the north bay. the snow may add up to about 2 to 4 inches over the next few hours. and then looking at the waves of rain moving through the north bay but now also starting to approach san francisco and the peninsula, it's going to be off and on today. but mainly hitting this morning. so as we get a closer look we can see that even though it was raining in santa rosa, there may be more showers returning soon, it's really moving into much of napa county and starting to approach solano county. you're starting to see sprinkles. expect the roads to get wet in the next couple of hours. also a couple of spotty showers along 680 near the san ramon area and we'll see rain coming into the peninsula, hitting san francisco within the next few minutes. it's going to be off and on and, yes, we're still watching out for the possibility of thunderstorms, small hail embedded in some of these heavier downpours and it's going to be moving into the south bay, as well as the east bay and tri-valley by late morning. but

you can see the south and east bays. it east bay. one person is in critical condition after a crash that involved multiple vehicles. >> last night was the intersection of a nation valley road. and oakland boulevard right off highway 6 for the walnut creek, bart station, where there was a pretty big crash for vehicles. one was a county connection bus with 10 passengers on board and in the 4 vehicles total, a total of 5 people were hurt in this crash. investigators believe that it first was triggered by a car that was coming off the highway too fast. on the peninsula. check this out. a big tree fell in san bruno at block. the 2 northbound lanes of to 80. and this was yesterday around 6 in the evening just in time for rush hour. this is just south of the crystal springs on-ramp. crews got out there, cut it down, moved it and we're ready for more. unfortunately, that situation today. yeah. and sequoia and kings canyon national parks to also planning to shut things down because of the stormy weather. >> they say they expect the atmospheri

if you are north of the bay bridge, go across the richmond bridge, and south of the bay bridge, go across the san mateo bridge. you can also use bart to avoid the backup. a lot more has been happening. let's head over to bob redell. what is happening at the bay bridge, what are the latest and what are the details? >> reporter: since you last saw us about an hour ago, you can see there's now a tremendous backup at the bay bridge toll plaza. now here we are, and this backs up into oakland and along the berkeley curve and this is because of what is happening on the eastern span of the upper deck which is the westbound direction of the bay bridge where there's an emergency that chp has been dealing with. number one and two lanes are open, but that's not enough to deal with this backlog of people who are trying to get into work inside san francisco. earlier in the evening, part of the western span was also shutdown. it's reopened, but it was shutdown because of a couple car crashes. around 11:15 last night, a car and suv collided and then as you can see in the video, there was a second crash t

we were stuck on the bay bridge.k your patience as gianna would say. >>> tens of thousands across the bay area are in the dark and some have been for a while. as many as 367,000 customers lost power during tuesday's wind storm. pge says that's the most in a single day since 1995. here is a look at the outage map. most outages are in the south bay. pge says the wind storm led to the worse single day for bay area outages in almost 30 years. nearly 99,000 people are without power. that's down from about 300,000 from tuesday. joycelyn moran is driving through the area and giving perspective of how the outages are looking. i know you are on your way to breaking news and you were there earlier. what were you seeing with the power outages? >> reporter: amanda, we are on our way to the bay bridge. in the meantime we want to talk about this because a lot of people are being affected by this. we were driving through red wood city before we got on the freeway and saw some outages. it's a lot of residential areas. there are othe

area, into the east bay, as well as the south bay.s is going to be clearing for the afternoon. we're preparing for this. all of the clouds, the area of low pressure, and the high amount of moisture that's going to be pumped in from hawaii straight into the bay area. we call that an atmospheric river. this quick morning shower, once again, and then we have an aerial flood watch that's been put up for the entire bay area as we're preparing for 3 to 7 inches of rainfall. this will increase the threat of landslides and mudslides, as well as high winds kicking up as the storm system arrives, 20 to 50 miles per hour winds, could cause power outages, down some trees. you do want to make sure you're starting to prepare for the potential of not having power for a while. now, we're also going to see sierra snowmelt, about 4,000 feet in elevation and below, and there could be up to 5 feet of snow in some higher elevations. so once again, the rain we're seeing now will be clearing out and that will be the time to clear the storm drains, make sure

