we are in el paso. today was supposed to be the day the pandemic era public health restriction known as title 42 was to be lifted. but the rules requiring the u.s. to turn away migrants are still in place after the supreme court put a temporary hold on a lower court ruling ordering them to be rescinded. the biden administration on tuesday asked the high court to rereject a last-minute effort by 19 republican-led states to keep the measures in place, but not until after christmas. the white house argueses the restrictions are, quote, no longer necessary to protect public health. the supreme court could rule on this issue at any time. here in el paso, we're very near the greyhound bus station, where there are folks who have been staying here overnight. it's about 32 degrees. overnight it was colder than that. there's so much movement, there's so many people coming through, but also going on to different parts of our country. we have seen all kinds of facilities settle up here. but there are men, women and

live in el paso our reporter is on the ground.are you finding as they deal with the surge in recent weeks? >> reporter: kaitlan, the biggest concern is a migrant could die out in the streets and a concern on both sides of the border. i want to show you around, because i'm in el paso just outside a church that serves as a shelter, but they only take about 120 people. look around me. on both sides of the street will are individuals who be sleeping on the bare concrete. a lot of them with their children. i talked to some yesterday who say that what they do at night is they wrap themselves with their children in their blankets to try to keep their children safer. all this, as you mentioned, that we're hearing that there are about 22,000 migrants that are waiting on the mexican side of the border for title 42 to lift. we learned this from advocates and city officials in a few cities. the cities, other cities, about 13,000 migrants there, what you see there are what you see in those cities. those cities just across the border from the r

julia ainsley has more from el paso >> reporter: tonight, chaotic scenes in el paso, including these migrants climbing over a border fence others going under barbed wire put up by texas national guard, all part of an ongoing surge of illegal border crossings here, and coming just as the biden administration is asking the supreme court to lift a pandemic border restriction known as title 42, a move border officials say would send the number of illegal border crossings soaring even higher to a record 10,000 per day the supreme court has temporarily blocked lifting title 42 at the request of 19 republican states. but the biden administration asking the court to reverse that in a filing tonight, saying title 42 is no longer necessary to protect public health. meanwhile, in el paso, officials say they're facing a humanitarian crisis it's about 33 degrees here in downtown el paso where migrants are sleeping and huddling together for warmth you can see the city has come through here to clean out trash others have donated clothes. and right now, officials say they're overwhelmed. we spoke to

the night happening in el paso. el paso is right on the mexican border. they've always been a really nice town. not a rich city, a middle class city full of nice people. completely safe. in 2010 when the city across the border had thousands of murders, el paso had five. very stable orderly place. now it's completely overrun by foreign nationals and not from mexico but around the world and they're sleeping on the floor of the airport. that's the airport in el paso. from august to december of this year, more than 80,000 migrants have been released by the federal government into neighborhoods in el paso. that's more than ten% of the total population of the city of el paso. that's just the migrants the government caught and released. you can't know the actual scale of what's happening here, of this invasion. millions and millions and moms of people. local officials are obviously overwhelmed, a lot of people are leaving el paso who are from there, the mayor declared a state of emergency. here's a recent commercial from el paso. >> others are going under bashed

it was cold and chilly in el paso last night.ire on the side of the border while they're waiting to get in. border patrol now haswell over 5,000 people in custody in the el paso sector. border patrol started street releases in el paso. almost # 00 migrants released to el paso city treats in part of this massive caravan that came across last night. you can imagine the massive drain on border patrol resources. how did this caravan get there? it was bussed in. take a look at the video. you can see 20 of these migrant buses received a mexican police escort and were bussed in and they were dropped off at local shelters and ngos. the migrants immediately walked down the border and to the river and crossed illegally in mass. el paso is not the only spot getting hammer right now. eagle passes as well. take a look at this video, just about an hour ago, another single massive group of up to 500 migrants that crossed illegally. all of them are single adults and the last couple of days, they had groups of 704 and 650. enormous group right th
