in some ways -- brendan buck -- i would be interested in his opinion on this. in many ways, this fight on the republican side, it's all within the house republican conference. it has been brewing for about a dozen years now. it began in 2010 with the freedom caucus. it's the same crowd that brought down boehner, that would have brought down paul ryan. here we are. until there's a republican leader who is willing to just stand up to them and have this fight, we're just going to see this continuing around and around. >> congressman, thank you very much for coming off the floor. stay in touch. if the strategy changes, please let us know. we are watching this. it's fascinating. brendan, you have the cue. >> he is right. this is manage that both previous republican speakers dealt with. we had larger majorities. it made it easier to get through some of these fights. what chuck was talking about earlier is right. at some point this stops becoming about kevin mccarthy and it becomes who is in charge of the conference. is this going -- are we going to allow 20 members t

garrett haake, ryan nobles, brendan buck. and the vote continues to be open and we're looking at the numbers on tally on the screen and to chuck's points, are allies of kevin mccarthy ready to hang with him for two weeks if that is what it takes? and what does tonight look like for kevin mccarthy and his team? >> i couldn't speak to the two-week time line specifically but kevin mccarthy allies is not just hanging with limb, it is hanging against the 10% of the conference who is trying to override the rail of the other 90%. and remember, this is not the first, it is the sixth, and it is not the sixth, it is really the seventh time kevin mccarthy's name has been put up for speaker because there was also the closed door ballot back in november in which he won an overwhelming majority at that time of his conference. if you have been paying close attention, you heard pete augilar, nominating hakeem jeffries, based on the will of our caucus results, i nominate jeffries. the republican conference has smoken to. they spoke in the clo

also with us the former aid to speakerers paul ryan brendan buck. our friend jonathan lemire predicted we should get ready for a lot of republican on republican political violence. where does the majority go from here? >> reporter: it's probably not way too early to make that prediction here. that's what this speaker fight has shown us. we are probably in for way more of what it took to just constitute this congress. because electing a speaker, getting on to the business of putting committee chairs in place is supposed to be the easy part. we know that mccarthy made concessions during this process that are likely going to had make it more difficult for him to govern. power was taken away from the speaker's office and given more to the rak rank and file. that was the point for many of the hardline conservatives. if you listen to some of the mccarthy allies in leadership, that's not what they are putting out there today. listen to tom. >> this will arguably not make kevin mccarthy a weaker speaker. this will make kevin mccarthy perhaps the strongest s

also with me, brendan buck who has advised the last two republican speakers., you have new reporting on that gop conference call. what's happening right now? >> yeah, chris, they were in the q&a portion when i last put my phone down and stopped texting our sources. my colleague and i just trying to get a sense of what's being said on this phone call. and really it sounds like they're playing some sort of shakespearian game of what's in a name. what do they mean by deal? this is true last night when we were checking our sources when they were leaving the capitol, there is a deal that gets kevin mccarthy more votes, it can shake things loose from the 20 no votes he's had to getting closer to the number he needs to become speaker. but it's not all of them. that's why there's no deal outright that makes him speaker today. the upshot here is that they're still working on it. so what we could see and this is what's going to play out in realtime when we get to the floor at noon is, if this framework of a deal that gets him a few more votes actually shows up in the vo

brendan buck, you have been through leadership fights before. you worked for two speakers who were challenged from the freedom caucus, from the tea party, from their own ranks. this is extraordinary. kevin mccarthy has the majority of this caucus. he is being held by a handful of people. >> this is the dynamic that we have been dealing with for a long time. it finally is coming to a head. some is the reality that the majority is so narrow. it's a five-seat majority. it's hard to look at this in this context of right now. this is years in the making. this is a dozen years of the far right clashing with leadership. the conflict between the house freedom caucus and leadership. kevin mccarthy has been in leadership this entire time. kevin mccarthy came out swinging this morning. in the conference meeting he confronted those people. told them that -- laid out their demands and said, these are unreasonable. tried to use the pressure of the conference to prove the things they are asking for are absolutely objectionable. they would not support them. he

brendan buck, let me go to you. what is mccarthy's move here? what are you hearing from the folks you're talking on the capitol hill regarding the next phase of leadership? >> the fact that there is enough people who don't want to even adjourn shows threw are enough people who don't want to have progress. and kevin mccarthy right now wants to take a break. he's been negotiating with people, he wants to bring them in a room, and a couple of reasons, one to advance progress, and one, to also show the rest of the conversation, hey, i want you to know what i'm doing. i want to read in the rest of the conversation so they have some level of transparency of what is going on. but also to show those people that he is negotiating with that he's getting way over his skis, and remember there are a lot of people in this conversation who are not going to like the kind of stuff that kevin mccarthy is already giving away and some of the people who are asking for things probably need to see that their colleagues are not very happy. they need to see that kevin m

brendan buck who worked for a two former house speakers. john -- paul ryan.ice, what stands out to you when you look at these transcripts? >> so yamiche, it's amazing. the volume of information that we now have is just absolutely incredible. i think it gives us some sense of how difficult the task that the special counsel will have ahead of him is. in figuring out what it all means. there are some early things that emerge. one of them is obstruction of justice. obviously, one of the crimes that the committee referred to doj on is trump's alleged obstruction of an official proceeding. there is also obstruction that permeated the committee's process. with witnesses suffering absolutely incredible lapses of memory on topics that i think most of us would have clear memories on, important event surrounding an insurrection. there are also witnesses who fail to show witnesses who didn't provide documents. people don't just obstruct just for fun. people obstruct because they are covering something up. that suggests that there is much more work to come here. >> there

