my name is jim more srissey, a i'm employed by alameda county. i'm deemed as the mes branch coordinator, and acknowledge that urban shield initially started out as a primary law enforcement tactical competition. it has evolved well beyond that. for example, this year alone, there are about 240 tactical team members competing in our ems medical branch, we had 700 people involved. we trained well over 200 physicians, nurses, paramedics, involved in all aspects of emergency care, prehospital, in hospital. we actually created a scenario based on real life, a horrific event, the pulse night club shooting in orlando, we trained or responders here to better dale with the horrific events that happened in real life. granted, i don't agree with the terrorism nexus that happens, but we have to deal with what happens. all of our responders are well trained, well coordinated and have a true appreciation for the multidisciplinary approach to emergency management. we have seen time and time seen the successes of urban shield. i have travelled all over the count

my answer is, it is not just alameda county. have to start looking around the country for other places where we can replicate this gi s analysis, and it was something that was not done at the time to look at relatively small geographic areas and calculating life expectancy per neighborhood and comparing those neighborhoods to other neighborhoods in the same city or the same county. so, we took our map of alameda tonty, and i had to go back baltimore where i've have gone to medical school and i had, this triggered my whole interest in this issue. in baltimore, there are neighborhoods were people on average live into the late 50's. and so, there were dramatic disparities across the city of baltimore. we went to cuyahoga county, cleveland, that showed neighborhoods with 25 years of life expectancy difference between neighborhoods that were within a mile and a half of each other. new york city, dramatic disparity. seattle, los angeles, minneapolis, boston, philadelphia, san antonio, everywhere we looked, we haven't found a city in t

i've reached out, and i've spoken to every alameda county supervisor. i have spoken to sheriff ahern on the phone multiple times. i've met him in person, as well, as supervisor scott haggerty's event in south county, so the point i'm trying to make is i've left the comfort and security of the city and county of san francisco to peel back a very complex issue. there is something that i want to reinforce, and that is that i believe that training and exercise is important. i personally go to the gym every single day, and i push myself to the limit because i want to increase my strength, and i want to increase my flexiblity and increase my endurance, and cannot do that by sitting on your butt and thinking about exercising. with supervisor yee, we both witnessed exercises several months ago. i will admit, though, i think one of the flaws, supervisor yee is we were witnessing exercises with our friends, our friends that are in the sheriff's department, people that we know and see on a regular basis coming in and out. perhaps during the next exercise, we will
