noem: are we ready? good afternoon, everybody. thank you for joining us, i am joined by the secretary of labor regulation marshall holtman and our department of health secretary kim -- . a couple of quick things before i turn it over to update you on things going on across the state. i had a phone call this morning with the vice president talking about supplies a lab testing capabilities. i also followed that up with a conversation with dr. birx about getting supplies necessary to be more aggressive in communities across the state in testing. those are encouraging and i appreciate their help. they have been amazing to be responsive to the situations not just in south dakota but across the country. i want to talk about our development program. it is a small business loan program we passed legislation for on the last day of session. that fund was set up by senate bill 192. we are working on getting those loans out the door as soon as possible to get people through this difficult time. they are about $5,000 alone up to $75,000 alone.

noem: there were several factors. i noticed how people took seriously the virus and what a big difference our mitigation efforts made right away. just by the direction of my first executive order, we cut our hospitalization rate in half. then i looked at our health systems. we have sanford health that has a research component already and their ability to stand it up. and the outstanding partners of avira and monument. and then our population, being smaller compared to other states. it is a perfect fit. started talking to the administration about it a couple of weeks ago and said i would be willing to partner and financially back a clinical trial like this, which other states have not done, makes it an incredible partnership that is a model for how things can be done in the future. this is one of the things i talked about in south dakota for years. we can do things other states can't because of the people. people who have made investments here for decades that give us the health care institutions we have. people that a

noem: that is a great question.our having regular phone calls with tribal leaders and healthcare experts. haveke sure that they equipment, supplies, and a plan for how they are going to address covid-19 if it should happen to reach those areas and start to spread. we have also deployed and have been working with indian health service's which is a healthcare provider that has presence on the reservations. they have been sent equipment and supplies to do rapid testing there and making sure that we had the ability to get those folks that could need elevated levels of healthcare where they need to be. that communication has been happening on a weekly and more often basis than that when they have questions and follow-up and preparing for that population should they need some assistance and if we should have an outbreak and spread in those areas that we immediately get them the help and partnership they require. and talkl switch gears about smithfield foods. i want to talk about the clinical trials and we have the commiss

noem: it was.e worked with every business in the state to make sure they were aware of cdc guidelines. it is important for people in the state to know we started preparing for this virus back in january. the department of health started to look at plans for when it got here how we would make sure we were communicating with families and businesses. we came forward and opened our emergency operation center back in february and fully staffed it in the next week or two to make sure we were ready and prepared before the virus reached south dakota. when we had our first case on march 10, that is when you saw us take action with executive orders that allowed us to make sure the entire population was informed on how we would go forward in our day to day lives. i will let kim talk a little bit about specific guidances so that they are well informed on the recommendations coming out of the cdc. has put out guidance in a lot of different areas. we keep all of that accessible covid.sdon the website. early on,

kristi noem joins usno now. they are not happy with you, they are now claiming south dakota is becoming a covid hot spot. you have seven deaths inyo the state. why are they coming after you? >> we've got one issue in a pork processing plant in sioux falls, south dakota. but outside of that, two-thirds of our state have no cases or one case in the entire county. so we are doing very well as ae. state. we are addressing the one hot spot that we do have an aggressively testing in that area. but what you talked about, laura, is exactly right. we should be tracking who is in the hospital, what the death rate is, and south dakota and's are doing a fantastic job following my recommendations and we've been able to keep our businesses open and allow people to take on some personal responsibility. >> laura: the reaction on south dakota an iol, utah, wyoming, basically south and north dakota, arkansas, they decided to go their ownhe way. the blowback, the media blaming you for the pork processing plant outbreak. watch. >>

governor kristi noem so far says, no, she won't do it. she doesn't see any need to have any sort of shelter in place, any sort of stay-at-home order. why bother? she did, however, announce to great self-promotional fanfare today that she's going to spend a whoele bunch of state money t do a big south dakota clinical trial of that malaria drug that the president keeps promoting at his press briefings, the one for which there's no clinical evidence of its offensiveness and for which one other clinical trial was just halted this weekend because of serious cardiac complications for people taking this drug. but for some reason the president loves talking about that drug, and so does fox news, and so that's what the state of south dakota is going to do. there's going to have a big clinical trial of that drug the president likes while a large cog in the nation's meat processing capacity gets shut down indefinitely under the weight of hundreds of positive cases and there is not even a stay-at-home order in the state of south dakota. the mayor of

governor kristi noem said nope, absolutely not. no to that as well. so now, the sioux falls mayor is trying to figure out how maybe the city can do that itself, to find a place to stay for potentially thousands of coronavirus patients in his city, but they're going to have to do it with no help from the state. good luck. because the governor there thinks that everything's fine. today was not a good day in the american coronavirus epidemic. in addition to that out of control situation in south dakota, which is now all of our problems, new jersey reported 351 deaths in the past 24 hours, which is a lot, new york reported 752 deaths in the past 24 hours. even with all of the good bending the curve news that has started to emerge from new york, we've got more of that coming tonight, over 750 deaths in a day is astonishing. the daily death toll in new york right now is hovering anywhere between the high 600s and the high 700s every day, steadily. that many americans dying just in new york, every single day now. consistently. i mean for perspective's sake,

