good morning tara. >> good morning.is a gruesome deadly accident and if you look behind me, you can see that we have two lanes only open on 580 westbound. this is just before the 80 split. there is a body laying there and it is covered up with a yellow tarp. the tow truck is on scene, and the chp says that this is a possible hit-and-run. officers say that a truck slammed into the motorcycle around 6:20 this morning. the highway patrol now actively looking for a dark blue chevy silverado early 2000 model with front end damage. if you spot that truck, you should call authorities immediately. we understand that traffic is backed up beyond fruitvale avenue, saying to use 880 to get to the maze. don't get onto 580 because it is an absolute nightmare, and we were doing a live shot less than a quarter mile from here at the target, and we could see all of the sirens and we could hear them, and we wondered what was going on. we found out it was a fatal accident. officers looking for the dark blue silverado, it's a late 2000 mode

live from belmont, i am tara moriarty, ktvu channel 2 morning news . san rafael police are trying to figure out what caused a deadly motorcycle crash last night. here is more with what they are saying about this crash. >> they can't say if excessive speed played a road but he was threaten from his bike. his bike was found further up the road. the accident happen had just after 7:30 and there were no or cars according to police. he was a 40-year-old victim from san rafael and was wearing a helmet when he crashed. one person saw him just before the accident and they tell us, it's still unclear. >> we need to provide any information as to what it could have been. our members are working to investigate this and they are trying to come up with determinations as to what happened. >> this was the third deadly crash on city streets in san rafael since last month and in mid-december a pedestrian was hit while crossing civic center drive and then earlier near the downtown police department and in the meantime we will be pack at this crash scene and we will conti

ktvu's tara moriarty joins us live from oakland with what a judge has decided. tara? >> reporter: well, you know what? emotions are still running high in this case. the parents of jahi, they sat in the front row. they were clearly emotionally exhausted but fighting still for their father. for the first time we saw -- daughter. for the first time we saw the hospital attorney break down a little bit. the two sides were trying to hash out the issue of jahi's transfer out of the hospital. the judge denied the request that a doctor from per children's hospital perform a tracheotomy. jahi's family attorney said it was not a setback today, he said the steps to ensure that the 13-year-old will be able to be transferred to another facility are more clear. he said the procedures will have to be done once jahi has left children's possibly being transferred out by ambulance. >> it may be ideal to do it at or near the facility of transfer because the fewer times that jahi has to be moved, the better. she's been without nutrition with over 24 days. that's critical. >> reporter: chi

tara moriarty is in daily city where she has been talking with neighbors about the suspect, tara?>> well, we did a little digging and figured out where fang lives and they are shocked that somebody who lives so close could be responsible for setting a fire on the chinese consulate he called and admitted he made the fire new year's day. the 344-year-old national is responsible and fang told investigators he targeted the chinese consulate because of all the voices he had been hearing were in chinese and the chinese consulate had to have been involved. he had a dozen squad cars after the fire. >> there was roughly about 120 and when i walked out of my house, i saw at least 10 police cars on this block and there was another at least 5 on the cross street. >> investigators say chinese consulate surveillance shows a man with long black hair and thin build approaching the building. he tried to burn his passport to ignite three containsers but resorted to a lighter instead. there has been no suggesting to suggest it was motivated or civil rights issues. he does have permanent status and w

tara moriarty is at oakland right now to tell us what is planned for later today in court, tara. >> reporterawyers from both sides are going to be meeting here at alameda county superior court for a conference. and two hours later they will head over to a federal court. we are not sure what the settlement conference is about but we do know the judge who issued a temporary restraining order monday barring them from taking jahi off life support. they will be asking for feeding tubes to be installed. jahi's parents wants them to order childrens to insert a feeding tube and a tube that will make it easier for her to breathe. jahi has been on life support at children's since december 12th when doctors pronounced her brain dead. she suffered complications from a tonsil surgery. they will not insert tubes because they have no legal obligation to operate on the body of a dead person but jahi's parents say they will not give up on their daughter. they are hoping for a miracle. we will obviously try to talk to attorneys once they arrive here in court and we will keep you posted. live from oakland i'm

