we also chose the seventh and eighth street couplet from market street harrison, having very similar issues there, and then 16th street we looked at basically from church street to third street. the initial segment was from patrarra to seventh but we realized we had to extend it further out. on the transportation street scape improvements for 16th street, we looked at nine alternatives. looking at different ways we could move the people movement through that corridor. what obviously popped out which we all knew is that this is a transit street and needs to act like a transit street and within the t.e.p., it's a rapid, rapid corridor, it's part of the rapid network so we chose an alternative that basically put the transit first, adhering to our city policy, and making sure the transit improvements really repeated underpinned by the efforts undertaken in this corridor. we also look at the opportunity for extending the bike facilities and looking at other opportunities there but the one recommendation we focused on was on the median, creating a median transit service similar to a b.r.t.

this all unfolded on main street between bryant and harrison. sources telling us this morning that the victim in this case is some sort of a utility worker. we have video of what looks to be a pg&e van that's parked right next to the area where the body is. a short time ago, we talked with a representative from pg&e who told ktvu the man killed this morning was not one of their employees. that's what pg&e told us this morning. now, we also shot this video as well. homicide investigators are trying to find witnesses, potential witnesses in this neighborhood. we saw them speaking with a homeless man that was speaking with them in a tent. i spoke with a security guard at one of the nearby condo complexes. i was told there are surveillance cameras, but at this point it's unclear if those cameras -- if investigators are looking at that video, trying to help them in that investigation. what we can confirm this morning is the san francisco police found a man that was shot and killed. obviously the investigation is ongoing here. no arrests have been ann

good evening, i'm barbara harrison in for jim handly. news4's chris gorden has the story from culpepper, virginia. >> reporter: michael hash arrived in handcuffs and shackles, seeking his release from prison after serving 12 years for the murder of 74-year-old thelma trackens, he was convicted in 2001 but weeks ago, a federal court judge vacated his murder conviction, citing misconduct by the prosecutor and police. after a brief hearing, hash was ordered released on conditions that he doesn't leave virginia, that he resides with his parents, reports to a caseworker weekly and posted a $10,000 bond. his restraints were removed and he was transported back to be ale natural county where he will be released. lawyers with the mid-atlantic innocence project worked for years to get hash released from prison. >> we are very happy that mike's going to be home with his family tonight and we are really looking forward to working with the special prosecutor as he decides whether or not he is going to retry the case. >> reporter: michael hash will re
