i'm alex witt. fast moving floodwaters in texas have left five soldiers dead and emergency crews in a desperate search for four others still missing. it happened in ft. hood, texas, about 70 miles north of austin. according to the army, the soldiers military vehicle overturned during a training exercise. 12 soldiers were in the vehicle at the time. at least three soldiers were rescued from the water and taken to the hospital. five were killed and the search continues for the four other remaining soldiers. tyler broadway, a spokesman for ft. hood tells nbc news that intense storms weren't a consideration when deciding whether to cancel the training exercise. quote, it never rains in the army. it rains on the army he said. we have people training in all weather. ft. hood's commanding general posted a statement saying in part, we are deeply saddened by the loss of several troopers and continue search operations. your thoughts and prayers are greatly appreciated during this difficult time. >>> authoriti

i'm alex witt. we begin with the most significant ruling on abortion in a generation. in a 5-3 decision with justice anthony kennedy joining the liberals, the supreme court yesterday struck down a controversial law in texas that had forced over half of the state's abortion clinics to shut down. passed in 2013, the law stated abortion clinics must meet the same building standards as walk-in surgical centers. it also required doctors performing abortions to have admitting privileges at nearby hospitals, but the supreme court ruling yesterday said that neither of these provisions offers medical benefits sufficient to justify the burdens upon access that each imposes. when the law was passed the number of abortion clinics in texas dropped from 42 down to 19. yet despite the victory, many of those clinics will never reopen. yesterday msnbc's thomas roberts spoke to former texas senator wendy davis. you may remember she's the one who staged that eleven-hour filibuster to prevent the bill from passing. >> it's going to take several months, i think, to see us rebound to a plac