the south bay. right around 11:00 to noon. then it starts to ease up for the north bay by early in the afternoon, but still coming down for the rest of the bay area by 2:00 to 3:00. 4:00, we're seeing it taper off for areas from the peninsula on northward, while we're still getting rain in the tri-valley and the south bay into the evening commute. then we start to see these pop-up showers and this is when we could see some thunderstorms. that's when we also may have some small hail, some rumbles of thunder and brief heavy downpours. but notice the change in the colors around the mount hamilton area, so as you go up above 3,000 feet in the hills, you could see it getting at coating of snow in some spots. and then eventually by early friday it's going to give us a brief break. as far as rainfall totals, anywhere from three-quarters of an inch of rain in livermore to over an inch of rainfall for san jose, morgan hill, as well as some higher rainfall totals farther to the north. the areas in purple is w

talking about mainly the south bay and the east bay. around 6260,000 customers without power is just an enormous number in the bay area. the majority of folks. and we'll zoom in here in the south bay where close to 130,000 customers in the south bay, a loner in the dark tonight here, the areas hardest hit. this is a southwest san jose campbell cupertino, sunnyvale, south toes. you know, the right here means at least 5,000 customers are without at the orange is the second worst. that's 500 to 5,000 customers. so you can see the areas that are real trouble spots next. biggest problem areas would be the east bay where you have close to 70,000 customers without power. not too good in the pleasanton area, but even worse here. just east of pleasant hill, south of concord. you know, cejka so many people live in these densely populated neighborhoods and then there's this, the berkeley hills, the hills above albany, elsa you know, just crushed tonight by those outages and after the east bay, the peninsula is the next biggest problem area. more t

the north bay.ow are the conditions there where you are? >> reporter: the rain has just started falling and it's a pretty light rain at this point. we know it's going to get heavier, we know the winds are going to pick up, and we also know that there is an area of particular concern in santa rosa, and that is a neighborhood that is on cooper drive because there are already six homes that are red tagged because they are threatened by a sliding hillside. for the last week, city leaders have been monitoring the sliding and they've been removing some of the soil there. at this point, again, six homes are not liveable. coastal communities are going to get the worst of this stormy weather, especially at higher elevations. that includes the santa cruz mountains that face the west where the wind will be coming from, and the highest spots in oakland and the berkeley hills, and the marin headlands will be gusty. the rain will pick up in time for the drive home tonight. you may not get a break if you are worki

it's going to give us the best view of both the north bay, the south bay, all around the bay area, asoves in. and right now it's mainly the north bay that's getting the more widespread rain, but we're also seeing some pockets of some heavier downpours, not only for solano county, but moving into contra costa county as well. so a closer look at the north bnow for the upper elevations, with spotty activity the farther south you go. we've seen the wave of rain moving around the mount diablo area. elsewhere, we are seeing lighter showers moving through for the peninsula, widening out the view so you can see how this storm continues to evolve and strengthen, even though the lows are going to stay off the coast of the bay area, it's also going to have a pretty big impact. last week we had the same kind of storm, but it dropped right over us, and that's the reason why it brought down a lot more trees. so here is where we rank our year, how this basically stacks up to our previous years. san francisco rainfall so far measuring over 30 inches, and the last time we had this much rain was 2005.

the north bay, a couple 1000 south bay about 4,000.ut the bulk of the outages, east bay and the peninsula. so let's walk you through what we're seeing right now. we'll zoom in to the east bay. we do have pockets of some pretty intense power outages out near pleasant hill and down of lafayette, actually out near close to ross more as well. so we've got pockets 505,000 customers without power, but it really is the east bay hills, especially in the hills above a perk lee, you can see large swaths of customers without power up near kensington down throughout downtown berkeley, out towards emeryville and then to the hills and the oakland hills just to the east of piedmont, got a lot of customers without power right there across the bay on to the peninsula. we do have a pocket of power outages here near south san francisco. again, 500 to 5,000 customers without power. and as we slide the map to the south following 101, south of the airport as we get to the san mateo bridge foster city. it starts to come into view where we're seeing big areas

active throughout the bay area. we have seen widespread showers and gusty conditions in these overnight hours. now what we are looking at is lingering light drizzle as this tracks to the east and south. that is not to say that we are done yet. this is the atmospheric river that we are dealing with. so much moisture suspended in the air. we catch a break into sunday and monday. by tuesday, it will start ramping back up as the next atmospheric river is projected to sweep in to the local area. it's causing a lot of issues. it's an inconvenient morning already. the roads are slick and ponding in low lying intersections. all of us are under a flood watch with local areas dealing with flood warnings. let's zoom in closer down to the san lorenzo area -- the san lorenzo river, actually. we expect the river totals to add up and it allows for flooding, even major flooding into this afternoon, close to 22 feet expected. this rain will continue to track to the south meaning that the santa cruz mountains and santa clara valley t

