news4's darcy spencer live now in chevy chase, maryland where she just learned the names of the victims. darcy? >> reporter: jim we are going to get to that safety information in just a moment. first, yeah, montgomery county police confirmed the names of the mother and daughter who died right here at their home in chevy chase yesterday afternoon. they are 29-year-old crystal pewter ball and her 4-year-old daughter lily. we want to show you some video of what a such pump looks like, there is interesting how this can be avoided. a lot of people have such pumps in their basement. they were electrocuted outside their stairwell andmp pumps in their basement. they were electrocuted outside their stairwell. a gfi, a minicircuit breaker was told was needed to prevent injuries. >> anything with electric that's in water is never good. never work with a such pump that ismp pump that is plugged in. there is all sorts of leak ritz roll -- electricity running through this thing. gfi, have that inspected by a professional. and make sure your system is working correctly, the right system for your house

news4's darcy spencer reports on a device that many of us have in our basal that could have led to the deads. >> reporter: a mother and a young child undergo an electrical shock in montgomery county. fire and rest crew crews were called around 4:30 in the afternoon after a rainstorm had apparently flooded their basement. a family member came home and found the victims. >> reporter: firefighters arrived on the scene within minutes. they immediately initiated cpr and transported the adult female and child to the hospital. >> reporter: fire officials say they believe the shock was connected to the sump pump in the basement. they're usually hard wired into the electrical system and investigators are checking to see if there could have been a problem with the pump that led the water to become energized. >> something to do with the sump pump. the floor -- ground floor basement area was saturated in water. there was some deep water in the stairwell area where the sump pump was being operated. >> reporter: neighbors also have sump pumps in the basement and they were concerned something like th

darcy spencer live downtown with new reaction from her sister. darcy? >> reporter: that's right chris. i spoke to her sister tonight. she tells me that the victim was heading home. she worked at a local hospital in the housekeeping department. her sister tells me that she is now so afraid, she is afraid to get in a car because of all of these family tragedies. >> it just seems like every family member just die from a car accident. >> reporter: nikita tillman cannot hold back her tears as she talks about losing her sister in a car crash. >> and i just talked to her last night through facebook, because we were talking about a father's day cookout. >> reporter: octavia tillman was a passenger in a car that was struck by a hit-and-run driver. she was heading home from washington hospital center with some of her coworkers. >> my sister was sweet. she was kind. she was loving. she always worked all the time. >> reporter: the loss is especially hard for this family. tillman was cousins with tamika curtis and tiffany wilkerson, sisters who died in a crash in ox

but as news 4 darcy spencer reports, he was not the target. >> friends of tayshaun dorsey have set up a candle light memorial in the place where he was killed in his sleep. he wasmx crashing at a friend's apartment after celebrating his 25th birthday. someone fired two outside from outside the apartment. one struck him in the head, the other in the ceiling then crashed through the bedroom window. we spoke off camera to the couple who live in that apartment where this all happened. they said they loved their friend and they feel horrible about the fact that they didn't realize right away that the bullets had gone into that room. when police first investigated the call for shots fired, one of the residents in the apartment told police everything was okay. but when police returned later after a casing was found in the stairwell, he went into that room and found his friend's body. >> what a tragedy. for the entire community what a tragedy. >> georgette agnew is a friend of the dorsey family. dorsey's mom said she moved her sons to fredericksburg so they could grow up in a safe community.

darcy spencer just got to the scene. we hear that there were some kids on that tram. what else can you tell us tonight? >> reporter: erika i can tell you that prince george's declared a mass casualty incident because so many people were hurt. we took quite a hike to come in here to come to the park here. this is the scene of where this happened, very deep into the park, as you can see. there are investigators here on the scene, people from the parks department trying to figure out exactly how this happened. there were 30 people on this tram. it's been described as sort of like a toy train. the front part of this the tractor piece of this apparently overturned. and again, 30 people were on there. we are told adults as well as children, 21 people, were transported. that includes the person who was conducting or operating this train here through the park. we were able to speak to a woman who was here when this happened today and she was able to help a little girl who was hurt in this accident. >> yeah, all having a cookout for my dad. we were walking over to the ice crea

a fiery crash left a boy dead. >> darcy spencer has new information about this accident. darcy?> reporter: good morning. what we're learning is that the victim who died in the single-vehicle crash was about 10 years old. that little boy apparently in the back passenger portion of the car. what we found out just a few minutes ago, apparently the car was driving here on the eastbound side and went over the median. you can see that the car plowed right into that hillside there. right off of sam eig highway. let's go to some show we shot a short time ago. so police are saying this accident happened around 3:30 this morning. they're trying to figure out what was happening, where was the woman going where was she heading to at 3:30 in the morning with a young child in the back seat. an ambulance crew happened to be in the area and they spotted this car. they jumped out. that car was on fire and they grabbed the fire extinguisher to put the fire out. it wasn't until later that they realized there was a child inside. >> taken from the scene with the burns and other injuries and taken to

news4's darcy spencer is live there. what can you tell us? what are you learning right now? >> reporter: erika we are working to find out exactly what police are investigating here. to set the scene for you, i'm standing on maryland avenue and southwest, right here to my left is the national air and space museum, the backside of it. if you take a look up the street here maryland avenue, you can see that police are standing here at the corner of maryland and sixth street here in southwest. but the focus of the police activity is on this building here on the corner. and if you can go to some video we shot just a short time ago, you will see police officers heavily armed, entering that building. that just happened here within the last hour. we have been calling police, trying to find out exactly what they are investigating here. all they are telling us at this point is that they got a call for trouble here right around 4:00 this afternoon. they are not saying specifically what kind of trouble. there is a lot of rumors here about what may be happening there. we are not reporting

this was darcy spencer who is live and has more for us now. >> good morning. i want to tell you, sam highway has reopened. investigators are still trying the figure out exactly why and how this accident happened. >> the department passenger area was consumed in fire. >> this is the charred area where the young boy's body was found following an early morning fiery crash on the highway in gaithersburg. >> it was a pretty significant fire in the engine compartment. >> the driver crossed the center median and then slammed into an embankment. the woman who was behind the wheel survived but the boy in the back passenger seat never made it out. >> we have no information of speeds or how fast the vehicle was going or even the direction of travel. we're trying to piece that together. >> a balance crew on the way back from a different call spotted the fire. rescuers used fire extinguishers to put it out. >> they had to force entry into the vehicle but they were unable to reach the child in the car. they were unable to knock down the bulk of the fire and then a new momen
