a study conducted by northeastern university and the massachusetts chapter of the spca report that people who abuse animals are five times more likely to commit violent crimes against humans. violence against helpless animals can be an indicator of future behavior. as lawmakers continued to review our just assert -- justice system, we believe we must consider the link between animal cruelty and the potential for more issues. the penalties must be appropriately severe and memorable so it serves in the best interest of the victim, the convicted, and a future deterrent.
