we're going to ask stuart varney, who joins us. this sounds good. pretty good, was useful during election term. >> let me explain what the president is going to do today in conjunction with congress. he is going to extend the student loan debt forgiveness -- the forgiveness program, extend it to everybody. he's also going to make moves to allow you to refinance your student debt so you get monthly payments down and spread it over a longer period of time. the forgiveness program is enhanced. the monthly costs come down. he will say look what i'm doing for you, the students. look what i'm doing for the economy. >> didn't he nationalize the student loan program? >> yes. >> our taxpayer money that lends the money to students. now he's going to extend the period at which they can pay back at a rate which is going to be less income. it is going to be based on their income? >> that is correct. what you've got here is the taxpayer footing the bill some way down the road, years down the road. and we don't know what that bill is going to be, but it is going t

stuart varney is here. so there is a refinery that produces about 300,000 barrels a day.at is the impact on us now? >> the immediate impact is that gas prices are beginning to rise. not rapidally but they are going up. we have forecast that the price of regular will go up about ten cents a gallon. that is a forecast. that is totally uncertain. what is known is if a large population of americas is now going to be paying over $4. it is over $4 in california. but it is close in new york, illinois and other areas. >> does it continue to go up until we flush out the uncertainty for that country? >> that is hard to say. iraq is divided into three. the shia control two in the south and the kurds control one in the north. the shitte have been given leverage. you have great uncertainty is what you have. >> a lot of this happened from northwestern syria extending in the northern iraq. but the biggest old fields are down below the section in the southeastern corner of iraq. >> they are not controlled by but the iranians have heavy influence over the shitte in baghd baghdad. >> got a
