as the bay area cleans up and dries out from the latest rain storms, people in one south bay communityre living in worry that the storms may lead to flooding. in san jose has been historic flooding. it's seen it in that area before. all because it actually sits besbsea level. residents say they can already see water ponding on some properties. jose is hard at work on a $9 million project to upgrade an old pumping station. the problem is it won't be up and running for two more years. >> if they don't have that, then what are they going to turn to when it does happen? if it does happen, god forbid. but that's something to worry about. >> san jose taken multiple steps to prevent flooding, that includes providing a wall of sandbags and setting up portable pumping stations. crews have also thoroughly cleared out storm drains and, like we said, more rain is on the way. turn to meteorologist kari hall now for a look at this next storm. >> it's good, laura, not to see a lot of green on the radar. we need some rain but some breaks in between. getting that now, but still scattered showers in the

fireworks from across the world to right here in the bay area symbolize the start of 2016. another year comes a whole new set of laws. >> "today in the bay" kris sanchez will start breaking down the changes we'll see today. >> good morning. governor brown signed more than 800 new laws into effect and clearly they're not all going to affect you personally, but one of them does allow beer tasting at your local farmers market. you might like that one. and also allows you to let your lawn go brown if your homeowner's association frowns on it. first, the concealed guns are no longer allowed on any school amps from elementary schools to university campuses and this applies even to people who are allowed to carry concealed weapons. toy guns have to look more like toys and less like the real thing. the push for this change came as the result of the shooting of andy lopez, a teenager who was shot by a sheriff's deputy in santa rosa. that deputy believes the air soft rifle the boy was carrying was the real thing. the triggers now have to be brightly colored in addition to those tips b

look at that, right through the bay area. our "today in the bay" team is here in the newsroom and out in the elements to help you get where you need to go safely. let's start with meteorologist kari hall with a timeline for all of this. >> it's going to be off and on all day. we've seen the heaviest of the rain already moving through. as many people head out to work or school, it is already wet. as we take a closer look at what's happening, this is what we can expect, heavy rain and lightning offshore. a lot of that has been weakening. that's a good sign and widespread heavy rain continues with isolated flooding through late morning, and into the afternoon and evening, still a possibility of thunderstorms and gusty winds. but it will be very hit or miss throughout the day and even continuing into parts of tomorrow. i'll detail that and what else to expect. let's check in with mike to see what's happening on the roadways. >> as the rain and wind continue, we're watching for flood reports, downed trees and rock and mudslides. w

for tomorrow morning, the biggest change we'll undergo is big tulle-y fog in the bay area. starting us off with foggy skies in the north bay, 41 degrees and you need the jacket and probably not the sunglasses. thick areas of patchy dense fog and south bay will begin at 45. let's dig a little deeper on the layers of the forecast. primarily, the main reason we continue have any rainfall is high pressure off store. that's steering the storm activity off to the north. again for tomorrow, what we'll see with relatively quiet conditions aloft is this tulle-xwrrks ftulle-y fog. you can see that over to contra costa, solano with fog lingering into san francisco. we'll find patch of clouds down to the south bay. the models aren't showing that too well but i think we cannot rule this out. the low clouds hang around until about 10:30 in the morning tomorrow contra costa and solano counties. then everybody gets blue sky. looks like a beautiful day. in terms of our next storm system, we'll need to wait and that's good news because our recent rains will be able to soak into the ground and

caught along parts of the california coast are now safe to east, but not crab caught here in the bay area. here's the map that shows where the crab ban has been lifted. we're looking at the waters to sant ra barbara counties. crabs caught in other areas are still unsafe to eat. important to pay particular attention to the source of the crab. remember back in november the california department of fish and wildlife postponed crab season up and down the coast due to the discovery of high toxins levels in crab. >>> a historic visitor in the bay area today. the largest ever container ship to dock in the u.s. the benjamin franklin drew big crowds. people gathered to watch it squeeze under the golden gate bridge. it really had 30 feet of clearance but it was a dramatic moment watching the ship slip under the bridge. tonight it is berthed at the port of oakland. it's almost a quarter mile long and an carry up to 18,000 shipping containers. >> you. i mean, it's incredible. and as it approached, i was like, it's getting even bigger. >> the ship also docked at los angeles as part of its trial visit.

