scott mcgrew joins us. scott, the bottom line is the government needs more money. >> yeah. fa that's exactly right, not to spend on new things but to pay for the things that the government's already committed to. normally, raising the debt ceiling is ro dozens of times before, three times during the trump administration. the meeting takes place at 1:00 this afternoon our time, kevin mccarthy, schumer and mcconnell from the senate, and jeffries. mccarthy is certainly the hard-liner. he's already pushed a debt ceiling deal through the house, but it comes with conditions. the biden administration has to agree to cuts, he says, to current government programs. the president says he'll talk about cutbacks in future budgets, but we have to pass the debt ceiling free and clear. we've already spent that money, we owe it and need to pay it. the peacemaker in all of this may be senate minority leader mic mcconnell, saying the two sides can make a deal. >> the president and the speaker need to reach an agreement to get us past this impasse. that's my message going down to the white hou

. >> scott mcgrew has the latest. >> reporter: they are getting tougher with the new restrictions. if they cross they can face a five-year ban on being considered for status here. all of that has had an effect. we heard from the security secretary. >> there has been a 60% drop in encounters versus what we were experiencing earlier in the week and before title 42 ended at midnight on thursday. it is early. we are only in day three. >> mayorkas talked about a 50% reduction. customs and border protection just sent us their latest numbers. in the days leading up to the end of title 42, 11,000 people per day were apprehended trying to cross the border. by sunday it was 4100. that is a 62% reduction. there are still more legal migrants, those following the rules at the port of entry, asking for asylum, then the u.s. can handle. hundreds have been arriving each day in new york. they have opened 140 emergency shelters in new york and eight large-scale relief centers for asylum-seekers. in some cases they are going to have to move out homeless veterans to make room for homeless migrants bec

. >> scott mcgrew joins us. you're saying paying more than we wanted to but less than we did. >> that's right. at the worst moments, 9% more than we used to. that number today down below 5%, this according to the latest measure of the consumer price index released this morning. it shows prices up 4.9% overall. that trend continues lower and it may be evidence the fed's repeated interest rate hikes are taking effect. the cpi measures a huge basket of goods, hundreds of products d services. let's look at a couple. we've seen big changes in used cars. th used to be much more expensive, but prices continue to fall. gas prices are down, headed even lower. going out to eat still expensive. my personal experience is it's way more than plus 8%. but i guess that's a nationwide average. tv and electronics have been falling for months, and of course eggs are still out of this world, up 21%. that has to do with bird flu and the health of our chickens, et cetera. >> right. >> but eggs still very expensive. but everything tre

scott mcgrew has been monitoring this for us. time is running out here. >> oh, yeah. america has a brand-new deadline, june 1st, when janet yellen says the u.s. treasury will run out of ways to pay american debt. after that, we would default for the first time in american history. that meeting no time soon. it's scheduled for next week. speaker mccarthy and his party have already passed the debt ceiling increase through the house, but they've attached huge budget cuts in that package. if democrats were to agree, spending on current government programs would be slashed, tax credits for electric cars would go away, and they'd have to give up on relief for american student loans. those are conditions the republicans in the house have for raising the debt ceiling and avoiding national default. president biden's position, the same position previous presidents including trump have always had -- no conditions. we pay our bills. >> america is not a deadbeat nation. we have never, ever failed to meet the debt. now, as a result, one of the most respected nations in the world, w

scott mcgrew continues our story here. >> well, it certainly feels like a trend. silicon valley bank, signature bank, first republic, then swiss-based ubs on top of that. investors on wall street, though, seem confident that the banking system will find its way out of this, though they've been wrong before. many had a buy rating on first republic. cnbc's jim cramer had tweeted the bank was strong. it was not. the challenge for silicon valley bank and first republic was made worse by interest rates. both banks, rather foolishly, held long-term debt at low interest rates, even as the fed was hiking. the fed meets again this week. we do expect another hike, maybe the last, as fed interest rates are now at a 16-year high. on friday, the federal reserve issued a report examining its own actions or inactions in the silicon valley bank and the signature bank cases. it faulted the banks, of course, particularly signature, but it also determined it was responsible for failing to enforce current rules and suggested some new ones. one of the biggest problems according to the

i'm scott mcgrew.ck to that breaking story, disgraced theranos foumder elizabeth holmes in prison. she just showed up at the gates moments ago. in a minute we'll hear from an expert breaking down what that first day is going to be like. nbc bay area's kris sanchez is here. you spent a lot of time with holmes in court during that trial. >> yeah, so we are talking about a culmination of 22 months of legal proceedings, pauses, appeals and what not, and now we know that there will not be any more delays from the judge. the judge did grant elizabeth holmes a little bit more time to bond with her new baby, but she has reported, has rendered herself to that prison in texas in the last half hour. she arrived at that all women's minimum security federal prison camp in bryant, texas, about 100 miles from where she grew up in houston. that is her there in the middle. those three people. she's wearing jeans and a khaki top and sneakers. she arrived in an suv with her partner and her parents, and after few embrace,

