changes to the program should not come at the expense of seniors of modest means for whom the program was originally designed. , there islive longer an increasing responsibility to adequately plan for future financial security and home equity is a part of the solution. the issue for many low to modest income seniors today is not whether to tap this asset, but when and how. older homeowners considering alone, many of whom are widowed or divorced, do so for many reasons, including additional income, to plan ahead for emergencies, and to pay for home repairs or improvements. these loans can help people stay independent longer. second, the program's counseling is critical. access to unbiased counseling ensures that consumers are protected. forave been a intermediary six years. we view our role in consumer education to be of utmost importance. growing numbers of older homeowners will need titans on reverse mortgages, so we urge you to adequately fund counseling. additional support for research using the data collected through the counseling process will help strengthen consumer protections

so when i look at the program and the viability and the value of the program, i go back to the basic premise that we have three type model series that we're going to do away with. the fa 18, the ea-6b and 88 to be. so there's an inherent cost savings in getting down the tight model should but in addition as we get more reliability as general bogdan said, we get actual facts from those hours and sorties, we have the capability of collapsing a little bit the maintenance that is done at the enemy level and at the organizational level. we have marines out there right now turning wrenches on things that we can expect to happen this early in the program because we have been able to identify where some of those meantime between failure is and what they can actually do. so i believe as the program gets more mature, the, that general welsh made earlier about the value of stability in the program, it's not an issue of too big to fail. it's an issue of stability and justice ability to create an advantage and turn risk into opportunity because i'm confident we can bring the costs down on this. a

so these are all the programs offered by the capital city clean up program. we started in 2005 as part of the waste management branch and this past year in 2012 we were moved to the community standards branch which is where we are housed now. so we have a very strong link with our programs between the programs that we offer and the community standards or community bylaw ordinances that we're operating under. the lation that we focus in on is 14614, that is the bylaw that governs litter pick up in the city. community standards 146400 is the graffiti standards bylaw. our bylaw is unique to other cities in that we don't focus on the definition of graffiti, we focus on whether or not graffiti is considered a nuisance on a property. so the bylaw is written such that it has to fall within the definition of community standards, the nuisance property and therefore we're not ever restricted by a definition and people arguing whether what's on there fits within a specific definition of graffiti, it all falls within whether what is on the building constitutes a nuisance.

>> let me tell you what the program is about. it's a program where people are convicted for drink in public 5 or more times or arrested and held and if they are convicted for the crime in public. if you see it like a drug court model, that's how it works. so if we want to talk about is it successful, we can throw out a number of definitions for that. we know that drunk in public arrest are down 77 percent in san diego. that's good for you and we can talk about health care cost have been reduced by $73,000 a month on health care for people picked up by paramedics and drunk in public and hospitals. i think that's good. i know in my program that 70 percent of people that enter the program complete a program and graduate and are 80 percent of employed and housed at the end of the program. we think that's good. and there are serial neeb rate programs across the united states. we have a call from ireland and alaska which begs the question how can you be homeless in alaska? but there are. if i were brought to a conference for the police,