not only that, but for health care workers across the bay area. >> "today in the bay's" kris sanchez is here with what you need to know. kris, who is going to be impacted most here? >> a lot of families in the east bay and also a lot of health care workers. these changes will impact about 1.7 million health care workers in california and more than 36,000 students in oakland. as of today, oakland unified is aligning its covid guidelines with cdc guidelines. that means kids can return to school six days after their positive test and they don't have to take a test to return. they will have to mask through day ten after testing positive. >> so what about the staff? do they have different guidelines? >> the staff does have different guidelines. the district is still asking staff and students to isolate if they are feeling sick, to mask up in high risk situations, especially after they travel or after they are in contact with somebody who is positive. for staff, those guidelines are set by cal osha, and so they have to test negative to return on day six and they will, again, follow guideli

it starts with us here in the bay area. especially in the north bay. we're already seeing light scattered showers after santa rosa. notice a little bit of rain moving in through san francisco, and the timing of this right up here, i'm going to take this through, because for most of your monday, light and scattered. you have plenty of time to prepare for what's to come because the system moves in late overnight into tomorrow. i don't want anybody to get caught off guard. by 7:30 p.m., through parts of santa rosa, calistoga, ukiah, you'll see the heavier pockets, becoming widespread by late tonight. the wind will start to kick it up a notch, 30, 40, 50 plus miles per hour. you see the oranges, yellows, notice in the key, that's where we're going to see the heavier pockets of rain. the difference between this storm and the storm we saw on friday is a lot of this heavier emphasis and focus will be on areas north of the golden gate bridge, but still seeing pockets of rain pushing through santa cruz. friday's storm stopped for a period of time. rainfall tota

the bay area. yesterday's high winds brought down so many power lines and trees, including this one behind me at the home where i am this morning. the woman who lives here is on a wait list to get the tree removed and get her power restored. she was near tears when we talked with her last night. >> i was so afraid. and when it came down, the whole house shook and the whole house shook and my dog and i, my dog was, like, screaming. he was crying. and i had a parrot in this room, the branch that came into the room there fell onto her cage and demolished her cage. >> reporter: now, in san jose, neighbors banded together to keep a compromised tree from falling into a home there. they tried to reach out to the city. they were put on a wait list as well. so they did their own thing, they called in a tree company and they called in tree experts to take that tree down before it hurt anybody, because they just couldn't afford to wait. they said the situation was just too scary. >> i'm paying thousands of do

becomes widespread around midnight to 2:00 a.m., all the way from the north bay to the south bay. this is going to be a widespread impact. but if you're curious to know when we're going to see the heaviest downpours, i'm going to slide this over to about 5:00 a.m., and you'll notice there is where we start to notice the intensity and the rain rates start to ramp up. this is where the moisture comes into play here in san rafael, calistoga. the difference with this system, this seems to be more focused towards the north bay, which is where we'll expect the highest rain totals. even with that, we could see some of those higher totals through the higher elevation areas like the santa cruz mountains. so, debris flows, muld flows, anything like that near any sort of burn scar will be of concern. the models are showing anywhere from 2 to 3 inches, maybe even a little over 3 to 4 inches likely in some of the higher peaks for the north bay. down through santa cruz as well. typical rain showers in san jose, but the wind is another big thing. flood watches go into effect starting tonight. ta

in the east bay say this problem is just getting worse and as "today in the bay's" gia vang records, there are warning hyundai and kia owners to take extra measures. >> reporter: the how-to videos of stealing kia or hyundai vehicles not equipped with an engine immobilizer by hot wiring the car has reached east bay cities. so much so, if you talk to an owner of a kia and hyundai, they'll tell you if it didn't happen to them, it happened to someone they know. >> the custodian i work with, he had mentioned that his kia got stolen recently. >> reporter: police say this december hyundai and kia vehicles make up 38% of stolen vehicles. >> the increase that was seen was essentially more than triple the amount that we had seen in the past of hyundais and kias stolen in the system. >> reporter: he usually get the call to pick up the stolen cars, saying about 15 or so are here in his lot he keeps a watch over. but daily -- >> every day, two, three, four. we had 18 in one weekend we picked up for various agencies we worked for. >> reporter: he says for those owners -- >> some of them have insur

