the postal regulatory commission is the oversight regulatory agency that oversees the postal service. the postal service is a wholly owned government enterprise, but it functions independent of the government. so when the law was established to create it's in the finance, the law also created a regulatory oversight commission. and our job is to assure that the postal service, while it operates and it seeks to meet its cost also provides a universal service at a fair and efficient way for everyone in the country. >> host: i would imagine everyone watching this morning has been out of the news that the postal service is anticipated ending saturday delivery and a measure to cut cost and increase its ability to survive. it's been described as one of the most far-reaching decisions of the postal service has had to make. would you explain why. >> guest: well, it's not a decision. i think the public has to understand this. the postal service is requesting a change in his service requirements. the postal service under the law now has to provide service six days a week. and in order to change

in four weeks time, both postal service has only had one customer. i was paid $47,000 a year basically to raise and lower the flag. when you take into account the hundreds of thousands of post offices across the united states in populated areas of less than 4000 people, and when you figure out the cost of operating those postal service is, paying those postmasters and also their benefits, you could right now reduce the cost of postage down to 10 cents. now, at the congress didn't link the offense responded to my employee suggestion and said that it was the only identity as some of the city side. that is the most ridiculous statement i've ever heard. 10 miles of populated cities of 14 belsen or more. why is the postal service subsidizing these post offices in the small cities that do not have any customers? it is ridiculous. guest: i think you raise a good point about the role of the postal service in america. the constitution says we should have post offices. that is part of what the government should do. where they are located and what their service

postal service has been monitoring.horities say in total, 1200 pieces of mail were ripped apart. >> we had to open the birthday card, he kept the card that said happy birthday 3-year-old. they gave the gift card number to investigator and it was used in timonium. the information lead them to the night supervisor at the fayette post office. investigators say he's worked there for about two years. it's upsetting i cannot buy a gift card and put it in the card and mail it for 44 cents. >> inside the car, investigators found 450 cards for everything from coffees, groceries and clothes. after several months, they found him stealing the cards. i thought, yes, they got him. >> so, that, if there's a crook in the post office, he won't open that particular envelope. >> now, investigators say he may have targeted brightly colored envelopes. the postal service had no comment. >>> it's not clear how much may have been stolen from the mail. >>> he's one of maryland's most powerful senators and this morning, he may be the target of a

is that the postal rate commission has given much much lower rates to saturation mailers. why does that matter? saturation mailers are like the ads that send advertisements out to an entire community. by contrast would we do at the newspapers we take the same ads, we called them inserts, and we put them in the newspaper. for those people in the community who don't subscribe, we mail. that is called high-density mailing and high density mailing that we do, which is select if i address, is much much more expensive than saturation mailing and continually when the increases come through we see very low increases for saturation and much higher for high density. that is a very small thing but it could benefit newspapers and particularly the advertising revenue stream that is essential to their survival quite significantly. so, they are-- with andy on the panel i'm not going to talk about crossownership right now, but let's face it, we are treated like the dominant voice and the doj applies the market definition that basically considers us monopolists. again if we are looking to