highs around the bay area tomorrow, low to mid-60s. so kind of a mild day with the clouds and a few isolated showers after the morning rain departs. and for the north bay and tri-valley, upper 50s to low 60s. so here we go, round two. more wind. and a progressively wetter storm. in fact, we've been look agent these computer models now for the last day or so. and it looks like we're going to get another 2 inches of rain for parts of the north bay from 3:00 a.m. to 11:00. you see it right, there racing on through. and back to some scattered showers into the evening with a break. we think right around wednesday. thursday, a few showers out ahead of the next system. that's going to be on the approach for friday. and as you make plans for the end of the week and the weekend, friday, storm number three arrives and scattered showers. slightly cooler temperatures too. so that is better news in the sierra. we'll see better snow production out of these storms. and yes, the rain rate is adding up. we're seeing 70 to 100% of average rainfall to dat

thursday night that next system moves into the bay area. r some of us we're not going to catch a break between thursday's system and friday and saturday's system. so for places like the north bay and san francisco, it may rain for three days in a row. and you know what that means when we get rain just consistently for days in a row, we're talking about inches of rain. yeah, look at the colors here on the bar. you'll notice 1.5 for north bay, san francisco down through the peninsula, even parts of the south bay. and maybe lesser amounts for the tri-valley but does look like overall most of us will pick up at least an inch out of the first system and then another inch possible for that last system as it moves through friday into saturday. so we've got three more storms to go this upcoming week, don't put those umbrellas away just yet. tomorrow we will see a brighter day, temperatures a bit warmer. again, wednesday that system pushes into the bay. thursday a dry day, thursday night rain pushes back in and friday and saturday this upcoming weeke

again, some of these spotty showers throughout the bay area right now. 55 in san francisco. tomorrow morning, everybody will have that possibility of rainfall with us from the north bay down to the south bay. and not quite as cold as it has been the past several mornings. instead of 20s and 30s, we'll start with 45 in the north bay, 48 in the east bay, and the south bay at 49. let's get to the goods on this storm system. and what we expect in the rain timeline. 7:30 tonight, spotty showers developing, marin, napa, and sonoma counties. then the cold front, the heaviest rainfall begins to move in by 10:00 tonight near santa rosa, point reyes, and napa. you may not have much in san jose by then. once we hit midnight and 1:30, cold front moves across. we get heavier areas of rain developing throughout the east bay and down into the south bay. so it looks like right now, for tomorrow morning's commute, yes, roadways will be wet, but some of the heaviest rainfall will have left by then. still have scattered areas of rain for the morning commute on tuesday. we'll keep the chance of

tonight, it's not clear if the man fell down the cliff or was hiking near the area where he was found. >>> in the north bay the search is suspended tonight but will resume tonight. a missing surfer has been swept out to sea. rescue crews scoured the area. we have pictures from the national park service. a surf for was giving a fellow surfer cpr when the unconscious surfer was dragged out to sea. rob mayeda, when does the next storm get here? >> we'll see the surf on the rise. 6 to 10 foot swells off shore and wave heights up to 12 feet and gusty winds too. all of that set to rise tomorrow as a strong windy system offshore pushes the swell to the coast. but the wind that reaches our coast as big waves, 15 to 20 foot breakers at 11:00 tomorrow night into friday. that on top of a king tide that is popping up as we go through friday and saturday with a high tide of 6.6 feet. so you've got the surf on the rise, the astronomical high tides at the same time. the threat for coastal flooding increasing as storm runoff increases from two storms coming our way that could drop 2 to 4 inches of rain in the north bay. w
