that's how much the biden administration has agreed to loan pg&e. the energy department says the money will go into a number of projects, including upgrades to battery storage, dams and climate resiliency. in a statement, pg&e ceo said this will help them, quote, accelerate the pacand impact of this work, which supports thousands of living wage jobs at a lower cost to our customers. pg&e says the government loan would save customers up to $1 billion in interes but some aren't buying it. the money comes as customers across northern california have been hit with a wave of rate hikes to bury power lines and repair storm damage and other upgrades. we now pay some of the highest power bills in the nation. john guzman is a former california energy commissioner. he says the federal loan sets up a number of red flags. we don't know exactly where the money is going because pg&e application is sealed. who in their right mind would go forward with a proposed loan like this? the terms are extraordinarily unclear, but we've got four weeks to firm them up and per

pg and e updating the situation this evening. so right now more than 6000 customers without power. 290 without power in san francisco. 950 affected on the peninsula in the south bay. more than 3600 are in the dark and in the north bay they're seeing about 1700 customers without power. today's clear weather, though, allowed for pg and e crews to make some progress before that next storm moves in. >> it was a significant storm. we measured wind gusts in several areas north of 80 miles an hour. in fact, there was a tornado that touched down in santa cruz county. we've seen a lot of vegetation impacting our lines, trees down, wire down, that sort of thing. >> up in marin county, a tree fell on a power line in corte madera, cutting off power by nine yesterday morning. while some of those outages have been restored, pg and e says power is expected to be back on by this evening. about 36 hours after it first went out, the utility says two poles needed to be replaced. this morning, restaurants on tamalpais drive were shut down due to the

during a three year period from january 2021 to this october, pg&e rates went up 56%. in that same perio, they went up about 48% for southern california edison, 21% for san diego gas and electric. looking at the longer ten year period, pg&e was also up the most with 118% increases in our bills. all right, let's take you outside, give you a live look at oakland. after months of speculation and some trepidation, we now know more specifically what's on the chopping block to help close the city's more than $120 million budget gap. nbc bay area's velena jones with the tough decisions that lie ahead in a new 18 page budget report. oakland city administration is laying out the framework to balance a $129 million deficit. the fix comes in two phases. the first requires immediate action to cut more than $110 million. they worked very hard for probably the last few weeks. on coming to these reductions kari forwards and looking at how we can use different funds to make sure that we end the year at a zero balance. the first phase includes reductions in contracts using excess funds

here's a look at the pg&e outage map before we go.s without power. we're seeing a lot of orange up and down the peninsula down to the south bay. that's 500 to 5000 customers without power. estimated restoration times at last check were around 4 p.m. pg&e says it will continue to monitor the storms and then s when their crews can move in and make repairs. so before we go, cynthia has one last look at the forecast. we saw thunder and lightning this morning. thunder, lightning. tornado warning. where are we? i know it feels like we are out through the plains, right? but no. while it is very rare that we get tornado warnings, if the ingredients line up, we do see it capable of getting into that situation. no, the signs were there, but that was radar detected. i don't think any touched down, but we'll continue to check in with the weather service. we see storm rangers still pushing the strongest part of the storm east. it will continue to do so as we go through the early morning hours, but don't let your guard down as we go through the mor

an update from pg&e as crews w work to rtore that power. good evening.see here in the bay area. a tornado touching down in the santa cruz mountains, tossing cars and debris across scotts valley. oh my god. okay. oh my god. oh my god no. that is video showing what it was like driving through those winds as it ripped through the area. the national weather service confirming it was an ef one tornado, bringing winds upwards of 90mph. the powerful winds from the storm triggered the first ever tornado warning in san francisco. now no tornado's actually formed, but there was plenty to clean up. you can see it right there. this is the aftermath in golden gate park. huge trees ripped from the ground even without a tornado. the gusty winds gave people plenty to worry about. i went upstairs, far from the window, and the wind was so intense. crews had a very busy day cleaning up trees and fixing power lines across the city. and we've got team coverage on this storm. cinthia pimentel has more on the conditions that led to this tornado. but let's start with marianne f

in the last 20 minutes we got an update from pg&e. some 30,000 customers are still in the dark, but that is down significantly from just a few hours ago. and that's the sound people are hearing before their power goes out. you hear that wind howling in the east bay. earlier, the gusts were so strong they knocked over a christmas tree and a big one in a brentwood shopping center. on the peninsula, crews with chainsaws were working to clear trees that fell on cars and across roads. you can see it fell just onto the trunk of this car in millbrae. another tree toppled over onto a nearby home, but it didn't appear to damage it yet. not just wind. we got a lot of rain this morning too. in the south bay, the heavy downpours caused some roads to flood. like that one right there. this was video on southbound 680 near mckee this morning. you see the pooling water blocking at least one lane. the roads were very slick. crews were also cleaning up a crash next to the flooded roadway. three cars were involved. unclear if anyone was hurt in that cra

you can see pg e crews have been working for hours to try to fix broken telephone poles and phone wiring from this tornado. that really only just lots of for a couple seconds, but its destruction was so devastating. it literally swept multiple cars and damaged including this van here that you can see its windows have been completely blown out. >> it's a natural disaster. so rare in california, it has first responder scratching their heads. absolutely. i've i've been here 27 years and we've never had anything remotely like this. scotts valley police captain jason rutherford says this midday tornado on saturday and the santa cruz mountains caught everyone by surprise. it's sheer power recorded on video. standards say it only lasted a couple seconds, but the tornado took out 6 cars including a cal fire truck. it also took out power lines and shut off electricity for half the city. it also took out part of the roof at stops valley, middle i really believe it because he's never done anything like that. looks like that lucy court. us goes to school here and says she thought the last week befor

over a ten year time frame, pg&e was at least 32% higher than those two companies. all right, not sounding the alarm in san francisco. the city's decade old public warning siren stayed silent yesterday during our tsunami warning. but why? tonight, cities across the bay area are reviewing their emergency responses to that earthquake in humboldt county and that tsunami warning that followed. nbc bay area's joe quintana explains why the sirens in the city are actually offline. people on the move after yesterday's tsunami warning. everybody's evacuating. this is video that was shared with me by ocean beach neighbor craig miller, showing people driving away from the water after getting the alert on their phones. what was missing from yesterday's tsunami warning was the cold war era sirens that used to go off in a situation like yesterday. people like craig miller, who have lived here for a few years, will also remember them going off every once in a while at noon to test the old system. it's called an s horn. in other industrial commercial areas, the s horn means drop ev

just minutes ago, we did get an update from pg and e on the latest number of outages. and right now, more than 6000 customers are still without power. let's take a look at the numbers on your screen. 290 without power in san francisco. that number is 950 along the peninsula and the south bay. more than 3600 customers are affected. and in the north bay, still seeing more than 1700 outages just tonight. ktvu is amanda quintana has the latest on the effort to get the power back on, after heavy winds and rain shook the bay area saturday, hundreds of thousands of pg and e customers lost power. >> as of sunday morning, nearly 20,000 in the bay area still had no power. nearly half of those in marin county. >> it was a significant storm. we measured wind gusts in several areas north of 80 miles an hour. in fact, there was a tornado that touched down in santa cruz county. we've seen a lot of vegetation impacting our lines, trees down, wire down, that sort of thing. >> in corte madera, a tree fell on a power line, cutting off power by 9:00 saturday morning. so andy and amy ehren
