terry? needs to have an accurate number of the homeless to turn it into the federal government to qualify for millions of dollars but above and beyond that the county is in a ten-year program to put an end to homelessness. a very lofty goal. let's take a look how it worked a couple years ago here in contra costa county as they went out and counted the homeless. the county helped services, staff and volunteers do the counting. they're starting at 6:00 this morning until 8 a.m.. they're collecting data on the homeless population, an effort to make sure the county receives adequate federal support for the homeless and programs. i mentioned a ten-year plan to end homelessness. the federal government had a plan that began in 2000, here we are 11 years later and that program didn't work. the homeless program provides case management, abuse treatment, employment training and the most important aspect of all this according to the homeless, the folks at the homeless services permanent housing. now, t