so saturday, i did send a formal request to governor noem to issue a shelter in place, for minnehaha and lincoln counties. i feel that based on this, based on a lot of other data that we have, the time to act is now. if we just take the average doubling rate of all of those peer cities i just showed you, we'll be here, but we are by far outperforming in a bad way our peer cities. so if we continue the trend that we have been on, the last four or five, six days, we are going to be up here, very shortly. this is a crippling number to our health care systems, okay? this is very bad. this is a very bad outlook. that is why a shelter in place order is needed now. it's needed today. >> it's needed today. the mayor of sioux falls, south dakota, where they just found a cluster of 350 cases among workers at one meat processing plant in that city. and again, in south dakota, there is no stay-at-home order. so everybody working at the plant is kind of, you know, in the wild, and they've got 350 known cases there, already. governor christie noem says no, she won't do it and doesn't see a need to

here to explain, south dakota governor kristi noem. interesting, you never shut down. had this break out at the meat plant, you guys jumped all over it.un from my understanding is you are able to help out most of the people that contracted the virus. where do we stand and where do we stand with her opening that plantn? >> you know, we are hopeful within a matter of days that the plant could be up and running safely, protecting its employees, but also contributing to our national security. this is a critical infrastructure business. we need it online to feed the people of this country and it's incredibly important. we are working with smithfield. the ball is in their court. we are hoping within a couple of days they could potentially get this plant going. >> your state never shut down. you urged your citizens to be responsible and they were. all credit to the people of south dakota. manufacturers, had they shut down, new york would have never had the medical supplies that were desperately needed. they kept working. they never shut down. farmers didn't shut down. packers

announcer: next, an update on the coronavirus response with governor kristi noem. she was asked about the status of an investigation into a local smithfield food plant that saw a covid-19 outbreak among its employees.

south dakota's governor kristi noem is here to explain., ainsley. ainsley: good morning. i know you are getting a lot of criticism over. this you decided not to be a stay-at-home state and, therefore, your cases are rising and many are saying they are attributing it to your decision. why did you make that decision? >> well, we were one of the first states to take action. actually, we sent our kids home from school. put in mitigation measures. group sizes of 10 or less throughout the state through an executive order that followed cdc guidelines. we did take litigation measures. we gave our businesses an opportunity to be innovative, to change the way they deliver goods to their customers and take care of their employees. and we do have a hot spot in south dakota right now. we have a meat packing plant in sue falls that has had an outbreak. and we are dealing with that. but, you know, it certainly is a tense situation there. but we have got a lot of people that are focused on helping those individuals get better. overall the state is doing v

the governor continues to -- christi noem has announced the first trials.ayor of the city of sioux city, south dakota, is with us. you're one of more than 60 city leaders who signed a letter urging the governor to sign a state of emergencily. why do you think she continues to be resistant? >> we have all achieved some level of unity, and we're big and spread out geographically, so more than 150 mayors and some county commissioners also signed on to that letter, asking for the emergency. so we really don't know what the holdup is, but it seems to be her questioning the authority she has to do so versus the tactical or strategible benefit to do so. >> the majority of cases have happened in the sioux falls area, where the pork plant incident occurred, and that a stay-at-home order is not necessary? >> right. there's some logic to that, but here now we've been identified as one of the nation's hot spots in sioux falls. so it's just a question of when does it infiltrate the rest of our rural communities. we're 340 miles from sioux falls. you know, our metro area

but consider the other side of the coin here, south dakota's governor kristi noem has so far resistedpeople to stay at home. and now it has one of the nation's largest coronavirus hot spots. more than 400 workers at a meat processing plant today are falling ill from the virus. so, jesse, i think a lot of this has to do with trust about when we reopen, i think of new yorkers as very skeptical, skin and coal people. but they have followed orders about to staying at home and the like, and they have cut the level of transmission. so what do you think about people who are objecting to what is going on from governor whitmer in michigan. >> jesse: there are reasonable objections. for some reasons and states a guy in colorado was arrested, actually handcuffed when he was having a catch with his 8-year-old daughter at a softball field. or they are ticketing to the tune of $1,000 per fine for drive-through churchgoers. you know, other people in rhode island got arrested for playing golf. for playing golf. they are opening up prisons and they are shutting down gun stores. before we even have a c

governor of south dakota, govern governor noem says that's not a great idea but she's not doing anything to stop it because she doesn't want to. they are, as i said, expecting a huge crowd. in georgia, the georgia governor's plans to rip the lid off and reopen everything including tattoo parlors and massage parlors and nail salons and dine in restaurants, that plan from brian kemp turns out is a plan the governor announced without consulting the rest of his supposed state coronavirus task force. he also apparently didn't even run it by the largest cities in his state, the mayors of which were totally blindsided by this order from governor kemp. now the mayor of atlanta is left asking atlanta residents to please ignore what the governor's doing, please ignore the governor saying all these businesses should be open, please just pretend he's not doing that. the leadership shown in this country by elected officials in washington and in the states that are pretending this isn't really happening or it's not a big deal, that's what's given us so far the run away largest coronavirus epidemic on

meanwhile, south dakota's republican governor kristi noem announced the first state-wide trial of the anti-malarial drug hydroxychloroquine as a potential treatment for covid-19. president trump on tuesday once again touted the drug, as he's done repeatedly for weeks, even though there's no medical evidence it's an effective treatmenent. in ohio, thehe head of a prison guards' union says a fifth prisoner has died of covid-19 at the elkton federal correctional institution, where 36 prisoners and 26 staff members have tested positive. elsewhere, virginia, maryland, south carolina, ohio, and indiana have reporteted the firt covid-19 deaths of people in state prisons. a prisoner at the d.c. central detention facility died of the disease on and at the rikers monday. island jail here in new york, a second prisoner has died of covid-19. in michigan, where at least 10 incarcerated people have died, prisoners have filed a federal lawsuit alleging they've been given a death sentence. in new york, viral videos show a grgroup of pololice officers ina harlem subway station forcibly detaining a you
