rnc chair ronald mcdaniel. let's start with the big subject right now and that is a republican presidential debate, just a little bit a month away. you have made it clear that you want to be on the debate stage, you want to participate, you got to sign a pledge to support the eventual nominee. and it is not just donald trump who is giving you trouble on that. take a look. >> it is only in the area of donald trump that you need somebody to sign something. i think it is a bad idea. >> i won't be signing any kind of pledges and i don't think that parties should be trying to rig who should be on the debate stage. >> i don't think the pledges good, i don't think it is the right thing for the party. i think it is meaningless at this point. >> are you standing firm on this? if you want to participate in the republican presidential debate, you have to sign this loyalty pledge. >> it is the beat biden pledge and what we are saying, and the debate committee has met for over two years, people from alexa to illinois to ten

you had a -- >> but that's a big part of the rnc.if you're the infrastructure and we build the road all the candidates drive on and in every battleground state except pennsylvania a republican got to the finish line, then the road the rnc built work. it put candidates in a position to win. but we can only put candidates in a position to win. they've got to cros the finish line. we also need to recognize as a party we can't win without every republican, but we also need independents. our country is migrating. we're migrating to red states for the most part. we're leaving blue and purple states and the path to the white house runs through independents. so we have to be able to attract independents. they're 42% of the country now into our party if we're going to win the senate and presidency in 2024. >> another part of mcdaniel's strategy, break with donald trump's long opposition to early voting to narrow the democrats' advantage there. the rnc is now openly pushing for republicans to cast their ballots in person or by mail ahead of el

he won't get on to the stage by rnc rules if he doesn't. >> this is a double blind that the rnc is playingecause trump -- this not a typical candidate. this a former president. he listed all these reasons you hear from some republicans. he has been a loser he tried to overturn an election. it's reasonable for candidates to say i couldn't support him. and so the rnc needs to create flexibility around that reality rather than creating this group think that forces everybody in to positions that people don't hold as a matter of conscious. >> what did you think of his reasoning? >> it's terrible. you don't say we don't support donald trump because he is a loser because he is losing until he winning. he was a loser when he came down the escalator and then he started winning and everyone loves him. you have to make a moral argument that this man cares more about himself and his own narcissism than the constitution of the united states, than our national security secrets. t the problem will hurd is going to have, and i like him, i am glad he is in the race, he has to have 40,000 individual donors

and i think there's a key tra strategy here with which the rnc is getting at.y want to weed out the candidates who they do not think have a serious shot of becoming the nominee. it will be interesting to see who can make it to the debate stage. even though we know that donald trump is saying he may not show up for that debate, we'll see about the other candidates, it's really -- these candidates' shot at showing america who they are, showing their debate skills and the rhetoric that they use and for a lot of more of the lower brand-name i.d. candidates, this is a good chance for them to really show america, you know, where their standing is, even if donald trump isn't there. without him, anything because of him not being there, they'll have a better shot of doing that. >> the risk is that the debates turn out to be, you know, sort of lame. if you don't have donald trump and then now we're starting to hear that ron desantis might say, well, if donald trump is not going to be on the stage, what's the point of me being the target guy on the stage, you know, like i

there is controversy, what is rnc saying about who won't show up? donald trump said i'm ahead in the polls, will not plan ongoing, he can still change his mind. one point ron desantis was debating whether to go, he believed it was a race between him and donald trump at the top. now he will have to shoe show up. does the rnc have a concern about donald trump not showing up on the debate stage? >> donald trump has done well and is dominant on the stage and bras knuckle throwing punches and he is touted, i think he likes to flirt with the idea, kellyanne conway suggested he might show up and there was sort of inkonconsistency you touched between ron desantis and his super mack saying if donald trump doesn't show up ron desantis won't, but he said he will. for him being number two, that is a huge ground to make up. and this might be a chance for him, even without donald trump to show the american people what he can do. >> katie: one wild card who made the debate stage is north carolina governor doug burgum, didn't she have unconventional way of getting

do you even think the rnc was rules are fair?bviously you talked about the winter in 480 some days away from the actual november election. what do you think about those right? now if you don't have people who qualify, want to only be trump on that? stage >> no, my guess is you're going to have six or seven other candidates on that stage, other than the former president. they still have another month or so. the hardest hurdle is the 40,000 small donors that they have to collect over 20 states. that's a challenge to be sure. it says that we're only going to look at serious. candidates we don't necessarily want a field of 15 candidates on that stage. they'll make the threshold, great hadn't. that threshold will also increase as you go to october, november and december. as it should. it forces the field of a. little bit if you're galvanizing voters, if you're doing well in the, polls you've got to maintain your position on that stage, and you're going to have the opportunity to really show what you're all about. show what this party