tam: mission bay was once a bay. it was an inlet of the bay. it was marshy and brackish and kind of shallow. mission bay is finally getting built after many, many years of planning and agreements around infrastructure. there are some really important institutions that are there now, new commercial buildings, as well. it's an area that is rapidly becoming a part of the urban fabric of san francisco where it really was once seen as, like, a strange and unoccupied place, but, because we planned it in an era before we were thinking of sea level rise, it's also very low-lying, and it's one of the city's more vulnerable places to future sea level rise. scholl: the problem is that the land is so valuable because it's now land. development companies couldn't not build there. there were billions of dollars in real estate to be had, but they built it in probably one of the worst places they could have. it was a bay in the past, and it most likely will be a bay in the future. tam: we picked this part of the shoreline for a study around design concepts for

the bay bridge shining there, waiting for the sun to fully arrive over the bay area. maybe part through the clouds we're seeing out there. showers, once again, kari. >> it's been off and on. i think today for the most part it's going to be off. but yesterday we also had more clouds moving in. i got this picture on twitter showing that the skies look like thunderstorm season for the bay area. we're going to see a lot more clouds like this over the course of the week into the weekend. here is what we're expecting. a stronger storm set to arrive between thursday and friday and we will have a flooding concern, as well as more mudslides, as well as liver flooding. and those winds may gust 20 to 50 miles per hour, causing power outages, as well as sierra snow melt and dangerous snow above 6,000 feet. we're going to be having more details on all of this coming up. we want to make sure you're prepared as well. >>> mike has a look at where you can find slightly lower gas prices. >> thank you for that qualifier. in alameda county, the livermore arco on stanley, they have a low

even up through the north bay as well, notice most of the bay area will get anywhere from about a quarter of an inch to just over 2 inches. so this is good here, because notice what we've been worried about, the san lorenzo river has already hit flood stage from previous storms and we are expecting for this to crest above flood stage, right below major flood stage at 11:00 a.m. today, at about 26 feet. this is above the flood stage of 16.5, but as the system clears out it will help it begin to recede heading into the evening. the winds will be the next big concern because the timing right now for some of the gustiest conditions, right around 10:00, so right as the storm comes through, until about 11:00, 12:00. the winds around san francisco, 50 plus miles per hour, river more 43, through san jose, 30 plus as well, and it stays very gusty, ramping up through about 12:00, 1:00. concord, 50 miles per hour, through san francisco as well. so we're not going to see these winds start to taper off, really, until this evening. once that does move out, that's going to make way for still the possibi

but mostly upper 50s for the east bay into the north bay. we'll talk about what's going on this weekend coming up. >>> mike, you have a look at 580 in pleasanton. >> this is what we're looking at, you've seen these signs, they've been there before covid and then the shutdown of a lot of businesses, we had fewer commuters and they stopped taking tolls. this is 580, the two east bay segments, a live look in pleasanton and on 680, the sunol express lanes. the stretch of freeway between fremont and then hacienda and greenville. the criteria is the same as around the rest of the bay where you get certain solo drivers with clean air vehicles, they'll be eligible for half price. the full price is displayed on the signs above. the roadways, outlining them with arrows. that is an example of where you see the signs through the tri-valley. the express lanes tolling resumes today. it's friday and we have green on almost all of the freeways. >>> starting sunday, fewer police officers will patrol the streets of berkeley. >> "today in the bay's" bob redell

so the north bay, you're already quieting down central part of the bay area. moderate rainfall on the peninsula in the east bay. obviously you can see where the heavy stuff is. that's further southward. morgan hill, you have downpours right now really was rough. one for your travels down 101 from san jose morgan hill. the gilroy also highway 17. a problem spot too, because of the heavy rain in these areas. these are definitely areas where you need to watch out for ponding water on roadways. if you flooded spots areas where you cruz highway 17 over the watsonville. all problem areas as well. now flooding risks does continue to the south of us because of all this, we are seeing flooding warning for half moon bay in coastal san mateo county. green areas are those areas will flood advisories all continued through this morning. now, here's the good news. very tail end here. so we start to see activity becoming a little bit more sparse in a lot less heavy, even for the south bay in the central coast. as we push on into the early morning and really continuing to clea
