i'm kristen sze thanks for joining us. we start with a look at the battering from our latest round of storms. strong winds brought down a tree on a home in boulder creek, sadly killing a 45 year old man. he was just identified as robert brainard, the third downed trees, flooding and power outages are the major headlines across the bay area right now in the north bay, there's widespread road and vineyard flooding in forestville. work is underway in san mateo to remove a fallen eucalyptus tree outside peninsula temple, bethel and bright horizons preschool daycare. arborists say the tree crushed a heavy duty front gate and took down other trees, but did not damage any buildings. the damage is causing power outages across the region at this hour. p-g-and-e's reporting more than 162,000 customers are without power and some could remain in the dark for days. we're going to take a deeper dive into the power problems in just a few minutes. but first, let's bring in weather anchor spencer christian with the latest. hey, spencer. >>

i'm kristen sze. thanks for joining us. new developments in the investigation into the mass shooting at the kansas city chiefs super bowl parade and rally yesterday, police now say the shooting started as a dispute between several attendees. a mother of two was killed, nearly two dozen others were hurt, including children. three people are in custody and police say two of them are juveniles. this marks the 48th mass shooting in america in this new year. gun violence is taking a toll, not just on those directly impacted, but on the mental health of the masses. joining us live now to talk about it, erica felix, professor of clinical psychology at uc santa barbara. professor felix, thanks for joining us. thank you for having me. it's an important conversation. i know you studied the effects of disasters, terrorism and mass shootings on our psyche. what happens to us when something like this happens ? >> well, when we see this on the news, we are compassionate people. we feel emotions like anxiety, worry, stress. we sometimes p

. >> i'm kristen sze and i'm larry bell. thanks for joining us. happened while the workers were painting an apartment building in san jose. >> abc seven news reporter dustin dorsey joins us live with the very latest on the rescue. dustin yeah, kristen and larry, those two contractors for the crescent village apartment complex have to be thankful that they're alive after coming into direct contact with the high voltage lines above them. >> i'm going to step out of the way. so you take a look at the scene as it sits. right now, you could still see that lift in place. it's just under those power lines. one man suffered serious injuries and both were transported to the santa clara valley medical center burn unit around 230 this afternoon. now, let's throw it to some video. this was the scene earlier as san jose fire rescuers brought the two men down stuck in that lift. around 11 a.m. witnesses described a loud pop when one of the two workers hit his helmet on the power line. he was electrocuted and suffered severe burns to his arms and upper body. the

i'm kristen sze and i'm karina nova. >> a historic agreement with two of the bay area's largest refineries, chevron and the martinez refining company, have dropped their lawsuits contesting strict regulations by the bay area air quality management district. >> abc7 news reporter ryan curry looks at what this new agreement means and what the refineries need to do now. >> chevron and the martinez refining company must now comply with regulation six, rule five, a measure that limits emissions from refineries. both had filed lawsuits challenging that measure. but on tuesday, the air district announced a settlement. >> today is really about improving public health for residents who live near refineries. um, every anyone, no matter where they live, deserves or has the right to breathe clean air. >> the air district says chevron must reduce 70% of emissions by july of 2026. they will also have to pay $83 million for four years of non compliance. and they must pay $20 million in fines for hundreds of other violations. mrc has to reduce emissions by 80% and they have to constantly monitor air pollu

i'm kristen sze and i'm dan ashley. >> thanks for joining us. we have team coverage today as the stormy weather continues. we have crews in the north bay, south bay and the east bay. but let's begin with the forecast. >> and spencer christian spencer okay, dan and christy, here's a look at live doppler seven. >> you can see that we still have something left from the storm. yesterday's storm, the big powerful level four storm. right now looking at live doppler seven, you can see that the area that's being hardest hit right now in terms of steady rainfall and some of it pretty heavy. the santa cruz mountains from santa cruz up to scotts valley, then up north eastward through los gatos into san jose and continuing northeastward up into the lower part of alameda county. so that's a steady rainfall there. the storm has not yet ended, so we're still calling this a level one storm on the exclusive abc seven storm impact scale. going through the afternoon and into the evening hours, we expect more periods of showers and possibly an isolated thunderstorm