the rnc pledge about trying to support whoever the eventual nominee. it bodes well to keep it going. however, in the real world with the rest of us live, where you can federally indicted, you get 30 days behind bars at the onset for trial, i mean, this is a really astonishing moment in time. you got the former president of the united states, affidavit that shows probable cause why this entire began down in florida. it includes surveillance footage before they had an indictment and everything else they were aware they saw boxes moving. . the boxes we're seeing behind the screen of course, put in one area, not put back in full. this is part of the evidentiary basis. >> the boxes of being moved before the fbi ever went into mar-a-lago. how does that boost smith's case in. >> remember, affidavits are for probable cause not for beyond a reasonable doubt. what it does it suggests that i were looking for an eye towards grand jury item, witnesses they were going to call, they already knew what they wanted to know, whether you were credible when you spoke about

when we come back, with the rnc 's criteria for the small dollar donations tells us about the race as it stands right now. that is next. >> okay, take a look at this. this is a graph showing the sheriff fundraising from small dollar donors to republican 2024 presidential candidates in the first two quarters of this year. donald trump is the leading candidate. 82% of trump's total fundraising comes from individual contributors, from small dollar donors. those are people who gave $200 or less. those are the kind of donors who are typically able to donate more than once. they also happen to give us pretty good indication of the grassroots enthusiasm that is out there. now the enthusiasm for trump is evident, despite his considerable legal peril. and then there is biotech entrepreneur vivek ramaswamy, the one offering a 10% commission to donors donated she is a campaign. he second on this list with nearly 56% of his fundraising coming from small dollar contributors. now small dollar donations also tell us a lot about a campaign's long term viability and whether it has a base of sustaining

that it is not good electoral politics to turn people off of early voting, absentee balloting, and the rnc is launching a new campaign featuring donald trump of all people urging republicans to vote early. that's not the same thing as donald trump saying, look, the 2020 election wasn't stolen, but it is something. and i guess i wonder, "a," what you make of that, and "b," if you're at all optimistic that donald trump somehow can encourage people to come back -- can come back home again to the institutions we've setup thus far un-paralleled in terms of their integrity. >> well, look, i want everyone everywhere to take advantage with the options they have to vote in their states and communities. look at the one most convenient for you and no matter where you live or who you vote for, participate in democracy. as far as the president and others now embracing early voting, i'd like him to also talk about how secure it is, how secure ballot drop boxes are, how we can trust the results of the election. let's take that one step further so you're not just endorsing the process but overriding the p

at 3% or higher or a mix of two national polls and two state polls at that threshold that meet the rnco it has to be a poll of republican participants, and you have a lot of the folks there that you mentioned who do get above 1% in the poll, kate, but they need more polls to come out to meet the requirements to meet that threshold as well. >> absolutely. has donald trump announced whether or not he is going to take to the debate stage, because the impact of that decision is going to be huge for republicans? >> no, he has not announced and in classic fashion of donald trump, will he, or won't he -- because he loves to gin up that attention of will he, won't he, and he has said why should i debate if i am 30 points out ahead of all of the other folks and let them take potshots at me, and it is not a totally unreasonable point of view, but if he is not on the stage, and the television ratings impact, but the debate itself will still be valuable for the race of who is going to be the one to take on trump at the end of the day. >> that great, great point, david. it is good to see you. sara?

let's bring in former white house chief of staff reince priebus and the former rnc chairman.ndidate trump was a force of the campaign trail and point out how many rail eels he did. is this a different candidate? >> well, it's certainly a candidate that understands the rules, i think, much better today than in 2016. he is looking at polling. he is looking at delegates in early states and they are making the decision else they need to make. national polling is important, even though a lot of people dismiss it on the airwaves because obviously when you have a super tuesday-like event when you have 17 states voting all at once and potentially direct delegates to vote a certain way because delegates choose the nominee, not the voters, believe it or not. it surprises a lot of people. all those things matter. if you look at the polls, they are really not moving too much. there are some candidates getting into that 1% zone so they can get on the debate stage. other than that you have trump with a 30 plus point lead and ron desantis and everyone else. the dynamics have not changed in

so what happens if/when lindell doesn't win the rnc chair?s what he said about accepting the results. "if there's any computer used, i would question any election which used a computer."
