act grant rulemaking authority and the d.c. state unambiguously yes. there was a seventh circuit case that confirmed that and that was the leland scape we were operating against. you are right, there were some pretty significant rulings from the supreme court rethinking how much deference should agencies get, rethinking in some instances refining doctrines the and we had a team closely look at that and figure houfrpt of that was impacting the f.t.c. after we have finalized the rule we got challenged in three different courts the eastern district of pennsylvania. middle district of florida and district court in texas. what has been interesting, each of those preliminary injunction rulings has been different. different on the analysis. the eastern district of pennsylvania said across the board the f.t.c. has this authority reskwrepblgted the arbitrary and can't precision and rejected major questions. the middle district of florida interestingly did find for us on the substantive rule making i do think that it gives you this authority but there's this maj

essentially, the exercise of that authority. likewise, insurrection act, reform doesn't mention congress. the statute itself, as it currently exists, doesn't mention congress at all, and doesn't subject president any reporting requirements or any accountability either. these seem to be issues that should be bipartisan in character, just as there will be republican presidents. there will always be democratic presidents and. the republicans will be suspicious of presidential and. likewise, democrats will be suspicious of republican overreach. so there ought to be some bipartisan basis. but i think whether or not that happen now is very much up in the air jordan, do either of you want to say anything about what? i would just say that with respect to the use of the military, there's a of talk about that in relation to dealing with our immigration or border crisis. um, i've always been opposed to the use of the military as a tool. i can understand the military in a support role, but the, our military is trained to kill and to win and

revenues versus authority expenses.d to make sure that we're managing those those costs they identified as authority costs within available leasing revenues in in accordingly we restructured the budget into three categories based on the available funding sources the authority costs budget the city costs budget and the subsidy budget and again the authority costs budget needs to be supported by our leasing revenues so we need to make sure that we're monitoring both our revenue opportunities and these expenses to make sure that we're coming in on target where as the city costs and subsidy budgets function more as pass through expenses whatever expenses we end up occurring on the city cost side as long as we have a stablished expenditure authority the developer is obligated to reimburse those expenses. similarly the subsidy budgets are available are can be funded by external funding sources and as long as there are sufficient authority or accrued balances in those accounts then we can we can fund those operations so some h
