but soon uc berkeley plans to build housing for both the homeless and students.iven the site's history. eric thomas has the story. >> reporter: peoples park was born in the late '60s out of opposition of government policies, it was part of the free speech movement. the co-founder says it always will be. >> probably the only place in the country that you can go sign up and have a rally and say what you want. >> reporter: that is why he opposes plans to build university housing on the site. but students and neighbors say the park is more synonymous with crime and homelessness now than free speech. >> it is pretty dangerous oftentimes get a lot offal alerts saying that there is armed robberies that happened. so it gets the students especially at nighttime. >> reporter: currently only a small percentage live in the few housing spots. the university says this plan would change that and more. >> we can put up student housing, we can meet the university's responsibility to work with the city and address the homeless situation, we can take a major step in terms of combat
