bob redell live in san franci o francisco. bob, muni workers can't legally strike. that's not allowed. sickouts are the next best thing. but even the protest leaders can't publicly say don't come in. the union representing didn't organize yesterday's sickout, it appears that was something done on behalf of the workers. a proposed labor contract and they are doing it again today. the second day in a row. this according to muni they're telling us that about 300 transit operators have called in sick for today. that is fewer than who called in yesterday. yesterday around 400 and today around 300. that still not enough to get the transit back to full service because they typically have around 600 transit operators in the bay. so, be running around half capacity. so, you do have some buses leaving here from the bus barn here at mariposa and bryant but not the complete number you'd have on a tuesday morning. as a result, the muni is telling you that there will be a major impact to service today again. in an effort to discourage the sickout, they did release this memo to it

bob redell is live in san jose. how much more water are people using? >> reporter: good morning, kris. we just spoke with the san jose water company which delivers water to around 1 million people here in the city of san jose. they tell us the water usage is up 3% to 4% when you compare the first quarter of last year, with the first quarter of this year. that's in spite of the company sending customers their inserts in their bills asking for a voluntary 20% reduction in use. the agency blames the increased useage on an extremely dry winter. but all agencies had an extremely dry winter, yet some saw their customers cut back on usa usage. the public utilities commission, we spoke with them this morning, they say it's 180,000 customers cut back by 8% over the past three years prior to may. but they are still falling short. they admitted their voluntary cutback of 10%. east bay, they serve 1.3 million people and they tell us their customers have met their cutback challenge by reducing their water usage by 10% since february. that brings us back to san jose

"today in the bay" bob redell joins us live from the camp where workers are getting ready to receive campers and, bob, it must have taken a lot of work to get to this point. >> a lot of coordination. good morning to you. if you were here in this spot it would have been an inferno. the camp site that burned to the ground, nothing but a shell. as you can see, the san jose family camp has rebuilt this camp site along with 16 other camp sites as you look around the camp ground here. now, what is remarkable is how close they were to possibly losing the entire camp site, which includes around 65 tents. because if you look at the ridgeline up there where the sun is coming up, that's where the fire was and then extended all the way around in a horse shoe pattern around the site here, the san jose family because of the efforts of cal fire and by having the luck of having some roads nearby, they were able to establish fire lines and keep this fire from expanding to much greater area in this particular spot. it was in january that san jose family camp brought on a new manager to be tasked with r
