santos in may. that statement where he said that he looked forward to seeing the ethics process play out. and that the ethics committee finds a reason to remove him, then that is the process. mr. speaker, the findings of the ethics committee, the ethics committee found substantial evidence, language taken directly from the report, substantial evidence that representative santos knowingly caused his campaign to file false or incomplete reports with the federal election commission. the investigative subcommittee found substantial evidence that he used campaign funds for personal purposes. it found substantial evidence that he engaged in fraudulent conduct and connections with redstone strategies, llc. and it found substantial evidence that mr. santos did knowingly and willfully engage in violations of the ethics and government act. so, mr. speaker, i ask in accordance with article i, section v, clause ii of the united states constitution, i would ask that all members vote to support the expulsion of r

santos.ther that was the question at hand tonight. the question was, whether santos is fit to serve in congress. this was always an uphill climb. in fact, if tonight's vote had been successful, santos would've been the first member of congress to be expelled without a criminal conviction since the civil war. the process is so rare because expulsion requires a two thirds majority of the house, a level of unanimity that this body as an extraordinarily hard time reaching. interestingly, this is the second time this year than attempt is being made to expel santos. democrats first tried to remove him six months ago after he was first indicted. republicans instead refer santos to the house ethics committee in an attempt to sweep problem under the rug. tonight it was republicans leading the charge to remove santos. the efforts was pushed by anthony despacito of new york along with several other new york republicans. michael lawler, nick lalota, mark molinaro, and brandon williams. all five of those

the house ethics committee releasing the long-awaited report of congressman george santos. in it, they say that santos, quote, fraudulently sought to exploit every aspect of his candidacy for his own financial profit. the committee says they are referring substantial evidence that they found in their investigation to the doj. cnn's manu raju is joining us from capitol hill, and you are getting it hot off of the presses and the chairman is planning to move forward with expulsion, and what can you tell us? >> yeah, that is right. in fact, we have just have a response from congressman santos who just posted on social media, quote, if there is a single ounce of ethics in the ethics committee, they would not have released this biased report. the committee went to extraordinary lengths to smear myself and my legal team about me not being forth coming and my legal bills suggest otherwise, and this is part of the first response that we are seeing from george santos in response to the report. the report also says that he did not cooperate fully with this investigation, and in fact,

that being said, the way this would work in a special election, once santos -- if and when santos is expelled, the governor of new york kathy hochul per state law has about ten days to trigger a special election. the nominees are actually chosen by the county committee chair. so this is a pross where the individuals are chosen ahead of time. this is not like how a standard electi works, and then that special election after that would be held within 70 to 80 days. now, again, this is something that would benefit republicans, which is why we've seen his colleagues from new york, the republican freshman try to act on this so forcefully for weeks now because it would benefit them greatly to hold onto the seat in republicans very fragile, very slim majority if they're able to get this done sooner rather than later. >> this caps off a week of dysfunction on the hill. earlier this week we were talking about elbow jabs, threats, name calling, near brawls all involving congressional republicans. could you expect democrats to try to capitalize on this moment? >> well, i think the public can ac
