. >> and the balloon, we're told, will be analyzed once it's retrieved, at an fbi lab in quantico. how critical is it at this point for navy divers, assets there in the atlantic right now retrieving this, how critical is it for them to get that piece of equipment out of the water? >> well, it's pretty critical because obviously i doubt it was designed to survive in a wet environment. it's not the environment was operating in. so the quicker the divers can get to it, retrieve it, the better. again, i don't know the depth of the water where it actually fell. that's, that will be another challenge depending on how deep the water is, but the quicker the better. >> you were director of national intelligence. maybe you can answer this question. is this unusual to have spy balloons flying over continental united states? >> yes. i don't recall an instance of it during my time as dni for six and a half years. i don't remember, recollect this. i've had some personal experience with using balloons as intelligence collector, particularly for imagery, and they're not very efficient for that pur

there's actually an entire division at the fbi laboratory in quantico.ate those devices. when we were overseas we would capture a particular device and take it to this team for exploitation. it makes sense to me this would be the team looking at what this was and stands up to scrutiny. the chinese have said this was a meteorological assessment platform. we'll see if that ends up being the case. the fbi they're leading this and this will be a multiagency effort. i think that's because the intelligence community almost certainly understands unlike a lot of intelligence operations this a very public incident. we've all seen this for ourselves in these images. we've heard calls from lawmakers for accountability. so you don't often see the cia and nsa often out there publicly. it makes sense to me why the fbi might take on that role assuming there's some type of public report. it makes sense to me this would be the entity where that analysis and scrutiny would take place. >> clearly the debris will go to quantico to the fbi labs there. fbi labs there are more

can you walk us through what the fbi is doing right now at quantico? >> so when they bring these pieces and parts from 47 feet beneath the ocean surface, it goes to the marine base at quantico, where the fbi has its academy and its lab. but off in the corner, away from all the other buildings is a very short complex called otd. it's the operational technology division. these are the scientists, the engineers, the special agents, the electronics whizzes who actually build the fbi's most sophisticated surveillance equipment. and what they'll do is they'll look at these parts and say this is a piece of something we recognize. this part fits with that part. this comes from something whose capability is x. what they'll try to do is forensically put together what was on that balloon as the payload, and what was it designed to do. >> the fbi said it's the size of a regional jet. this is a huge thing. >> hufnlgt. >> and plummeting through the sky into the ocean, the damage has to be pretty extreme. >> pretty extreme, but not as extreme necessarily as it would

it will be taken to the fbi lab to quantico, virginia, for analysis.tom foreman has challenges ahead. >> reporter: this is the portion of the balloon they want to get their ands on, the payload. when the balloon was destroyed, you could clearly seeing it falling away below. if this had the mass of a human like a skydiver, it might be falling at 100 1rks 50 miles an hour. if it had a mass of a couple of cars, its velocity might have been 500 miles an hour. what that means is when it got to this area just off myrtle beach, the water would essentially be like concrete. it would hit it with tremendous force and absolutely be miss shapen, torn apart, brokenen up by the impact. what does that mean for recovery? what it means is they have to get divers out there. 47 feet down, that's a good workable depth. that i have to look at this, figure it out, how many pieces are it in, where they are, assess if some is buried down in the muck below and come up with a list of priorities. what do they want to bring up first? how much do they want to protect? these operat

the rest of it will be sent up to quantico for further examination. now, look, we're told that they thought that it would be in much deeper water. they believe it is in about 47 feet of water which should make the recovery process according to that official fairly easy. there has been some concern about those who may have something wash up on shore. so officials here in the myrtle beach area have been quite severe with their warnings telling people if you see something on the shoreline, do not get it. there is a phone number for people to call. i was speaking to a man who was kind of combing the beach with a metal metal detectors if he was looking for the balloon. he said no in the beach comber groups on facebook they've been posting those warnings saying that the local government and their pretty sure the federal government is extremely serious about making sure that parts from this balloon do not get into any civilian hands here. we are expecting some weather, no word on if that is going to impede any of the recovery efforts. that could take a few d