tara moriarty is on the scene getting more information out there from investigators, tara?porter: well, there is a very large police presence and i counted 11 patrol cars just in front of this apartment building and we now know the coroner is out there and they are in the lobby of this building and we saw some investigators on the stairwell trying to piece together what happened. this all unfolded shortly before 3:30 a.m. this morning and we are on the corner of market and octavia street. they found a man stabbed to death who was pronounced dead when they arrived and the motive remains under investigation. the victim's identity is being held. and they climbed town and nobody is being allowed to move the body. the office he have told me this is a very large building and police want to make sure if the suspect is inside he does not have a chance to escape. it appears officers and homicide detectives are going door to door and we noticed an officer is stationed in the apartment connected to this fire escape and it is not clear if that is where the two people are being question

ktvu's tara moriarty with more on who he is and the connection to the bay area, tara. >> reporter: he graduated from carlmont high school and now he has been found with a bomb in his apartment. the penn state freshman and russian citizen was arrested and charged with possessing a weapon of mass destruction in altuna pennsylvania. altuna police found the explosives when they came looking for marijuana and in a suitcase discovered bomb making chemicals, fuses and compressed air. he admits buying the materials online. >> i remember getting one of his packages here and then returning it to him. that was a couple of months ago. >> reporter: you wonder what was in that package? >> a little bit. >> reporter: now he told police he wanted to blow things up, but what or why remains unknown. he has reportly told police he has experimented with explosives in belmont too. hear from one of his old classmates coming up. >>> this week b.a.r.t. police are expected to release more connection about last week's shooting tragedy. a b.a.r.t. police officer accidentally killed his supervisor during the sear

tara moriarty ktvu channel 2 news. >>> time 16:0 -- time is 6:04. thousands of family, friends, and officers will be at the funeral of a fallen officer. this morning's funeral will start with a police motorcade. it will leave oakland at 8:00 this morning for the solemn trip to castro valley. the public funeral will start at 10:00 at the neighborhood church of castro valley. last night a procession of police cars and limousines left the chapel of the chimes in hayward after the public viewing for sergeant smith. the flag outside the chapel was lowered to half staff during the very emotional ceremony. one group of police officers came all the way from boston showing their support for the bart police department. >> we felt the best thing we could do was to come out here at moments notice and show our presence of honoring this officer who was you know fell short of his life expectancy. >> family members say bart police officer michael maze remains in tremendous pain after he accidentally shot and killed sergeant smith. but maze still plans to be at this

reporter tara moriarty is where it happened last night, tara? reporter: well, chp said they spotted a gun on the suspect which forced them to shoot. this started off as a routine traffic stop but things turned badly quickly. that the near chp and things he is call lasted when a passenger got out of the suv and ran. police attacked the suspect and the suspect was armed and that's when officers were forced to pull out their guns and shoot. the driver sped away in a newer model red and white paper plates and we did speak to a neighbor who didn't want to appear on camera and he says he has noticed an increase in presence ever since they brought in an increase in chp. they are together their jock and pulling a lot of people over. >> reporter: earlier they shot and killed a testify a suspect. he was shot in the paw and the canine is expected to be making a full recovery. we are waiting for another supplement date from oakland police. live in oakland, tara moriarty ktvu channel 2 morning news. >>> a federal monitor says oakland police are struggling to

. >>> we begin with developing news, they suspect arson, tara moriarty is on the scene where the chinese government is responding to this fire. >> reporter: the scorch marks go 3 stories high and it is completely burned and those scorch marks go up and if we pan over to the left, you can see there is a video camera there and surveillance from that camera is being poured over by local investigators as we speak. firefighters arrived within 3 minutes and had the flames out within 6. according to the chinese couldn't slate, a person got out, parked and poured two buckets of gasoline on the door and it is being handled as an arson. officials are working with the diplomatic security to figure out who is responsible. they have called it a violent crime targeting the chinese consulate. we will look into it to see more about the damages and how extensive they are and investigators have a lot of course to do to figure out who started this fire. tara moriarty ktvu channel 2 morning news. >>> new this morning, san jose police are investigating the city's first homicide of the year. a man was shot on