joining me now is brendan buck, former chief communications adviser to paul ryan, former press secretaryn page, washington bureau chief for "usa today." david, what is your prediction? >> i'm out of the prediction business -- >> what's your reporting? >> i've been talking to republican sources all week and that includes today and the one theme that runs through all of my conversations with them -- and these are -- i would like to think are pretty good sources, they don't know is that -- it always depends on maybe today will be a good day where there will be movement. maybe not in the vote, but in the negotiations. there is some optimism among some republicans this morning that overnight there was some movement in the negotiations. they're not expecting movement in the vote, they're not expecting this to clear up this week. but they feel like some of these talks about a rules package and how republicans would governor the house if they can ever get themselves a speaker and swear themselves in, will get the members to a place where they can support kevin mccarthy at least enough of them. b

joining us now to predict what is going to happen is brendan buck, former -- john boehner and an msnbc republican takeover of the lower chamber. think back a few could to 2010 after the, quote unquote shellacking that president obama received. republicans took over but it felt like the general attitude, the position in that white house was far less tenacious than this one. what does that tell you about how this is all gonna play out and the advantage democrats seem to have? >> yeah, i think the white house very clearly sees an opportunity here. and i don't blame them. this is what i've been, hey, as a republicans as what i've been worried about this whole time. that there is going to be republican overreach. you are going to have people with big platforms who are gonna make the party look even crazier than it already has looked. and it's gonna play into joe biden's advantage. look, this is what happens, i appreciate you saying, you know, we worked quite the same in 2010, 2011. look this is the same thing that happened with barack obama. he was very unpopular. we got swept into power in

so let's bring in brendan buck, former adviser to john boehner and paul ryan, both speakers. brendan is there something that kevin mccarthy has up his sleeve that he can use to pressure any of these holdouts into voting for him? if he's not going to get there with carrots, does he have sticks? >> i mean his sticks are the pressure of the colleagues. i mean the walls are closing in on now six people. effectively, when you get full attendance, just need to flip two more. i mean this is, excuse me, four more. this is getting to a point where it's going to start feeling inevitable, it's going to start being where people were really dug in can turn to some of these people. i'm looking at this list, and you have andy biggs and eli crane from arizona, and maybe paul gosar, a big hold jut, also from arizona, can start working those numbers. this is a very gettable list. i think some of these people may need to take a moment and realize that this could be over very soon and realize they're just delaying the inevitable. at this point, maybe there are a few small things that they can ge

simone sanders is still with me and i want to bring in brendan buck, former aide to speaker paul ryanner, our eagle eye team has been looking at what the conversations have been like, brendan, on the floor, and mccarthy allies are in conversations with the remaining holdouts, according to them, rosendale, stefanik, eli crane, gaetz walked over to them and said something and stefanik appeared gaetz not to be joining in the conversation, so he walked away. tell us, as somebody who knows a lot of these players here, what you imagine these conversations are, and how do you see this playing out today? >> yeah, things just got very lonely for these last few holdouts. so i have been very careful not to predict about what i think is going to happen. but there is incredible optimism right now from republicans that kevin mccarthy is going to pull this off. that he is right now within striking distance. and obviously, matt gaetz is trying to screw things up as much as he can. he doesn't want there to be a deal. but i'm looking that the list of people who are left, and there definitely seems to b

also with me, jake sherman, brendan buck and steve israel of new york.s now director of the cornell constitute of politics and global affairs. rules packages typically get no attention in congress, but here we are. so why is this being mentioned and what's in this package? >> reporter: it is a lot different this time around, jose, in part because in order to win over the right wing of the republican party and the house of representatives, kevin mccarthy was forced to make a lot of concessions, many of which are going to be part of this rules package that's voted on later today. the most obvious example being this provision that would allow any member of congress to call for a vote to remove the speaker of the house and obviously with something that was mccarthy initially was not in favor of but then was kind of worn down by these consecutives and it's going to be adopted as part of the rules package tonight. a lot of other concessions that mccarthy made are being worked out in the steering committee meetings which is happening just down the hall from whe

what's interesting about this, brendan buck made this point in the "new york times," this is a majortariany. with 218 votes you can get a lot done. without 218 votes, you can't get anything done. and kevin mccarthy one way or the other does not have those 218 votes. nobody else does, and, so, you know, you have to think about what is the end game here? what is the most positive outcome, and frankly, i cannot come up with anything that does not lead to an incredibly weakened speaker who essentially has allowed himself or herself to be held hostage to the most extreme elements of the caucus. over the weekend, kevin mccarthy, you know, who has been willing to put his manhood in a lock box for donald trump for some time now made concessions to conservatives saying i will allow you to have a vote to oust me at any given time. how is that going to work out in this particular caucus. you got to get john boehner on the phone and paul ryan on the phone and say guys, can you just remind me why i'm doing all of this. is it actually worth it. >> yeah, i mean, charlie, that's exactly right. kevin mccar
