i have been in community meetings in anacostia, harlem, and whaatts. i have sat with the people suffering. i spoke at the funeral angela dawson in baltimore who had her entire family killed in the firebombing by criminals she stood up to in her neighborhood. the person convicted of that was out and not properly supervised on a criminal conviction. we have to ask ourselves when we do that. on one hand, we want mercy. on the other, we want to stop victimization. some of the voices i did not are people that call the police like anybody else, but in their neighborhood, the police are not able to stop crime adequately for them. their kids walked back-and-forth across areas controlled by gangs and drug dealers. they want the same thing people want in chevy chase when they live in anacostia. they don't want misbehaving police officers. everybody understands that. they're still can be human beings that fail in any institution. the fact of the matter is the people who are the largest victims are the people who live usually in lower socioeconomic groups and espe