. >> scott mcgrew is joining us.iden administration had no choice but to let it expire. >> it was a covid restriction, right, and the pandemic is over. that said the biden administration had been trying to get rid of title 42 for sometime. title 42 allowed the united states to send migrants who had come asking for asylum either back from where they came or mexico, while they awaited a court decision on the immunity. it was put into place as a public health measure during the pandemic. title 42 replaced the so-called catch and release system where we let people in, heard their claims for asylum and let them stay in the united states while they awaited processing. many migrants think we are going back to that, but, in fact, we are not, exactly. there are brand-new rules, tougher rules that generally require migrants to sign up for an appointment online before showing up at the border, and that they apply for asylum in whatever country they pass through first, usually mexico. immigration says a vast majority of the peop

. >> scott mcgrew here to fill us in on this. e number of illegal crossings appears to be down, scott. so are the legal crossings as well? >> exactly right. we know how many people cross illegally based on border patrol and how many they're able to catch. the number of people crossing legally -- and remember a lot do -- is also down, because of the new restrictions on the process. there was an enormous influx as title 42, obviously this is not people at the border, ended last week. you can come back out to me on camera. as we reported last week, new restrictions were put into place, those do seem to be holding. though immigration and border patrol says they still need more help and it's congress that can help the most. here is senator chris murphy on "meet the press" on sunday. >> the president has not been sitting on his hands like republicans would allege. the president has been actively engaged in trying to manage this crisis. he has negotiated important agreements with mexico so that mexico takes more of these migrants, he has

. >> scott mcgrew, in many ways it is a manufactured crisis. >> it really is. good morning to you.this is not a crisis. we've had to raise the nation's debt ceiling many times in the past, often without argument. people barely notice. today, though, we'll see a white house meeting with top leaders from both houses. kevin mccarthy and hakeem jeffries, schumer and mcconnell from the senate. mccarthy is the one who promised republicans in the house he would insist on cuts to current government programs, cuts biden won't agree to. reporters caught mccarthy on the stairwell, where he said he did not expect much progress today. reporters found president biden on a bike sunday where he was far more optimistic. everybody getting in their cardio. in the middle of all of this, treasury secretary janet yellen reiterated her warning the government would likely default on its debt as of june 1st. earlier, the congressional budget office speculated we have more time, yellen says we don't. the justice department has released a report put together by special counsel john durham looking into the re

. >> scott mcgrew with us. there was worry she may never return. >> exactly right.ed she's going to not serve another term, but the current job is still hers until 2025. senator feinstein had been out for months dealing with a case of shingles, and she's on that crucial senate judiciary committee where republicans were able to hold up some of biden's choices for courts because feinstein and her vote weren't there. now, with her return, the committee quickly banged out three approvals to send the nominations to the full senate. a federal judge in florida has said no to a biden plan that would allow qualified migrants who are asking for asylum to be released into the united states without a court date. immigration officials had come up with that idea as a way of reducing crowding at immigration centers on the border. as you know, there are an overwhelming number of people trying to cross legally. as we were discussing yesterday, title 42 may be gone, but there's still rules like title 8 that are more severe. many of the new rules are designed to prevent as many migran

. >> scott mcgrew joining us now. mitch mcconnell now saying that he will attend the white house summit. >> that sounds like good news. we weren't sure he would, and many do see that as a good sign. now, obviously he's supporting the republican side of the argument, but mcconnell in the past has talked about how important it is that america never default on its debt. republicans in the house are insisting on big budget cuts and rollbacks in exchange for lifting the ceiling. democrats say preventing default shouldn't come with conditions. mcconnell in a press conference yesterday said there was room for both sides to negotiate. this puts republican speaker of the house kevin mccarthy in a pickle. if he gives in to the president, he'll probably make the right wing so angry, they'll remove him as speaker. but if he doesn't reach some sort of agreement with the president, america could plunge into massive recession or worse. republicans are calling for trillions of dollars in cuts in the budget, but haven't actually speci
