i'm frank holland at cnbc headquarters. wall street is set to open up higher this morning. stocks slumped on friday but the dow, the nasdaq and the s&p managed to post positive gains for the week. the dow is on its longest weekly winning in two months. the bigge widely expected to signal strongly they will start cutting interest rates sometime this summer or this fall. target says a smaller register outage yesterday was caused by a technical glitcht its payment vendor, not as widespread at saturday when registers were down at all target stores for two hours, caused by an error made during regular system maintenance. target's last widespread outage was back in june of 2014. >>> walmart has launched a new grocery delivery service. tech crunch says the program called delivery unlimited cost 98 bucks a year and expands on a retailer's previous efforts. before customers could have items shipped to their nearest store for free or to their home for $9.99 per order. the new service lets shoppers skip the per order fee. walmart introduced several initiatives recently including free
