the country as they understand it. it's very messy, it's very complicated, because that's what human beings are, but it's a very open process. it's incredibly open to people who are willing to work hard and who have ideas about how to do things. what i learned from the gingrich exper

we saw that with newt gingrich and rick santorum. these guys did not have broad- based appeal. we would talk about campaign- finance, what does that indicate? traditionally, the amount of money they raised really reflected kind of support among many networked donors. with the internet, we really have to look at how many donors are giving and is a small donors or big donors? it doesn't tells a lot about the support. or their appeal. i don't think it changes whether they are electable or not, but i do think it makes them competitive. it can really mucked things up. more generally, the internet. i think it is reinvigorated momentum as a possibility presidential nomination, simply because from roughly the 1970s through 2000, arguably 2004, candidates could not have the capacity with an increasingly frontloaded primary schedule to raise the money and make a difference. now they can. they can raise money really, really quickly. that gives the potential for a candidate who beats expectations like a barack obama. now obama in 2008 was well- funded, but, man, he really shot forward with

as someone who served in the 1990s during another house led, republican house caucus with newt gingrich and so forth, do you think there's been backsliding, erosion on basic consensus support for basic safety net programs? >> yes, and it began with gingrich. remember, newt gingrich undermined the former republican leader, bob michael, a mainstream conservative because he was too close to tip o'neill. they weren't snarling at each other. and, yeah, what you have is a real -- you have a reversion now on the part of the republican party back before the new deal. there's one very important point. john boehner says, well, this isn't going to help jobs. that is not only a lack of sympathy, not surprised to see that, but it's appalling economic ignorance. there is a broad consensus based on an obvious fact that unemployment compensation does help create jobs. because it adds to aggregate demand in the economy. every economist understands that. in fact, the unemployment compensation program starting in the '30s is widely, again, hailed by almost all economists as part of the countercyclical set
